भारतीय प्रत्यक्ष निवेश संस्थाओं की विदेशी देयताओं और
परिसंपत्तियों संबंधी गणना, 2020-21 - जारी आंकड़े
आज, रिज़र्व बैंक ने विदेशी देयताओं और परिसंपत्तियों (एफ़एलए) संबंधी वार्षिक गणना के 2020-21* दौर के अनंतिम परिणामों को जारी किया, जिसमें आवक/जावक प्रत्यक्ष निवेश (डीआई) संस्थाओं की सीमा-पारीय देयताएँ और परिसंपत्तियाँ शामिल हैं। इन संस्थाओं में कंपनियां, सीमित देयता भागीदारी (एलएलपी), वैकल्पिक निवेश कोष (एआईएफ) और साझेदारी फर्म शामिल हैं।
नवीनतम गणना के दौर में रिपोर्ट की गयी 33,550 संस्थाओं में से 30,246 के पास अपने तुलन-पत्र में विदेशी प्रत्यक्ष निवेश (एफडीआई) और / या समुद्रपारीय प्रत्यक्ष निवेश (ओडीआई) था। इनमें से, 25,912 संस्थाओं ने पिछले गणना दौर में और 4,334 ने वर्तमान दौर में रिपोर्ट किया; पिछले दौर की 1,889 संस्थाओं ने वर्तमान दौर में रिपोर्ट नहीं किया। लगभग तीन-चौथाई रिपोर्ट करने वाली आवक प्रत्यक्ष निवेश कंपनियाँ विदेशी कंपनियों की सहायक (अर्थात, एकल विदेशी निवेशक जो कुल इक्विटी का 50 प्रतिशत से अधिक हिस्सा रखते हैं) थीं।
गणना में (क) सीमा-पारीय प्रत्यक्ष निवेश और अन्य निवेश के कारण उत्पन्न भारतीय डीआई कंपनियों की विदेशी देयताओं और परिसंपत्तियों के बाजार मूल्य; और (ख) अन्य कारोबारी मापदंडों (गतिविधि क्षेत्र, बिक्री, खरीद, निर्यात और आयात) पर व्यापक जानकारी शामिल होती है। बकाया परिसंपत्ति / देयताओं में परिवर्तन, वर्ष के दौरान भुगतान संतुलन (बीओपी) सांख्यिकी में दर्ज प्रवाह से अलग होगा, क्योंकि पूर्व में मूल्य, विनिमय दर परिवर्तन और अन्य परिवर्तनों के कारण मूल्यांकन परिवर्तन भी शामिल होंगे।
प्रमुख निष्कर्ष:

डीआई संस्थाओं के 97 प्रतिशत गैर-सूचीबद्ध थे और उनके पास विदेशी इक्विटी हिस्सेदारी अधिक थी (तालिका 1 और तालिका 2ए)।

डीआई इक्विटी राशि का लगभग 80 प्रतिशत विशेष एफडीआई योजना के तहत था। गैर-वित्तीय संस्थाओं का कुल एफडीआई इक्विटी में 89 प्रतिशत हिस्सा था (तालिका 2बी)।

भारत में एफडीआई 2020-21 में बाजार मूल्य पर रुपये के संदर्भ में 29.1 प्रतिशत बढ़ा; 2020 और 2021 मूल्यांकन में मार्च के अंत में इक्विटी बाजार की गतिविधियों में भारी उतार-चढ़ाव ने सूचीबद्ध संस्थाओं के लिए परिवर्तनों को प्रभावित किया, जिसमें गैर-सूचीबद्ध# संस्थाओं के एफडीआई में 11.2 प्रतिशत की अल्प वृद्धि की तुलना में 53.4 प्रतिशत की वृद्धि हुई (तालिका 3ए)।

अमेरिकी डॉलर के संदर्भ में, बाजार मूल्य पर एफडीआई 32.4 प्रतिशत बढ़कर 430.1 बिलियन अमेरिकी डॉलर से बढ़कर 569.6 बिलियन अमेरिकी डॉलर हो गया। जावक प्रत्यक्ष निवेश (ओडीआई) में बाजार मूल्य पर 10.1 प्रतिशत की वृद्धि दर्ज की गई जिससे यह बढ़कर 102.5 बिलियन अमेरिकी डॉलर हो गया। मार्च 2021 के अंत में आवक और जावक प्रत्यक्ष निवेश का अनुपात 5.6 प्रतिशत था, जबकि एक वर्ष पहले यह 4.6 प्रतिशत था (तालिका 3बी)।

भारत में डीआई कंपनियों की अन्य निवेश देयताएं (अर्थात, व्यापार ऋण, ऋण, 'मुद्रा और जमा' और असंबंधित (तृतीय पक्ष) अनिवासी संस्थाओं के साथ अन्य देय) 255.2 बिलियन अमरीकी डॉलर रही, जबकि उनकी समरूपी समुद्रपारीय परिसंपत्तियां मार्च 2021 में 112.8 बिलियन अमरीकी डॉलर थी (तालिका 4)।

संयुक्त राज्य अमेरिका भारत में प्रत्यक्ष विदेशी निवेश का सबसे बड़ा स्रोत था (बाजार मूल्य पर 17.4 प्रतिशत हिस्सेदारी) इसके बाद मॉरीशस और यूके का स्थान है। भारतीय कंपनियों द्वारा विदेशी निवेश सिंगापुर के लिए सबसे अधिक था (बाजार मूल्य पर 21.0 प्रतिशत हिस्सेदारी), इसके बाद संयुक्त राज्य अमेरिका, नीदरलैंड और मॉरीशस का स्थान है (तालिका 5, 6) ।

बाजार मूल्य पर कुल एफडीआई इक्विटी पूंजी में विनिर्माण क्षेत्र की 50.7 प्रतिशत हिस्सेदारी थी जबकि अंकित मूल्य पर यह 45.2 प्रतिशत थी।

मोटर वाहन, ट्रेलर और अर्ध-ट्रेलर, रासायनिक और रासायनिक उत्पाद, खाद्य उत्पाद, मशीनरी और उपकरण, फार्मा, और विनिर्माण के भीतर बुनियादी धातुएं, और सूचना और संचार, सेवा क्षेत्र के भीतर वित्तीय और बीमा गतिविधियां एफडीआई के प्रमुख प्राप्तकर्ता हैं (तालिका 7, 8)।

भारत में विदेशी सहायक कंपनियों की घरेलू बिक्री 2020-21 के दौरान थोड़ी कम हुई लेकिन निर्यात में बढ़ोत्तरी दर्ज की गई। निर्यात और आयात ने क्रमशः कुल बिक्री और खरीद का लगभग एक-तिहाई योगदान दिया (तालिका 9ए, 9बी, 9सी, 9डी)।

सूचना और संचार सेवाओं के निर्यात में विदेशी सहायक कंपनियों की बिक्री का 77.5 प्रतिशत शामिल था; इस क्षेत्र का विदेशी सहायक कंपनियों के कुल निर्यात में आधे से अधिक का योगदान है (तालिका 9सी)।

जहां भारतीय कंपनियों की विदेशी सहायक कंपनियों की घरेलू बिक्री में बढ़ोत्तरी हुई, वहीं घरेलू खरीद में कमी आई। उनका बिक्री की तुलना में निर्यात और खरीद की तुलना में आयात का अनुपात क्रमशः 43.9 प्रतिशत और 61.1 प्रतिशत रहा, जो पिछले वर्ष के इसी अनुपात से कम था और कोविड-19 महामारी के कारण 2020-21 के दौरान विदेशी व्यापार में कमी का संकेत दिया। (तालिका 10ए, 10बी, 10सी, 10डी)।
