Minutes of Pre-Bid Meeting - Design, Supply, Installation, Testing & Commissioning of Air Handling Units (AHUs) for Bank’s Central Office Building at Fort, Mumbai

An offline Pre-bid meeting at Premises Department, 5th floor, COB on the captioned subject was held at 11:00 am on Wednesday, August 10, 2022.

The participant had sent the queries by mail, which were discussed in the meeting. Queries put forth by the representative and the clarifications/ comments given by the Bank are given below:

1 Clarity on Civil work for new AHU installation It was clarified that the minor Civil if any, has to be carried out by the firm without extra cost
2 Many firms have requested to add few names in the Approved make of AHU It was clarified that following two-additional approved makes are accepted for AHU:
1) HPS
2) Nutech
3 Starter panel should be CPRI approved Yes, Starter panel should be CPRI approved. It is requested to follow the tender specifications for the same.
4 Some of the firms have requested to add the name of “Honeywell” in approved makes of Butterfly valve It was clarified that another one approved make ‘Honeywell’ is accepted for butterfly valve.
5 Some of the firms had query regarding terms of the payment. It was clarified that the terms of the payments shall remain same as mentioned in Section 2.23 of the tender, Vendors are requested to follow the same.
6 Some of the firms have requested to add few names in the approved makes of 3 way valve. It was clarified that approved makes for the 3 way valve shall remain same as mentioned in the Section X of the tender.
7 Clarity on format for the Client’s Certificate It was clarified that Annexure B of the tender document to be furnished for Client’s certificate.
8 Clarity on format for the Power of Attorney It was clarified that Annexure H of the tender document to be furnished for POA.
9 Many of the firms have asked not to deduct retention money as they will submit Bank Guarantee Vendor may request to furnish PBG in lieu of Retention Money.
10 Statutory variance clause for the quoted prices. It was clarified that the vendors are requested to follow section 2.10 of the tender.
11 Design parameter of AHU It is requested to strictly follow the Section VII of the tender for specifications of AHU.
12 Some of the firms have requested for liquidates charges of maximum 5% It was clarified that liquidated damages will be 0.25% of the contract amount per week, subject to a maximum 10% of the contract value, As per clause 2.17 mentioned in the tender.
13 Clarity on physical inspection and testing of the AHU It was clarified that inspection & testing procedure will be followed as mentioned in Section IX of the tender.
14 Some of the firms have requested to consider Bank Guarantee equal to 5% of contract value at the commencement of the work valid till DLP and not to recover from running bill It was clarified that terms of the payment will be followed as mentioned in the tender document
15 To provide proper lockable storage space for free of cost It was clarified that the necessary information is already available in the section IV of the tender.
16 Support for obtaining necessary permission from local bodies. It was clarified that permission, if any, required from the local bodies shall be obtained by the contractor as mentioned in the Section V of the tender.
17 AHU replacement being shutdown work, the work need to be carried out 24*7 . It was agreed that necessary advance planning will be done by Bank’s Engineer while replacing of AHU for particular floor.
18 To provide space for collecting debris. It was clarified that the vendors are requested to refer section V of tender for the same.
19 Change in the various technical specifications of AHU It was clarified that the vendors have to follow the technical specifications mentioned in section VII of the tender.
20 Submission of the GA drawing along with site dimensions after award of the order It was clarified that GA drawings shall be submitted as an attachment with the tender as mentioned in the section VIII of the tender.
21 Many of the firms have requested for 3 equivalent makes for each item so that bidder can select anyone based on price availability and performance It was clarified that approved makes are mentioned against each item in the section X of the tender & only one approved make should be mentioned as given format in the tender.
22 In the case of major defect the rectification time may vary. It was clarified that defect has to be rectified within 24 hours of intimation as mentioned in the Annexure A of the tender.

The vendors were advised that no deviation in terms and conditions will be accepted by the Bank and all other specifications shall be strictly as per the tender.

The meeting was concluded with a vote of thanks to the participant.
