Minutes of the Pre-Bid Meeting - Annual Service Contract for providing Unarmed Private Security Guards for guarding RBI Office Premises & Residential Colonies located in Kanpur

The Pre-bid meeting, for the e-Tender for Annual Service Contract for providing Unarmed Private Security Guards for guarding RBI Office Premises & Residential Colonies located in Kanpur, was held on August 09, 2024 (Friday) at 11:00 AM, in the New Conference Room, 2nd floor, Main Office Building, RBI, Kanpur.

2. At the outset, DGM welcomed the participants to the meeting and invited queries, if any, from the prospective bidders regarding the captioned tender. The queries put forth by the representatives and the clarifications issued are tabulated below:

i. Whether there is any exemption on submission of EMD amount for MSMEs participating in the tender? As per RBI’s internal guidelines, the EMD exemption for the Micro and Small Enterprises (MSEs) having Udyam Registration Number (Udyog Aadhar Memorandum Number), irrespective of the category, shall be exempted from the requirement of submission of Earnest Money Deposit at the time of bidding in all procurement of works (goods, services, and works contract) estimated to cost upto ₹10 Lakh (including all taxes, duties, etc.).

Since the estimated cost of the tender in question is ₹2.6 crores, therefore, EMD exemption is not applicable in this tender.

ii. What is the minimum service charge that must be quoted? There is no minimum service charge requirement for this tender. Part II -> Wage Analysis -> B. Service Charge
iii. What is the required scope of Insurance coverage for the tender? The successful bidder shall take “all risk policy” for the contract value and workmen compensation policy for the workers engaged in the work in joint name of the RBI Kanpur and the agency (RBI being the first party). The successful bidder shall indemnify the Bank for any loss or damage that occurs to persons or building or third party while executing the work. iv. What is the acceptable date range for the solvency certificate to be submitted for this tender? The issue date of the solvency certificate should not be older than March 31, 2024. Section III -> Sr. No. 5.8(j).
v. Should the training institute for training Security guards, be situated in Kanpur ? There is no geographical restriction on location of the training institute. It can be situated anywhere in India.  
vi. Is it mandatory for the bidder to have an office at Kanpur ? Yes, the Agency should have Office at Kanpur with sufficient manpower, to take care of replacement/ reliever. Section III -> Sr. No. 5.3.
vii. What documents would be required to verify the number of ex-servicemen employed by the agency under ESI/EPF? A declaration signed by the company on its letterhead, stating the number of ex-servicemen on its payroll under ESI/EPF shall be submitted. The copies of ESI/EPF records may be asked to verify the same. Annexure VII -> Sr. No. 2
viii. What should be the date of turnover certificate? The audited turnover certificate as per the format given in Annexure V must be submitted covering FY 2020-21, FY 2021-22 and FY 2022-23. The specific date of issuance is not restricted. Section III -> Sr. No. 5.7.

3. All the above points were noted and agreed by the firms.

Please note:
A This document (Minutes of the Pre-bid meeting) shall form a part of the tender. Hence, it shall be signed and submitted along with the tender by the tenderers.
B Rest of the terms and conditions and specifications as mentioned in the tender documents shall continue to remain the same.
C The above clarifications are issued for the information of all the intending bidders.
D The submission of bid by the firm shall be construed to be in conformity to the bid document and clarifications given above.
E In case any vendors have already uploaded their bids to the MSTC portal before issuance of this Minutes of the Pre-bid meeting, they are advised to revise their bids (if required) and re-upload their bids to the MSTC portal.
F Any changes in the tender document/conditions will be uploaded on RBI website and MSTC portal by way of Addendum/Corrigendum. The same shall be factored in by the bidders while submitting the final bids in the MSTC portal.
