Minutes of the Pre-Bid Meeting - Supply and Installation of Automated External Defibrillators (AEDs) at RBI Premises in Mumbai / Navi Mumbai and Comprehensive Maintenance of Installed AEDs

The pre-bid meeting of the captioned e- Tender was held on January 02, 2026, at 03:30 PM. The meeting was conducted offline at Bank’s premises and was attended by four prospective bidders. Ms. Geetha Nair, DGM, CES presided over the meeting. Dr (Smt.) Vaishali Divekar, Chief Medical Officer has also attended the meeting. The list of participants is given in Annex.

2. At the outset, the DGM welcomed the participants and briefly explained the various aspects of the tender process and Bank’s requirements. The participants were advised to go through the tender document thoroughly before submitting the tender online and to comply with the guidelines and terms and conditions mentioned therein. The bidders were also requested not to wait till the last date for submitting the technical bids and price bids to avoid any last-minute glitches. Thereafter, she invited queries from the prospective bidders.

3. The major queries put forth by the prospective bidders and the clarification provided are tabulated below:

1. Whether a battery capacity of 140 shocks or more than 7 hours is acceptable Reference may be made to para B(5) of Section VII (Description of Items) of the Tender Document.
2. Whether data download can be done through other alternative methods along with USB viz. though SD cards etc. USB port is for data download mandatory as per tender. Wireless or alternative methods are also permitted.
3. Clarification on acceptable device size and weight. Weight range of 2.3 – 2.5 kg is acceptable for the device provided the device remains handy and easily portable.
4. Whether the device should be fully automatic or semi-automatic. The device may be semi-automatic where the operation shall be through a visible power/operation button.
5. Clarifications were sought on compliance with international standards and certifications. Reference may be made to para B(8) of Section VII (Description of Items) of the Tender Document.
6. Whether child pads are required along with adult pads. Clarification was sought on Cost variation due to pad configuration. Reference may be made to para B(4) of Section VII (Description of Items) of the Tender Document.
7. Whether accessories and cabinet are to be supplied? Reference may be made to para B(9) of Section VII (Description of Items) of the Tender Document.
8. Whether training is to be provided by the vendor? Reference may be made to Section VI (Scope of work) of the Tender Document.
9. Clarifications were sought warranty period and retention clause. Reference made to para no.3 of Section V of the Tender Document, as per which 5% of the contract value shall be kept withheld as Retention Money till completion of the Defects Liability Period (i.e., 12 months from the date of completion of all AED units in its desired locations).
10. Whether the terms may be relaxed and AED devices with only English language may be allowed AED devices operating exclusively in English may be considered.
11. The requirement regarding seven hours of monitoring in the device was discussed. It was clarified that, in most cases, patients are hospitalized within 3-4 hours, and continuous monitoring for seven hours may not be practically required. However, extended monitoring may be relevant in remote locations, and hence this requirement may be reviewed or relaxed as appropriate. The requirement has been revised to a 3–4-hour standard, superseding the previously stipulated 7-hour mandate.

4. It was further clarified that once the bid is closed, it cannot be reopened. Vendors waiting beyond the stipulated timeline will not be considered. No further extension beyond the revised date will be granted. The above clarifications are issued for the information of intending bidders.

5. The meeting concluded with vote of thanks to the Chair.
