The Pre-bid meeting for the captioned e-tender was held on September 05, 2023 at 11:00 AM in the VC Room, 2nd floor, RBI, Bhubaneswar, to discuss some clauses of the tender and to clarify queries, if any, raised by the interested vendors/ bidders. The meeting was attended by the following persons:

2. Discussions were held among the representatives of the Bank and Vendors, clarifications arrived thereof are tabulated below:.

1. Prospective bidders requested to reduce the guaranteed annualized AC energy output of 27,000 Kilo watt hour (KWH) per year of operation for 10 years from 27000 KWH to 25500 KWH. Further, they also requested to set a range between 25500 KWH to 25000 KWH for guaranteed annualized AC energy output owing to the erratic weather conditions at Bhubaneswar. The prospective bidders were advised that if any changes would be made in the technical specification, the same will be informed over the MSTC portal and RBI website through corrigendum.
2. Queries raised regarding the water pipe in the Earthing. The prospective bidders advised to refer to the point A (e) of Section VII of the Tender Document. However, they were suitably explained about the requirement of water pipe in earthing.
3. Prospective bidders asked regarding the completion period of the work. The prospective bidders were clarified that the time period allowed for the completion of work is 12 weeks from 10th day after the date of letter advising acceptance of tender as mentioned in the point (e) of Section I – Form of Tender of the Tender Document.
4. Prospective bidders asked whether the energy meter that to be installed shall be normal or net meter? Further they raised query about the reimbursement for providing net metering and other statutory fees to energy provider. The prospective bidders were clarified that the energy meters for net metering shall be of net meter type and the Bank will reimburse the fees / charges incurred by the bidder to the power supply authority or any other authority as applicable for providing Net Metering on production of original receipts of such payment as mentioned in the para A(l) of Section VII – Technical Specifications of the Tender Document.
5. Prospective bidders asked whether cables to be provided by the vendor? The prospective bidders were clarified the cables are to be provided by the vendor.
6. Prospective bidders asked whether combiner box to be used for connecting all the Solar Power System? The prospective bidders were advised that the combiner box is to be used for connecting the existing Solar System (02 nos.) with the new one as mentioned in the Tender Document.
7. Prospective bidders asked about the frequency of cleaning the solar panels? The prospective bidders were clarified that the solar panels are to cleaned at least once in a month or more depending upon the weather conditions as per para 2.9.8 of Section II of the Tender Document.
8. Prospective bidders asked whether Bank’s Wi-Fi can be used for the Remote Monitoring System? The prospective bidders were advised that the Bank will not provide Wi-Fi facility for the Remote Monitoring System. Further, the vendors were clarified that they have to make their own arrangement for 10 years (i.e. 1 year of DLP and 9 years of CAMC period) for remote monitoring system and the charges has to be included in the price bid.
9. The prospective bidders inquired about audited financial statements for the financial year 2022-23 as audit of their financial statements not yet completed. The prospective bidders were clarified that they have to complete their audit of the financial statements before submission of the tender, however in very exceptional case they can submit the provisional financial statements.
10. Queries raised about the experience of the similar works i.e., work should have been completed on or before July 31, 2018. The prospective bidders were clarified that they should provide the documents in support of the similar works executed before July 31st 2018 for minimum 5 years of experience in carrying out grid interactive solar power system installation works for office buildings/commercial premises as mentioned in the Tender Document.
11. One of the prospective bidders asked for the exemption of the EMD. The prospective bidders were clarified that there is no exemption for EMD. The bidders have to deposit the EMD as per tender terms and conditions.
12. Prospective bidders asked whether they could have a site visit? The bidders were advised to visit the site before quoting their rates.

3. Further, bidders were advised to carefully undertake the bidding on the MSTC (version 3) and ensure that they are registered on the MSTC Portal (version 3)/ Website. Bidders were asked to coordinate with MSTC Support Persons and Estate Department Officials if they face any issue while undertaking the bidding for the captioned e-Tender.

4. All the above-mentioned points were noted and agreed by the representative of the firms:

  1. These minutes of pre-bid meeting shall form the part of Bid document/ Agreement.

  2. Rest of the terms and conditions and specifications of the Bid document shall continue to remain same.

  3. The above clarifications are issued for the information for all the intending bidders.

The submission of bid by the firm shall be construed to be in conformity to the Bid document and Amendments/ Clarifications given above.
