Composition and Ownership Pattern of Deposits with Scheduled Commercial Banks: March 2004
Date : Sep 14, 2005

This article presents an analysis of the composition and ownership pattern of outstanding deposits with Scheduled Commercial Banks (including Regional Rural Banks) as at the end of March 2004. The data on ownership of deposits are collected from a sample of branches of Scheduled Commercial Banks, under the reporting system of annual Basic Statistical Return (BSR)-4. The BSR-4 return collects data on outstanding deposits as on March 31, according to type of deposits (viz., Current, Savings and Term deposits) classified by broad institutional sectors of the economy, which own the deposits. The ownership pattern of deposits is analysed according to the Population groups, States/Union Territories and Bank groups. The analysis on the patterns obtained in the major metropolitan centres is also presented in the article.

I. INTRODUCTION

The sample survey on composition and ownership pattern of bank deposits with scheduled commercial banks, including Regional Rural Banks, is conducted by the Reserve Bank of India on an annual basis under the system of Basic Statistical Returns (BSR-4) and the results are published in the Reserve Bank of India Bulletin. The results of the survey as on March 31, 2004 are discussed in this article@ .

The survey schedule was designed to capture branch level data on ownership of deposits, classified according to broad institutional sectors and sub-sectors for each type of deposit, viz., current, savings and term, including inter-bank deposits. Out of 66,070 branches of scheduled commercial banks, a sample of 9,933 branches was selected as per the sampling design explained below. Of the 9,933 bank branches selected, filled-in schedules were received from 9,532 branches resulting in a response rate 96.0 per cent.

II. SAMPLING DESIGN AND SAMPLE SELECTION

A stratified sampling design was used for selection of branches of banks for this survey. Based on State/Union Territory, population group of the centre where bank branch was located, and bank group, all branches of the scheduled commercial banks (SCBs) in the country were classified into 379 basic strata. The population groups are (i) rural; (ii) semi-urban; (iii) urban; and the metropolitan group, further sub-divided into two groups (iv) four major metropolitan centers (viz., Mumbai, Delhi, Chennai and Kolkata) and (v) the other metropolitan centers. Five bank groups, viz., (i) State Bank of India and its Associates; (ii) Nationalised Banks; (iii) Regional Rural Banks; (iv) Other Indian Scheduled Commercial Banks and (v) Foreign Banks, were considered for the purpose. If branches in a basic stratum numbered 7 or less, all branches were selected with certainty in such strata. As an exception, all 9 branches operating in Lakshadweep Islands were included in the sample to provide adequate representation to this Union Territory. In the remaining basic strata, each stratum was further stratified into 2 or 3 sub-strata taking into account the range in total deposits of the branches in the strata and number of deposit accounts. For this purpose, threshold values were determined for each basic-stratum taking into account above two characteristics.

In such basic strata, Size Class Strata (SCS) were formed as per descending order of deposits. The branches having aggregate deposits greater than threshold value-I were included under SCS-I. The SCS-II covered branches having aggregate deposits between threshold value-I and threshold value-II and the SCS-III included all those branches having aggregate deposits up to the threshold-value-II. Thus, 912 Size Class Strata (ultimate strata) were formed.

* Prepared in the Banking Statistics Division of the Department of Statistical Analysis and Computer Services.

@ The previous article on ‘Composition and Ownership Pattern of Scheduled Commercial Bank Deposits: March 2003’ was published in July 2004 issue of the Reserve Bank of India Bulletin.

The branches under SCS-I were included in the sample with certainty. In SCS-II and SCS-III of each basic stratum, sample branches were selected by Circular Systematic Sampling after arranging the branches within the SCS in descending order of their aggregate deposits, subject to selecting a minimum of 2 branches from each SCS. The sample size in the case of SCS-II varied from about 20 to 50 per cent of branches (depending upon the total size of SCS). If the number of units (branches) exceeded 200, 15 per cent of branches were drawn as sampling units. In the case of SCS-III, 10 per cent sample was selected.

Based on the above, 9,933 branches were selected for the survey. In all, 2,292 bank branches were selected with certainty. Out of the remaining 63,778 bank branches, 7,641 branches were selected using above sampling design from sub-strata SCS-II and SCS-III.

Highlights of the Survey

  • The composition of aggregate deposits by type of account, viz ., current, savings and term deposits, witnessed marginal distributional change in March 2004 as compared to March 2003. There was a marginal shift from term and savings deposits towards current deposits indicating increase in float money or demand for transaction balances due to increased activities in the economy. The share of current deposits marginally increased to 13.1 per cent as on March 31, 2004 over 2003.

  • The ‘Household sector’, continued to be the largest constituent of the deposits held with the scheduled commercial banks, though its share in the deposits showed a declining trend from 66.7 per cent as on March 31, 2002 to 65.4 per cent as on March 31, 2003 and to 58.4 per cent as on March 31, 2004, registering a steep decline of 7.0 percentage points in 2003-04, while all the other domestic economic sectors reported a rise in their shares.

  • The rates of growth in deposits of ‘Household sector’ and ‘Foreign sector’ slowed down in 2004 compared to growth rates in 2003. The higher growth in deposits in 2004 compared to that in 2003 could be attributed to accelerated growth in ‘Private Corporate (Non-financial)’, ‘Government’ and ‘Financial’ sectors.

  • The metropolitan areas accounted for the major share of 51.2 per cent in total deposits, while the deposits of rural, semi-urban and urban areas accounted for much lower shares of 10.6 per cent, 16.7 per cent and 21.5 per cent, respectively as on March 31, 2004. The ‘Household sector’ accounted for the highest share in total deposits in each of the population groups, although its share was highest at 85.3 per cent in rural areas, and lowest at 45.0 per cent in metropolitan areas as on March 31, 2004. The ‘Government sector’ held a substantially higher share at 18.6 per cent in metropolitan areas compared to its share in other population groups as on March 31, 2004. The share of ‘Private Corporate sector (Non-financial)’ in total deposits of the metropolitan areas was at 13.6 per cent.

  • The bank deposits have been primarily mobilised from the ‘Household sector’ in all the States and Union Territories. The predominance of ‘Household sector’ can be adjudged from the fact that for five States, the contribution from this sector was in excess of 80 per cent of total deposits outstanding as on March 31, 2004 and there were another nine States in which the ‘Household sector’ accounted for 70 to 80 per cent of total deposits.
  • The share of ‘Foreign sector’ in total bank deposits was large for Kerala (44.7 per cent), Daman & Diu (31.5 per cent), Goa (29.9 per cent) and Punjab (21.8 per cent) mainly due to Non-Resident deposits. '
Among the four major metropolitan centres, the share of ‘Household sector’ in total deposits as on March 31, 2004 was the highest in Kolkata (53.9 per cent) and the lowest in Mumbai (36.8 per cent). The highest share of ‘Government sector’ was recorded in Delhi (36.5 percent)
  • The ‘Household Sector’ accounted for the highest share in total deposits in all bank groups, although the share of this sector for Foreign Banks was the lowest at 41.2 per cent among the bank groups. The share of the ‘Government sector’ was highest at 18.6 per cent each, in respect of deposits held with both SBI & its Associates and Nationalised Banks.

  • The share of ‘Private Corporate sector (Non-financial)’ in the total deposits of various bank groups is the highest in the case of Foreign Banks (34.0 per cent of total deposits), while the contribution of ‘Financial sector’ in the total deposits of different bank groups is highest for Other Scheduled Commercial Banks (19.3 per cent).

III. RESULTS OF THE SURVEY: AN ANALYSIS

The article presents the results of the survey encompassing various classificatory characteristics of deposits with scheduled commercial banks (SCBs), as on March 31, 2004. The results are presented in 3 sections. Section III.1 presents composition and ownership pattern of deposits of SCBs according to type of deposit and broad institutional sectors at the aggregate level. Section III.2 discusses ownership of deposits according to population groups and States/Union Territories, as also for major metropolitan centres. Section III.3 covers ownership pattern according to bank-groups, viz., State Bank of India (SBI) and its Associates, Nationalised Banks, Regional Rural Banks (RRBs), Foreign Banks and Other Indian Scheduled Commercial Banks (OSCBs). The deposits are classified into 3 categories, viz., current, savings and term deposits and are inclusive of inter-bank deposits. The broad institutional sectors covered in the survey are ‘Government sector’, ‘Private Corporate sector (Non-financial)’, ‘Financial sector’, ‘Household sector’ and ‘Foreign sector’.

III.1 OWNERSHIP PATTERN O F DEPOSITS: AGGREGATE LEVEL

III.1.1 COMPOSITION OF DEPOSITS BY TYPE OF ACCOUNT

The composition of aggregate deposits by type of account, viz., current, savings and term deposits, witnessed marginal distributional change in March 2004 from that recorded in March 2003, and is presented in Chart 1. The share of current deposits registered an increase of 1.5 percentage points to 13.1 per cent as on March 31, 2004 over that in March 2003, whereas the savings and term deposits recorded marginal falls in their respective shares. The shares of savings deposits and term deposits stood at 24.1 per cent and 62.8 per cent, respectively, in March 2004. Thus, there was a marginal shift from savings and term deposits towards current deposits during the period indicating increase in floating money and demand for transaction balances on account of growing economic activities, increased activity in capital markets and credit growth (especially to the private corporate sector during the later part of 2003-04). In this connection it may be mentioned that the economy grew in terms of GDP at a rate of 8.5 per cent in 2003-04 compared to 4.0 per cent in 2002-03.

The total outstanding deposits# with SCBs as on March 31, 2004, at Rs.15,74,257 crore recorded an increase of 19.6 per cent from Rs.13,16,749 crore, as on March 31, 2003; the growth rate being 2.5 percentage points higher

than that recorded as on March 31, 2003. The growth in current deposits at 34.8 per cent in 2004 was more than double than that of 16.6 per cent in 2003. There was slow down in the growth of savings deposits from 23.0 per cent in 2003 to 14.9 per cent in 2004 while there was marginal acceleration in growth in term deposits from 15.0 per cent in 2003 to 18.6 per cent in 2004.

III.1.2 OWNERSHIP PATTERN OF BANK DEPOSITS

The classification of bank deposits by type and institutional sectors as on March 31, 2003 and 2004 is presented in Statement 1. The ‘Household sector’, continued to be the largest constituent of the deposits held with the SCBs, although its share in deposits showed a persistently declining trend from 66.7 per cent as on March 31, 2002 to 65.4 per cent as on March 31, 2003 and to 58.4 per cent as on March 31, 2004, registering a steep decline of 7.0 percentage points in 2004. This might have been due to declining interest rate on term deposits offered by banks and alternate investment avenues (postal deposits, capital market, mutual funds, etc.) available to depositors. The interest rate on term deposits over 1 year maturity offered by banks declined by about 25-75 basis points from the range 5.25-6.25 per cent in March 2003 to 5.00-5.50 per cent in March 2004 (Reserve Bank of India Bulletin-Weekly Statistical Supplement dated April 10, 2004). The shares of ‘Government sector’ and ‘Private Corporate sector (Non-financial)’ increased by 2.7 percentage points to 14.5 per cent and by 2.8 percentage points to 7.9 per cent as on March 31, 2004 over March 31, 2003, respectively. The share of ‘Financial sector’ in

# As total outstanding deposits are estimated based on a sample of 9,532 branches, the figures may not be strictly comparable with data on deposits from other sources.

bank deposits also moved up by 1.8 percentage points to 8.5 per cent in the corresponding period. The increase in the shares of non-household domestic sectors showed surplus liquidity with them maintained as bank deposits. In contrast, the share of ‘Foreign sector’ registered a marginal decline from 11.0 per cent to 10.8 per cent in the 2004 (Chart 2) as against an increase of 0.8 percentage point registered in the year ending March 31, 2003.

In general, it is observed that ownership pattern, for each type of deposit, exhibited in 2004 is almost similar to that in 2003. In respect of current deposits, ‘Household sector’ had the highest share of 45.9 per cent as on March 31, 2004, though declined from 48.9 per cent as on March 31, 2003. The share of ‘Government sector’ in current deposits also declined by 3.2 percentage points in 2004 over 2003. However, the share of ‘Private Corporate sector (Non-financial)’ in current deposits registered a remarkable increase of 7.8 percentage points to 22.3 per cent during the same period. The share of current deposits of ‘Financial sector’ continued to show a declining trend from 16.4 per cent to 14.2 per cent during 2002 and 2003, and further to 12.9 per cent as at end-March 2004.

‘Household sector’ accounted for the largest share of 83.6 per cent in savings deposit s in 2004, albeit, lower than the share of 86.7 per cent in 2003. The share of ‘Government sector’ in savings deposits increased marginally from 6.8 per cent in March 2003 to 7.3 per cent in March 2004. The share of savings deposits from ‘Foreign sector’ also registered an increase of 2.0 percentage points to 7.3 per cent in 2004 over 2003. ‘Private Corporate sector (Non-Financial)’ and ‘Financial sector’, though registered marginal increases from 2003, had negligible shares in savings deposits in both 2003 and 2004 (Charts 3A and 3B).

In respect of term deposits, ‘Household sector’ continued to hold the highest share, though it declined from 60.0 per cent in 2003 to 51.3 per cent in 2004. The shares of ‘Government sector’ and ‘Private Corporate sector (Non-Financial)’ in term deposits increased by 4.7 percentage points to 17.0 per cent and by 2.3 percentage points to 7.7 per cent, respectively, in the corresponding period. In contrast, the share of ‘Foreign sector’ declined marginally from 14.7 per cent in 2003 to 13.8 per cent in 2004.

The comparative growth figures according to type of deposits and sectors are given in Table 1.

growth rates in 2003. The higher growth in deposits in 2004 could be attributed to accelerated growth in deposits of ‘Private Corporate (Non-financial)’, ‘Government’ and ‘Financial’ sectors.

The relative share of term deposits was at 60.2 per cent in incremental deposits in 2004 compared to 56.5 per cent in 2003. The share of term deposits increased for ‘Government’ and ‘Financial’ sectors. In the case of ‘Household sector’, the relative share of term deposits in incremental deposits dipped to 11.2 per cent in 2004 from 40.8 per cent in 2003 while the contribution of savings deposits increased from 46.6 per cent in 2003 to 54.4 per cent in 2004. Among the five sectors, the relative share of current deposits in incremental deposits was the maximum at 42.6 per cent for ‘Private Corporate sector’ (Non-financial) in 2004. The percentage contribution of the three types of deposits in incremental deposits of the selected sectors is given in Table 2.

III.2 OWNERSHIP PATTERN OF DEPOSITS ACCORDING

TO POPULATION GROUPS / STATES AND UNION TERRITORIES / METROPOLITAN CENTRES

III.2.1 POPULATION GROUPS

The ownership of deposits classified by population groups is presented in Statement 2. The metropolitan areas accounted for the major share of 51.2 per cent in total deposits, while the deposits of rural, semi-urban and urban areas accounted for 10.6 per cent, 16.7 per cent and 21.5 per cent, respectively as on March 31, 2004. The share of metropolitan group, in 2004, increased considerably over that in 2003 resulting in the decline in the shares of remaining population groups, viz., rural, semi-urban and urban, as depicted in Chart 4.

The ‘Household sector’ accounted for the highest share in total deposits in each of the population groups. The share of ‘Household sector’ was 85.3 per cent in rural areas, 71.7 per cent in semi-urban areas, 66.6 per cent in urban areas and 45.0 per cent in metropolitan

areas as on March 31, 2004. ‘Individuals (including Hindu Undivided Families-HUFs)’ were the major constituent of the ‘Household sector’ in all the population groups and held three-fourths of the deposits in rural areas. Further, ‘Farmers’ held a significant portion at 32.7 per cent of total deposits in the rural areas. Shares of ‘Businessmen, Traders, Professionals and Self-employed Persons’ in the rural, semi-urban and urban areas were in the narrow range of 11.6 per cent to 11.9 per cent, while that in the metropolitan areas was 7.6 per cent. The share of ‘Wage and Salary Earners’ under the category of ‘Individuals (including HUFs)’ of the ‘Household sector’ was higher for urban and semi-urban areas at 15.0 per cent and 15.5 per cent among different population groups.

The ‘Government sector’ comprises Central and State Governments, Local Bodies, Quasi-Government Bodies (like, State Electricity Boards) and Public Sector Corporations and Companies. Deposits from the ‘Government sector’ constituted 5.3 per cent of the total deposits in rural areas as on March 31, 2004. The share of deposits held by the ‘Government sector’ in the semi-urban areas was 7.8 per cent, while in urban areas, it stood at 14.5 per cent. In the metropolitan areas, the ‘Government sector’ held a substantially higher share at 18.6 per cent compared to its share in other population groups.

The share of ‘Private Corporate sector (Non-financial)’ in total deposits of the metropolitan areas was at 13.6 per cent as on March 31, 2004. This sector, however, held very small shares in the range of 0.8 percent to 3.0 per cent of bank deposits in other population groups.

The share of ‘Financial sector’ was 12.2 per cent of total deposits in metropolitan areas. The ‘Financial sector’ accounted for lower shares at 6.2 per cent in urban areas, 4.4 per cent in semi-urban areas and 1.5 per cent in rural areas. ‘Banks’ accounted for the single largest portion in the share of ‘Financial sector’ in all population groups being reflection of inter-bank deposits. The ‘Insurance Corporations and Companies’, another constituent of ‘Financial sector’, held a share of 2.0 per cent of the total deposits in metropolitan areas while their shares in other population groups were below 0.3 per cent.

The ‘Foreign sector’, comprising deposits of nonresidents and foreign embassies, etc., accounted for 14.9 per cent, 10.7 per cent, 9.6 per cent and 7.1 per cent of deposits in semi-urban, metropolitan, urban and rural areas, respectively (Statement 2). Deposits from ‘Non-Residents’ was the major constituent holding 13.8 per cent and 9.6 per cent in total deposits in semi-urban and metropolitan areas in 2004, respectively while in rural and urban population groups, these shares were 6.0 and 8.0 per cent, respectively.

Considering the deposits by their type, the results indicated that metropolitan areas accounted for the highest share and rural areas accounted for the lowest share in all the types of deposits (Chart 5a). Metropolitan areas held a share of 34.6 per cent in savings deposits, while semi-urban and urban areas had shares of 23.5 per cent and 25.1 per cent, respectively. Rural areas accounted for only 16.9 per cent of total savings deposits. In respect of current deposits, the metropolitan areas accounted for the

largest share at 62.2 per cent, followed by urban areas at 21.2 per cent and semi-urban areas at 12.5 per cent. In the case of term deposits, metropolitan areas had a share of 55.3 per cent, followed by urban, semi-urban and rural areas at 20.2 per cent, 14.9 per cent and 9.6 per cent, respectively.

The distribution of deposits according to type and population groups is presented in Chart 5b. The share of term deposits was predominant between 56.2 per cent and 67.8 per cent in various population groups.

III.2.2 STATES/UNION TERRITORIES

The ownership pattern of deposits classified according to States/Union Territories is presented in Statement 3. The bank deposits have been primarily mobilised from the ‘Household sector’ in all States and Union Territories. At all India level, share of household deposits in total deposits worked out to 58.4 per cent in 2004. Predominance of ‘Household sector’ can be adjudged from the fact that in 5 States (Arunachal Pradesh, Haryana, Sikkim, Assam and Tripura), the contribution from this sector was more than 80 per cent of total deposits. However, their combined share in ‘Household sector’ deposits was 4.7 per cent while these States accounted for 3.2 per cent in total deposits. Similarly, the States having ‘Household sector’ deposits between 70-80 per cent of their respective total deposits, were Jharkhand, Bihar, Uttar Pradesh, Rajasthan, Himachal Pradesh, Jammu & Kashmir, Orissa, Madhya Pradesh and Dadra & Nagar Haveli, whose combined share in ‘Household sector’ total deposits was 24.5 per cent as against their combined share at 19.3 per cent in aggregate

deposits. The States/UTs having ‘Household sector’ deposits between 58.4 per cent and 70.0 per cent had contributed 32.5 per cent of ‘Household sector’ deposits while these states accounted for 29.1 per cent of total deposits. At the other end of the spectrum, the States/ UTs having ‘Household sector’ deposits less than 58.4 per cent were Delhi, Maharashtra, Goa, Karnataka, Chattisgarh, Kerala, Chandigarh and Lakshdweep accounting for 38.1 per cent of ‘Household sector’ deposits and 48.4 per cent total deposits in 2004. Higher the share of ‘Household sector’ deposits in a state is indicative of low level of activities in other sectors (viz., Government, Private Corporate (Non-Financial), Financial and Foreign).

In nine States, the share of the ‘Government Sector’ in the total deposits was lower than 10 per cent as on March 31, 2004. This sector had significant contribution in the total deposits mobilised in most of the small States/ Union Territories.

The share of ‘Foreign sector’ in total deposits was below 5 per cent in respect of a number of States/Union Territories. The ‘Foreign sector’ accounted for 30-45 per cent of deposits in respect of Kerala, Daman & Diu and Goa; the share ranged between 15 and 22 per cent for states like, Punjab, Pondicherry, Gujarat and Chandigarh, reflecting nonresident deposits.

The ‘Private Corporate sector (Non-Financial)’ held high share in total deposits ranging from 11.4 to 16.6 per cent in Karnataka, Maharashtra, Tamil Nadu and Delhi. The deposits from ‘Banks’ had the highest share in Jammu & Kashmir at 8.6 per cent followed by Maharashtra at 7.1 per cent and Rajasthan at 6.9 per cent.

III.2.3 MAJOR METROPOLITAN CENTERS

The ownership pattern of deposits of the four major metropolitan centers, viz., Mumbai, Delhi, Kolkata and Chennai, is presented in Statement 4. Among these metropolitan centres, the share of ‘Household sector’ in total deposits as on March 31, 2004 was the highest in Kolkata (53.9 per cent) and the lowest in Mumbai (36.8 per cent). The highest share of ‘Government sector’ was recorded in Delhi (36.5 per cent). The share of ‘Government sector’ was in the range of 6.8 per cent to 15.6 per cent in other three centres. The share of ‘Private Corporate sector (Non-financial)’ was the highest in

Chennai (19.6 per cent). The ‘Foreign sector’ accounted for 14.4 per cent and 13.8 per cent of total deposits in Chennai and Mumbai, respectively. Inter-bank deposits constituted less than 10 per cent of total deposits in all the four metropolitan centers, viz., Chennai, Delhi, Kolkata and Mumbai and had the highest share at 8.1 per cent in Mumbai.

III.3 OWNERSHIP PATTERN OF DEPOSITS ACCORDING

TO BANK GROUPS

III.3.1 COMPOSITION OF DEPOSITS BY TYPE OF ACCOUNT

The bank-group-wise composition of deposits is presented in Statement 5. The Nationalised Banks accounted for the largest share of 44.7 per cent of total deposits as on March 31, 2004, followed by SBI & its Associates (23.7 per cent), OSCBs (20.1 per cent) and Foreign Banks (8.5 per cent) (Chart 6).

Considering total deposits by their type, term deposits accounted for the largest share of 57.4 per cent in the total deposits held by SBI & its Associates while savings deposits formed 29.3 per cent, as at the end of March 2004. In the case of Nationalised Banks, current deposits accounted for 9.5 per cent, savings deposits were at 25.3 per cent and term deposits at 65.2 per cent of total deposits. RRBs had 46.3 per cent of their deposits in savings deposits category, which was the highest among the bank groups, and 49.2 per cent of their deposits in term deposits category. In respect of OSCBs, term deposits accounted for the largest share of 69.9 per cent of total deposits (Chart 7).

III.3.2 OWNERSHIP PATTERN OF DEPOSITS ACCORDING

TO SECTOR

The ownership pattern of deposits according to sector and bank group as on March 31, 2004 is presented in Statement 6. The ‘Household sector’ accounted for the highest share in total deposits in all bank groups, although the share of this sector for Foreign Banks at 41.2 per cent, was the lowest.
