Minutes of Pre-Bid Meeting - Providing Advance Life Support (ALS) Ambulance Service at Reserve Bank of India Kolkata Regional Office for the period April 01, 2026 – March 31, 2027

The Pre-bid meeting for the captioned e-tender was conducted at RBI Kolkata Main Office Premises on February 20, 2026 (Friday) at 3 PM.

The meeting was attended physically by three (3) potential bidders namely M/S The Golden Hour Ambulance, M/S Bellevue Clinic and M/S Promod Kumar & Bros. Further, the meeting was attended by Officers from Central Establishment Section (CES), RBI, Kolkata viz., Shri Rajarshi Adhikari, AGM; Ms Vungtheiching, Manager; Shri Bikash Gurung, Manager and Shri Ansuman Parya, Manager.

2. Following a brief introduction regarding the e-tender, certain queries were raised by the prospective bidders, which were clarified. Summary of the same is as under:

1. In case the vendor is exempted from GST, is the GST registration certificate mandatory? A copy of GST exemption certificate from competent authority may be submitted.
2. Whether providing PF and ESI to their employees is a mandatory criterion for the prospective vendor? All extant statutory laws, as may be in force from time to time, must be adhered to by the vendor. The vendor may be guided by guidelines laid down in the tender document
3. Is submission of Client Certificate as per the format given in the tender document mandatory? As per terms and conditions of the tender document, it is required for bidders to submit client certificate, preferably on the letterhead of the client.
4. In case of cooperative societies, which are governed by the concerned State Government Cooperative Laws, audit is undertaken by concerned State Government. In such cases, is it mandatory to submit copies of previous 3 years Balance Sheet, audited by a CA? In case of non-availability of CA audited Balance Sheet, the vendor may submit audited copies of previous Balance Sheet for the past three years as audited by the State Government empanelled auditors.
5. Is there a guarantee that the contract will be extended beyond 1 year? In terms of the tender document, extension of contract will be based on performance of the vendor, mutual consent of the parties involved and solely at the discretion of Reserve Bank of India, Kolkata.
6. As per the tender, the ALS Ambulance is required on a retention basis for 08 hours (09:30 AM to 05:30 PM) from Monday to Friday. Whether the service requirement and manpower deployment (driver and medical staff) are limited only to the above-mentioned duty hours, and 24-hour deployment is not required.  As mentioned in the tender document, the ALS ambulance will be stationed at RBI Main Office Premises, Kolkata from Monday to Friday during duty hours i.e., from 9:30 AM to 5:30 PM.  
Therefore, service requirement and manpower deployment will be limited to the duration as prescribed in the tender document. 
7. Whether the experience period criteria may be extended from the last 5 years to the last 7 years, so that vendors having relevant and continuous experience in similar services over a longer period may also qualify and participate in the tender.  The request for modification of criterion could not be acceded to. The criteria as mentioned in the tender document must be complied with.
