Shri M K Dash, Manager, HRMD, welcomed the participants to the meeting and briefed the participants about the important aspects of the tendering process. Subsequently, queries were invited from the participants regarding the captioned tender. The details of the queries raised by the representatives and clarifications of the Bank are tabulated below: | Sl. No. | Query | Bank’s Clarification | | a. | Whether the same audit firm will be auditing both Bengaluru Regional Office (RO) and Samadhan HROU and whether both are located in the same office? | Yes. Both Bengaluru RO and Samadhan HROU would be audited by the same audit firm. However, two teams (each team consisting of one CA and five Articles) will have to be deputed separately and the remuneration will also be separate as per the tender document i.e., estimated value of ₹1,42,000 per month for Bengaluru RO and ₹1,60,000 per month for Samadhan (including all costs and excluding GST) Further, both Bengaluru RO and Samadhan are located in the same premise. | | b. | Can both technical and financial bids be submitted in the MSTC portal at the same time? When should Earnest Money be deposited? | Yes. Both technical and financial bids can be submitted simultaneously, but in two different forms, in MSTC portal. Also, EMD of 2% of the annual value as mentioned in the tender document, is to be deposited on or before August 10, 2025 and the proof of remittance is to be uploaded in the MSTC portal while submitting the bids. | | c. | Whether EMD is calculated on the bid amount or the estimated value? Is it refundable? | EMD of ₹72,480/- is calculated at the rate of 2% on the estimated annual value (2% of ₹36,24,000), which is refundable to unsuccessful bidders, as mentioned in the tender document. | | d. | How many co-operative banks and RRBs are attached to this RO? | There are 271 Co-operative Banks and one RRB in the State of Karnataka and attached to this RO. | | e. | How many appeals are pending as on date and what are they? | There are no pending appeals as on date. | | f. | How about rotation of articles during the course of audit? | Article clerks are required to continue with the present assignment for at least six months. However, under extreme exigencies, and even in such situations, it should be ensured that the entire team of (05 each for Samadhan and Bengaluru RO) skilled staff are replaced in a staggered manner with a minimum gap of one (01) month. | | g. | Whether concrete checklist/report format is available for concurrent audit? | Yes. Concurrent audit checklist in specified format is available for various departments. | | h. | Whether personal laptops are allowed to be carried inside the office premises by the auditors and whether they will be provided access for desktop computers? | Yes. Laptops will be allowed to be carried inside the premises with due approval/pass for laptop. In addition, the auditors will also be provided with desktop computers having internet connectivity. | | i. | Whether the auditors will be provided with initial training on various prerequisites and expectations from them? | Yes. They would be provided with training on processes, procedures and requirements pertaining to various departments of the office. | | j. | Whether audit of vouchers in physical mode is to be done? | Yes. Audit of vouchers both in physical and digital form is to be carried out by the auditors. | | k. | Whether weekly statement of affairs is to be certified? | Yes. The correctness of Weekly Statement of Affairs on Friday of every week to be forwarded to DGBA CO, is to be certified by the Concurrent Auditors. | | l. | Whether partners with less than five years of experience can be deployed? | Requirement regarding experience in terms of number of years is as per the terms and conditions mentioned in the tender document. | | m. | Is it mandatory for CA to be present in the office on all days in the entire year? | Yes. As per the stipulated conditions of the tender document, it is mandatory for CA and Article Clerks to be present in the office on all days in the entire year. | | n. | Why is there a variation in remuneration in both RO and Samadhan, in spite of same number of articles and CA being deputed for each team. | The variation in remuneration might be due to the difference in nature and quantum of work in Bengaluru RO and Samadhan HROU. | | o. | Whether Concurrent Auditors will be given access to various systems/portals of the Bank? | They will be given limited access (with viewing rights only) to some of the systems as may be required, during the course of audit. | 3. It was further insisted that both technical and financial bids are to be entered and uploaded separately in MSTC portal and in case where financial bids are submitted along with technical bids, applications will be summarily rejected. 4.
