Pre-bid meeting for the captioned e-tender was held through Webex on July 13, 2021 at 12:00 PM in to clarify the queries of the bidders. The meeting was attended by the following representatives of the firms:

Queries raised by the prospective bidders and Bank’s clarification on the same is as follows:

1. Solvency Certificate (Page 8): No department is asking for the Solvency certificate from the eligible bidders as C.A. are giving bid capacity certificate. This will be unnecessary expenditure to the bidders as certificate will be issued by banks charging required fees only which will discourage the bidders. If required it should be asked from the lowest bidder only. The requirement for the Solvency certificate is as per the laid down procedure and hence it is mandatory to submit solvency certificate as per provision of pre-qualification criteria.
2. Client certificates (Page 8): Work done certificates issued by the Executive Engineer may please be considered as in many departments S.E. offices are located at different places and Executive Engineer are the head of the particular division office. Work done certificates issued by the Office of Executive Engineer can be accepted.
3. Section C (Page 24): As this is a item rate tender, items like Safe Bearing Capacity Test, water tightness test of underground sump and ESR, water level indicators, lightening conductors etc. should be clearly mentioned in BOQ separately. The scope of carrying out test for Safe Bearing Capacity (SBC) of soil/strata and water tightness test of UG sump and ESR is within the scope of this contract under respective BOQ item and BOQ has no separate item for these tests. The contractor has to carry out these tests at the site. The charges of these tests may be included in the relevant items by the contractor. No extra charges shall be paid by the bank on this account.

The work of providing and fixing lightening arrestor and water indicator is excluded from the present scope of this contract. The provision and fixing of lightening arrestor and water indicator may not be considered while quoting rates
4. Disposal (Point 19 Page 41): Excess excavated materials to be disposed of at NMC Dump yard. The distance from site is not mentioned so it is requested to provide the distance to enable us to calculate the transportation cost. The contractor is required to ensure disposal of debris at any of the authorised sites at their own responsibility and cost.
5. RCC M-25 & M-30 (Page 160 & 161): The traditional concrete mixer and weigh batcher should be allowed as the required quantity at any point of time is very less thus RMC companies shall not be willing to supply such less quantities. The use of traditional mixer & weigh batcher shall be permitted for the scope of concreting work for ESR columns, brace beams above GL and up to level - V as in item no. 3a.

However, designed mix of concrete will have to be obtained by the contractor through government institutions and necessary charges on this account would be borne by the contractor. The design mix shall be carried out if source of raw material changes.
6. For item no 18 (Page 35): It is mentioned that only 75% part payment will be payable for RCC works, water proofing plastering of underground sump, ESR, pipe assembly & 25% payment will be withheld for hydraulic testing. It is not as per the prevailing general practice to withheld 25% as water testing is considered as separate item. Moreover, the department already has 2% EMD, 5% performance guarantee & 5% retention money of the contractor along with the required undertakings. So it is requested to release full payment against the concerned items. The payment schedule as detailed in the tender will be applicable and cannot be changed.
7. HYSD Steel (Point 26b Page No. 43): In tender HYSD Steel is mentioned whereas nowadays TMT steel bars are used. The specification at Page 43 Clause 26 (b) which states “High yield strength deformed bars confirming to I.S.1786 or I.S. 1139 shall be used. Grade II M S bars will not be allowed” may now be read as “TMT Bars Grade Fe 500/Fe 550 confirming to IS 1786 : 2008 shall be used. Necessary Manufacturers Test Certificate confirming the ductility test as per the above IS Codes will have to submitted.“ .
8. Department should provide sufficient space and allow temporary shed for keeping machineries, scaffoldings, tools & labour at work spot. The necessary space shall be provided for storage of machines, tools & scaffoldings. Overnight stay of the laborers will not be allowed.
9. Can the contractor use blasting in case rock is encountered during the excavation? No, blasting cannot be allowed as there are load-bearing structures in the vicinity. Suitable changes in the design / depth of foundation can be made if hard rock strata is encountered at required depth.
10. The time limit for completion of the work is less to complete the work in case of any restrictions. The time limit has been decided based on optimal speed of execution of the project.

However, in case of pandemic restrictions and other factors the time limit for completion can be extended as per provisions in the contract.
11. Extra lift has not been provided for the height. No separate provision of items has been made in the BOQ for different material lifts involved for various items. Contractors are advised to quote balanced rates applicable for all lifts involved.
12. Schedule of rates for extra items other than in BOQ has not been mentioned. If any extra items is required to be executed as per site conditions it shall be dealt as per the provisions of clause 8 of Section D ‘General terms and conditions of the contract’, page no 32 / Clause 17, page 62.
