Annual Service Contract for Providing Security Service Personnel (Security Guards/Supervisor) at Reserve Bank Staff College (RBSC), Anna Salai, Teynampet, Chennai – 600 018. Clarifications of points on pre-bid meeting held on April 15, 2019.

1. In terms of minimum wages which intructions are to be followed? State or Central Government. Minimum wages as per Ministry of Labour and Employment, Government of India, is followed, as specified at para 29 of Terms and Conditions of Tender document
2. Whether payment of bonus is mandatory? Yes. It is clarified that it is mandatory.
3. Whether EMD is exempted for MSME or NSIC? No. A tender which is not accompanied by EMD will not be considered as specified at para 25(b) of General Instructions and Special Conditions of Tender document.
4. Whether original documents have to be submitted? Bidders should upload the documents as specified at para 12 of General Instructions and Special Conditions of the Tender Document. If called for, the originals should be submitted for verification.
5. Whether EMD can be submitted in form of Demand Draft? EMD should be remitted through NEFT/RTGS or submitted in the form of Bank Guarantee as per para 25(a) & (b) of General Instructions and Special Conditions of the Tender Document.
6. Is there a minimum percentage for service charges? Amount of the Service Charge is to be quoted as indicated in price-bid-(Annexure-III) of the Tender Document. In this connection bidder’s attention is invited to para 50 of Terms and Conditions of the Tender Document.
7. Whether the bonus has to be disbursed to the guards on a monthly basis or annually? It is upto the contractor to decide if they want to disburse the Bonus monthly or yearly.
8. Please clarify regarding wages to be paid for Security Supervisors and Security Guards (armed or unarmed) Payment of wages will be based on Minimum wages as laid down by Central Government. For Security Guards it will be under Watch and Ward category without arms and for Security Supervisor it would be under Watch and Ward with arms.
9. What is the evaluation process for selecting the bidder? Evaluation process will be done as per para 16 of General Instructions and Special Conditions of the Tender Document.
10. What is the maximum period up to which the contract can be extended? Initially the work order will be issued for a contract period of one year and may be extended for two more years as specified at para 1 of General Instructions and Special Conditions of Tender Document
11. Will there be a change in Security deposit amount in case the contract is renewed. The Security Deposit will remain to be a minimum 5% of the contract value.
12. Please clarify regarding payment of leave wages during National Holidays? Additional payment, if any, required for Security Supervisors and Security Guards for working on National Holidays will be made by the College as per the extant instructions in this respect. Bidders are not required to quote for the National Holidays in their price bid
