Minutes of the Pre-bid Meeting - RFID Based Asset Management System/Solution for Reserve Bank Staff College, Chennai

The captioned meeting was held at 11:00 a.m. on October 21, 2020 at the Seminar Hall, RBSC, Chennai. The meeting was chaired by Shri Satish Chandra Rath, General Manager and the undernoted Officers/ Staff attended the meeting:

1) Shri Sunil M. R. Manager (Estate Cell)

2) Shri Godwin Justin, Assistant Manager (Estate Cell)

Representatives from the following vendors attended the meeting:

1) M/s. Stallion Systems and Solutions

2) M/s. Probit Research & Solution Pvt. Ltd.

Further, clarifications for queries raised by M/s. RapidRadio Solutions Pvt. Ltd. thourgh e-mail have also been included herein.

Clarifications on queries raised by vendors in the meeting and through e-mail are furnished below:

3 Clarification on Para 1.1.1 (C) Certificate of Legal/ Statutory Registration.
4 What type of tags to be used for Asset tagging, HF or UHF UHF Tags to be used.
5 Location of Assets Presently all the assets are located in Chennai within 10 Km radius of the College.
6 No. of items outside the College Campus Approximately 60-70 nos, which may vary.
7 Whether equipment’s/tools will be provided for affixing tag. The College will not provide any equipment/tools whatsoever, for the work. The vendor who is awarded the work shall bring all the requisite equipment/tools for the work.
8 Whether new tags are to be affixed when assets are transferred from one location to another Yes, new tags are to be affixed.

9 Who will be identifying the assets for reconciliation. The College co-ordinator will identify the assets.
10 How many of co-ordinators will be available from College. One
11 Time-line for initial tagging 45 days

Please refer 1.2 (H) in the tender document.
12 Number of new additions of assets in a half year Purchases are being made on need basis and hence the number may vary every half year.
13 Type of assets in the residence of Officers IT equipment (Computer, Printers etc.) and furniture.
14 Frequency of asset transfer from one location to another Transfer of assets are very limited.
15 Payment Payment will be made 100% on completion of work in all respect i.e. satisfaction to College and submission of Performance Bank Guarantee (PBG).

Payment for AMC Charges will be made half yearly based on the invoices raised on actual additions during the period.
16 Is there any format for Technical Bid? No specific format for the Technical Bid other than hosted on the website. Bidders need to submit all the documents indicated in the eligibility condition (1.1.1 of Section I)
17 Any specific format is there for a reconciliation report & certificate that we have to submit? No specific format, to be prepared and submitted in consultation in Co-Ordinator.
18 Will Bank identify the item physically once before allocating work to the vendor to perform Initial tagging of fixed assets? Please refer Annexure D – Para 3.1 (Point -2)
19 In Annexure D under Section 1.1, it is mentioned that we must write down indicators for each asset location against the internal inventory number in asset master list printout. Would we get support on this from the Bank Coordinator as the terminology used till date in the bank would be much more effective than what a vendor would define fresh during the project. Details of location can be provided with the help of Co-ordinator. Please refer Annexure D – Para 3.1
20 Please provide more details or sample data for inventory number data fields? Please refer Annexure -D – Para 3.1. Details will be provided before initial tagging.
21 Printing of Internal Inventory number and inventory number data fields to be pasted in the form of a sticker would normally be larger than the RFID tag itself. Do we really need to paste it on tag or we can identify another location for the sticker? Please refer Annexure D – Para 3.1(Point -5)
22 Regarding the future compatibility of RFID tags with Reader from other vendors/brands the best vendor can do is to provide you details of how we have stored data in the RFID tag. Will this suffice as there are no specific standards or protocols for configuration of RFID tags. The configuration has been mentioned in para 3.1 of Annexure -D
23 If RFID tags are applied on the body surface of the asset and would be transferred physically along with the asset when transfer is done, then using the same tag is more beneficial as removing the tag would be a cost and a difficult task to perform since the tag has to be destroyed to remove. Please refer scope of work mentioned in Para 4.1 of Annexure -D
24 If there is any delay from the Bank Coordinator in providing responses to the vendor's query, would the vendor be given that much grace time to complete the task. Any hindrances while execution will be recorded and extension of time will be decided by The Principal.
25 Can we print data & barcode on the same sticker or separate stickers are required? Print data & barcode on the same sticker Please refer Annexure D – Para 3.1
26 How many locations are there other than the head office which we must visit for the task and any location which is more than 50 Kms from the head office of RBI. Approximately Seven locations. No location beyond 50 k m of College.
27 Would it be Ok if we do match of our records and Bank's master asset list by software and not by excel to perform it faster Detailed explanation of reconciliation using VLOOKUP functions in excel is provided in excel file embedded at the end of Annexure -D.
28 Is there any minimum reading distance (distance from where you wish to read the RFID tag) that the Bank is looking at? No minimum reading distance (the tags should be of UHF).
29 Would it be possible for the Bank to provide food & accommodation for vendor's team as it would have huge impact on the cost and time utilization factor of the project Food and accommodation cannot not be provided by the College.
