Kindly clarify about the marking system provided in bid evaluation criteria of the tender. | The tenderer quoting the lowest rates will be considered as successful. However, in case, two or more bidders quote exactly same rates and are also the lowest bidders (i.e., in case of tie), the successful bidder will be identified based on the marking system provided in bid evaluation criteria of the tender (Page No. 37-39) | | iii. | I will not be available for some period during the tender process. How can I nominate some other person as contact person in my absence? | You are advised to kindly provide the details of contact person in your absence in Annexure-C (Basic Information) to be submitted along with the tender document in MSTC portal. | | iv. | What will be the scope of work under this contract? | Kindly refer to Section-III “Scope of Work” (Page No. 41-49) of the tender document for more details.
Further, in order to properly assess the Bank’s requirements, intending tenderers are advised to perform a site visit at their own cost on or before the last date of submission of tender during office hours (preferably from 10:00 Hrs to 15:00 Hrs) on the Bank’s working day (Monday-Friday).

Accordingly, the successful bidder will be required to deposit 5% of contract value in the form of irrevocable Bank Guarantee issued by a scheduled Bank in addition to a performance Bank guarantee for an amount equivalent to 5% of the contract value. This Bank guarantee should be valid for the entire duration of the contract with a claim period of additional six months beyond the BG validity period. | | vi. | Whether MSME bidders or bidders registered with the NSIC are exempted from remitting EMD? | No.
As per the Bank’s policy, Micro and Small Enterprises having Udyam Registration Number (Udyog Aadhar Memorandum Number) irrespective of category, are exempted from payment of EMD for all the procurements (goods, services or work contracts) having an estimated cost of up to ₹10 Lakh.
For this e-Tender, the estimated cost of work is ₹46 Lakh, so EMD exemption for MSEs is not applicable. | | vii. | The manpower of 13 gardeners (1 semi-skilled and 12 unskilled workers) seems less for the scope and area of the work to be covered.
Can you kindly consider increasing the manpower requirement under this contract? | The manpower requirement as laid down under the tender document is in lines with the current contract being handled by the Bank. It is informed that the manpower requirement specified is adequate for the scope and area of the work to be covered under the contract and the same shall not be considered for any further increase. | | viii. | Who will bear the cost of shredding of trees in and around the Bank’s premises? | Kindly refer to Clause 1.2.1(j) of “Scope of Work” (Page No. 42-43) of the tender document for details. | | ix. | Kindly clarify on the requirement of Bio-data form (Annexure-I) pertaining to the workers to be employed. | Kindly refer to Clause 5 of “Terms & Conditions Related to Workers” (Page No. 51) of the tender document for details.
