Minutes of Pre-bid Meeting - Awarding Contract for Integrated Facility Management Services at Bank’s Main Office Building and Three (03) Residential Colonies of RBI Bhubaneswar, Odisha from April 01, 2023 to March 31, 2024

Pre-bid meeting for the captioned e-tender was held on March 03, 2023 at 11:00 AM in the Conference Room, 3rd floor, RBI, Bhubaneswar, to discuss some clauses of the tender and to clarify queries, if any, raised by the interested empanelled vendors/ vendors. The meeting was attended by the following persons:

2. Discussions were held among the representatives of the Bank and Vendors, clarifications arrived thereof are tabulated below:

1. Part-II financial Bid How to fill the Header A of Price-Bid MSTC Portal based Price-Bid Filling Process was explained to the vendors, which is illustrated below –

• Labour component (Header A)

Grand total amount of all labour components excluding taxes i.e., [Wages (sum of serial no i to vii) of all required no. of workers of all categories] + [Bonus @ 8.33% on wages] + [Employer Contribution of EPF at 13% of wages and ESI at 3.25% of wages]
2. “Terms Conditions & Important Instructions” under Part -II of financial bid of the tender Conditions under which Financial Bid is liable to be rejected at the discretion of the Bank It was reiterated any vendor quoting amount less than prescribed minimum percentage, w.r.t ESI and EPF are liable to be rejected. Tenders having quoted rates below the prescribed minimum wages will also be rejected.

b. Vendors quoting rates varying beyond +/-25% of the Bank’s estimated cost under Header ‘B’ (Non-Labour Component) may get rejected.

c. All the rates quoted (including statutory payments) should be rounded off to the nearest rupee as per normal rounding off method.
3. Clause 1.2 of Section-I Earnest Money Deposit (EMD) exemption It was informed that no exemption for EMD will be entertained as the estimated cost of the tender is more than 10 lakhs.
4. Annexure-III of the tender Client’s Certificate Regarding Performance of Successful Bidder It was informed to the vendors that work completion certificate/ client certificate shall be submitted as per the format prescribed in the tender.
5. Section-IX Final evaluation Vendors were explained about the technical evaluation and financial evaluation & the calculations involved therein.
6. Point d of clause 3 of the ELECTRICAL WORK HT / LT license It is clarified that deputed electricians must have valid HT / LT electrician license. Please refer to the tender’s terms and conditions vide clause no 4 (note) of Electrical works for the details.
7. Clause 3.29 of section-III Renewal of contract Vendors were explained about the renewal formula which is to be taken into consideration for escalation in the contract amount during renewal.

3. Further, vendors were advised to carefully undertake the bidding on the MSTC and ensure that they are registered on the MSTC Portal/ Website and are also allowed by the Bank to participate in the bid for the captioned tender. Vendors were asked to coordinate with MSTC Support Persons and Estate Department Officials if they face any issue while undertaking the bidding for the captioned e-Tender.

4. All the above-mentioned points were noted and agreed by the representative of the firms:

  1. These minutes of pre-bid meeting shall form the part of Bid document/ Agreement.

  2. Rest of the terms and conditions and specifications of the Bid document shall continue to remain same.

  3. The above clarifications are issued for the information for all the intending vendors.

  4. The submission of bid by the firm shall be construed to be in conformity to the Bid document and Amendments/ Clarifications given above.
