Invitation for Expression of Interest

 
 

RBI, Premises Department, Mumbai invites Expression of Interest for empanelment of   the prospective Design and Build (DB) Developers for development, on Design-Build basis, of Bank’s properties located at Chennai, Mumbai and New Delhi. The development work is estimated to cost Rs. 112 crore and is to be completed within 21 (twenty one) months. The last date of issuance of EOI Documents to the eligible firms of DB Developers is March 30, 2009.

2. Only those Design & Build Developers who meet following Pre-Qualification Criteria need express their interest:

 

(a)

Should have an average annual turnover of amount equal to 50% of estimated cost or more during the last three financial years [2005-06, 2006-07, and 2007-08].

(b)

Should have minimum 7 years of experience (as "DB Developer" i.e. experience in providing architectural, engineering and design services also together with experience of execution of project works; and not as "Contractor" i.e. only experience of execution of project works) and should have completed development including but not limited to construction of multi storied office/Residential/Hostel Buildings with Pile/open Foundation, Lifts, Electrical, and Sanitary Plumbing, landscaping and horticulture, etc., by providing Design and Build Services on Turnkey basis to the Clients, during the last 3 years, under any one or more of the following options:

i)Three similar completed works each costing not less than the amount equal to 40% of estimated cost.
                                                                          Or

ii) Two similar work each costing not less than the amount equal to 50% of estimated cost.

                                                                          Or

iii)One similar work each costing not less than the amount equal to 80% of the estimated cost.

(The estimated cost is Rs.11200 lakh)

(c)

Should be profit making (each year) during the last three financial years, ending March 31, 2008, and should have positive net worth.

(d)

Should have sufficient number of qualified professionals of all descriptions, viz. Architects, Structural Consultants, Electrical Consultants, Sanitary Plumbing Consultants, Interior Designers, Landscape Consultant, Liaison Architects, etc., who will be required for planning, designing and successful implementation of the project.

(e)

Should have a solvency certified by his bankers, of the amount equal to the estimated cost of the “Project” i.e. Rs.11200 lakh.

(f)

Should have sufficient number of Office and Construction Equipments of all descriptions that may be required for planning, designing and successful implementation of the project.

(g)

Should not have abandoned any work in the last seven years or should not have been blacklisted by any Government department / PSU or none of their contracts should have been terminated by their Clients for failure to perform on their part.

(h)

Should not have been involved in frequent litigations in the last seven years.

(i)

Should not have suffered bankruptcy / insolvency in the last seven years.

 

3.   The EOI Document will be issued only to those DB Developers who invariably furnish, at the time of applying for issue thereof, the following information in writing /documents to satisfy the Bank about their eligibility for participating in the empanelment process:

 

 a)

Composition of the firm

Certificate of Registration of the firm.

(b)

Work experience & Completion of similar works of specified value during the specified period

Copies of the detailed work orders indicating date of award, value of awarded work, time given for completing the work, etc. and the corresponding completion certificates indicating actual date of completion and actual value of executed similar works should be enclosed in proof of the work experience. 

The details along with documentary evidence of previous experience, if any, of carrying out works for the Reserve Bank of India at any centre should also be given.

(c)

Creditworthiness of the DB Developer & his Turn over, etc. during the specified period

Copies of the Income Tax Clearance Certificates / Income Tax Assessment Orders along with the latest final accounts of the business of the contractor duly certified by a Chartered Accountant should be enclosed in proof of their creditworthiness, net worth and turnover for last three years.

Current Solvency Certificate as per pre-qualification criteria   issued by the banker.

(d)

Professional Competence

A list of qualified professionals of all descriptions, viz. Architects, Structural Consultants, Electrical Consultants, Sanitary Plumbing Consultants, Interior Designers, Landscape Consultant, Liaison Architects, etc., who may be deployed for planning, designing and successful implementation of the project.

Copy of ISO Certificate or any other similar document in proof of the  Professional Competence of the DB Developer

 

 

A list of Office and Construction Equipments of all descriptions that may be deployed for planning, designing and successful implementation of the project.

(e)

Declarations

That the DB Developer has not abandoned any work in the last seven years

That the DB Developer has not been blacklisted by any Government department / PSU in the last seven years

That none of the contracts awarded to the DB Developer have been terminated by his Clients for failure to perform on his part in the last seven years.

That the DB Developer has not been involved in frequent litigations in the last seven years.

That the DB Developer has not suffered bankruptcy / insolvency in the last seven years.

 

4. In the event of failure on the part of intending DB Developer to satisfy the Bank in respect of above-noted requirements; the Bank reserves the right to refuse issuance of EOI documents to him.

5. EOI documents will be issued by the Premises Department, Central Office on all working days from 10:30 AM to 12:00 Noon and from 14:30 PM to 17:00 PM with effect from March 16, 2009 to March 30, 2009.

6. EOI documents can also be downloaded from the website www.rbi.org.in  or www.tendertimes.com.  In case of downloaded documents, the non-refundable processing fees of Rs. 25,000/- (Rupees Twenty five thousand only) in the form of Demand Draft drawn on a nationalized bank, favouring Reserve Bank of India payable at Mumbai; along with all the information/documents, mentioned in para 3 above, shall have to be submitted in a sealed cover addressed by name to Shri S. M. Venkatachalam, Chief General Manager, Reserve Bank of India, Premises Department, Central Office, 5th Floor, Central Office Building, Shahid Bhagat Singh Marg, Fort, Mumbai - 400001, up to 15.00 Hrs on April 23, 2009 for Bank’s examination. All envelopes shall be titled "SUBMISSION OF PRE-QUALIFICATION DOCUMENTS AND PROCESSING FEES FOR EMPANELMENT AS A DB DEVELOPER FOR RESERVE BANK OF INDIA FOR SETTING UP RESIDENTIAL COMPLEX FOR OFFICERS AT HAUZ KHAS, NEW DELHI; ANNA NAGAR CHENNAI; CHEMBUR, MUMBAI; DADAR-PAREL, MUMBAI; and SEWRI / ANDHERI, MUMBAI" clearly marked in English/Hindi with name of the Applicant. These sealed covers shall be opened on the same day for scrutiny. After scrutiny, if the any of the DB Developers are not found to posses the required eligibility, their application will not be accepted by the Bank for further processing and their Demand Drafts shall be returned back to them as it is.

 

7. Duly prepared and signed EOI in prescribed form complete with all forms etc. as described in the EOI Documents, shall be submitted in sealed covers to Shri S. M. Venkatachalam (by name), Chief General Manager, Reserve Bank of India, Premises Department, Central Office, 5th Floor, Central Office Building, Shahid Bhagat Singh Marg, Fort, Mumbai - 400001, up to 15.00 Hrs on May 04, 2009. All envelopes shall be titled "SUBMISSION OF EOI FOR PROVIDING D&B SERVICES ON  TURNKEY BASIS FOR SETTING UP RESIDENTIAL COMPLEX FOR OFFICERS AT HAUZ KHAS, NEW DELHI; ANNA NAGAR CHENNAI; CHEMBUR, MUMBAI; DADAR-PAREL, MUMBAI; and SEWRI / ANDHERI, MUMBAI, FOR RESERVE BANK OF INDIA" clearly marked in English/Hindi with name of the Applicant

8. The EOI will be opened preferably on May 04, 2009 at 15.30 hrs; otherwise a fresh date will be communicated to the applicants in advance so as to enable their authorized representatives to participate in the opening process should they choose to be present.

9. If found necessary, the Bank shall also obtain confidential reports on past performance of the applicants from their clients and bankers. The Bank shall evaluate the said reports processing EOI for empanelment. If any applicant is not found to posses the required eligibility for participating in the empanelment process at any point of time and/or his performance reports received from his clients and/or his bankers are found unsatisfactory, the Bank reserves the right to reject his application at any stage of empanelment of DB Developers.

10. Applications shall remain valid for a period of 180 days from the last date of submission of Applications. RBI retains the right that in exceptional circumstances at its own discretion, it may ask the applicants to extend the validity of their application for a specified period. The Applicant not submitting the letter of extension of the validity period at that time shall not be further considered.

11. No modification or substitution of the submitted application shall be allowed. An Applicant may withdraw its Application after submission, provided that written notice of the withdrawal is received by RBI before the last date for submission of Applications. In case an applicant wants to resubmit his application, he shall submit a fresh application following all the applicable conditions. The withdrawal notice shall be prepared in Original only and each page of the notice shall be signed and stamped by authorized signatories. The copy of the notice shall be duly marked “WITHDRAWAL”.

12. The RBI reserves the right to accept or reject any or all Applications and to annul the qualification process at any time without any liability or any obligation for such acceptance, rejection or annulment.
