Minutes of Pre-Bid Meeting - FMS and AMC of Computer Hardware, Software and Peripherals at RBI, Hyderabad

The pre-bid meeting for the captioned work was conducted on April 22, 2019 in the Meeting Room of the Bank at 02.00 pm. The meeting was attended by:

During the pre-bid meeting the following queries were raised by the bidders:

1. Whether firms registered and having NSIC certificated will be exempt from payment of EMD.

Banks clarification: In terms of Section 11 of MSMED Act, 2006 for facilitating promotion and development of MSEs, the Central Government may, by order notify from time to time, preference policies in respect of procurement of goods and services, produced and provided by micro and small enterprises, by its Ministries or Departments, as the case may be, or its aided institutions and public-sector enterprises. Under the said provision, Ministry of MSME has issued the order dated 23rd March, 2012 mandating Central Government Ministries, Departments and PSUs to procure 20% of their annual value of goods or services from MSEs.

Reserve Bank of India is a statutory corporation constituted by the RBI Act, 1934, therefore, the RBI does not come under the category of Government Departments or PSUs to which the said order of Government of India are applicable. Since the order is not applicable to RBI, the question of exemption of EMD does not arise.

2. The methodology for calculation of FMS and AMC charges vis a vis the number of service engineers to be maintained as per the tender.

Banks clarification: It was clarified that the tenderer will have to strictly adhere to Minimum Wages of Central Government. Hence, the bidder should take this factor into consideration while quoting the FMS and AMC charges.

3. The bidder requested to examine their suggestion to amend the financial bid into Line item wise AMC cost and Single item wise FMS cost.

Banks clarification: The suggestion was duly examined and considered, and it is found unacceptable at this point of time.
