Minutes of Pre Bid Meeting - Providing Services of Unarmed Security Guards at RBI, Aizawl

The Pre-Bid meeting for the captioned e-Tender was held at Conference Room of RBI, Aizawl on May 27, 2025 at 11:00 hrs. Five (5) representatives from three (3) firms participated in the Pre-Bid Meeting. The following officials of RBI, Aizawl and the firms/ prospective tenderers were present during the pre-bid meeting:

The following queries/ proposals were raised and clarifications issued in the pre-bid meeting:

1. M/s JC Security Queries related to submission of signed and stamped copies of tender document Each page of the tender document should be signed and stamped by the tenderer before uploading the same in MSTC website.
2. M/s JC Security Queries related to minimum 5 years’ experience. The date mentioned in Sr. No. 8 of Annexure – V shall be read as April 30, 2025.
3. M/s JJ Security Queries related to format and date of Solvency Certificate. Any format wherein the bank (on its letterhead) clearly mentions the firm/ agency as solvent (upto the tender amount) shall be accepted. The certificate must not be earlier than March 31, 2025. The date mentioned in Sr. No. 17 of Annexure – V shall be read as March 31, 2025.
4. M/s JC Security Queries related to number of Client certificates Client Certificate (Performance Feedback) should be obtained from at least three of their clients, preferably Govt. / public sector clients.
5. M/s JC Security Queries related to format of Client certificate Any format (on client’s letterhead) wherein the client has clearly furnished the following details shall be accepted:
  1. Name and nature of work
  2. Agreement No. and date
  3. Agreement amount
  4. Date of commencement of work
  5. Stipulated date of completion
  6. Actual date of completion
  7. Quality of work (indicate grading)
  8. Did the contractor go for arbitration? If yes, total amount of claim and total amount awarded
  9. Comments on the capabilities of the tenderer on Technical proficiency, Financial soundness, Mobilization of adequate T&P, Mobilization of manpower, General behaviour, etc. The scales of ‘Outstanding/Very Good/Good/Satisfactory/poor’ may be used for rating purpose.
The certificate should be signed by the concerned Executive Engineer or an officer in an equivalent or higher rank. For works carried out for Private companies, Copy of TDS has to be submitted for proving the credentials/ contract amount.
6. M/s JC Security Queries related to date of Client certificate The client certification date should be within the last 5 years as on April 30, 2025. The date mentioned in Sr. No. 24 of Annexure – V may be ignored.
7. M/s SIS Limited Queries related to training of Security Guards NIT stands.
8. M/s JJ Security Is solvency certificate from banks to be uploaded in MSTC website? Scanned copy of the solvency certificate should be uploaded in MSTC website. Further, the tenderer should ensure that the original copy is submitted by the bank to RBI, Aizawl.
9. M/s SIS Limited Whether reliever charges shall be paid to the agency? No extra amount will be paid for posting of reliever or extra hours of work performed i.e. the amount quoted in the bid shall be inclusive of reliever charges.

Note: This document shall form part and parcel of the tender. Hence, shall be signed and uploaded along with the tender by the tenderers.
