Minutes of Pre-Bid Meeting - Appointment of Concurrent Auditors for the year 2025-26 w.e.f. October 01, 2025 to September 30, 2026 by Reserve Bank of India, Dehradun

Pre-bid meeting for the captioned e-tender was held on July 30, 2025 at 11:00 AM in Multi-Purpose hall, Ground Floor, RBI, Dehradun. Reserve Bank of India, Dehradun is hereinafter referred to as the "Bank”. The list of participants of the meeting is attached in Annexure.

2. The participants of the meeting were welcomed by Shri Amit Chaudhary, Manager, ABCC and then he briefed the participants about the important aspects of the tendering process.

3. Subsequently, queries were invited from the participants regarding the captioned tender. The details of the queries raised by the representatives and clarifications of the Bank are tabulated below:

i. If a CA firm quotes less than minimum monthly remuneration as stated in the tender document in the financial bid, then what action will be taken by the bank in such a case? As clearly specified in the tender document at page no. 08 under important instructions for bidders, the bids indicating less than stated minimum monthly remuneration i.e. ₹54,000.00 shall be out-rightly rejected.
ii. For technical evaluation parameter-7.

If a CA firm has audited many banks simultaneously in a financial year, whether number of banks audited will be considered for calculation of scores?
Number of years of experience will be considered not number of audits done. Even if any firm has audited many banks simultaneously in same financial year, the experience will be considered as ONE for that particular year.
iii. Whether audit of payment of salary and other allowances to staff of RBI falls under scope of work of Concurrent Auditors? No, processing of salary and other allowances is centralized. Hence, it does not fall under scope of work of Concurrent Auditors of Dehradun RO.
iv. Is presence of CA along with two skilled staff mandatory in office on daily basis? Yes, as mentioned in the tender document, deployment of adequate staff (1 CA + 2 skilled=3) will be mandatory in the Office on all working days of the year.
v. Which criterion is followed for determining whether the CA firm is Uttarakhand based, whether the head office or branch office should be there in Uttarakhand? As specified in the tender document, only those category-I CA firms having their registered office in Uttarakhand have been invited for the said tender.
vi. For parameter-5 of technical evaluation:

Do we need to provide average annual turnover of firm from audit services only or from all the sources?
The average of annual turnover of previous three financial years, i.e., 2022-23, 2023-24 and 2024-25, of the firm from Audit Services only (as distinct from other activities e.g. consultancy) shall be submitted along with duly certified documentary evidence.

Bidders may refer to Sr.No. 5 of Annex-I (Technical Evaluation) of Tender Document for more details.
vii. What is the amount of EMD and how is it to be submitted? As per the tender document, EMD of ₹15,290.00 (Rupees Fifteen Thousand Two Hundred and Ninety only) is to be submitted through NEFT in favour of RBI, Dehradun on or before 03:00 PM of August 11, 2025.

Details for NEFT are mentioned in tender document.
viii. Is there any exemption to MSME firms from paying EMD? As specified in the tender document, there is no exemption to MSME firms from paying EMD.

Note:

i) This document (Minutes of the Pre-Bid Meeting) shall form a part of the tender document.

ii) Rest of the terms and conditions and specifications of the Tender Document shall continue to remain the same.

iii) The above clarifications are issued for the information of all the intending bidders.

iv) The submission of bids shall be construed to be in conformity with the bid document and above clarifications.
