Minutes of Pre-bid Meeting - Design, Supply, Installation, Testing and commissioning of Intelligent Analog Addressable Fire Alarm system for the Bank’s Office Building at BKC, Mumbai

The pre-bid meeting for the captioned e-tender was held on June 30, 2026 (Tuesday) at 11:00 AM at Estate Cell, BKC.

TECHNICAL SPECIFICATIONS & SCOPE OF WORK Fire Alarm Control Panel (FACP)
The tender specification requires a Main CPU along with a Standby CPU and also mentions degraded mode operation. We would like to clarify that degraded mode is not a substitute for CPU redundancy. In degraded mode, failure of the Main CPU may result in activation of all hooters and control outputs, while the display becomes unavailable, making it impossible to identify the exact location of the fire. In contrast, a redundant CPU operates in hot standby mode and automatically takes over upon failure of the Main CPU, ensuring uninterrupted system operation with full functionality.

Hence, we request that degraded mode operation should not be accepted as an alternative to CPU redundancy, and bidders should be required to provide a secondary (hot standby) CPU to ensure a fully compliant, reliable, and fail-safe solution.
Degrade mode is optional, not mandatory.

Standby CPU is mandatory.

3 Section-VII
TECHNICAL SPECIFICATIONS & SCOPE OF WORK Fire Alarm Control Panel (FACP)
As per EN54 & VDS standard addressable loop powered hooter with flasher having Synchronized flash rate of 1 Hz and Light intensity > 2 cd to be accepted. It was clarified to follow EN54 & VDS standards and UL & FM standards, as applicable.
4 Warranty / Defects Liability Period. Please clarify the CAMC tenure. For how many years the bidder is required to consider the AMC cost after the expiry of one year warranty period. Kindly clarify. It was clarified that system will be under warrantee for a period of one year from the date of commissioning and handing over and thereafter under CAMC for seven years.
5 Minimum Base Rate for Comprehensive AMC Please confirm if the minimum base rate for CAMC is 5% of the total capital cost for one year only or for the entire duration of the AMC period. Minimum Base Rate for Comprehensive AMC is 5% (Five) of total capital cost per annum, for evaluation of tenders. In case, the tenderer quotes more than 5% of total capital cost per annum then, actual quoted cost for CAMC will be considered for evaluation of tenders. In case, the quoted rate for comprehensive AMC is lower than 5% (Five) of the quoted capital cost per annum then the 5% (Five) of the quoted capital cost per annum will be considered as AMC for calculation of Total Cost of Ownership.

Notwithstanding the above, the Bank shall pay only the quoted rate of the AMC during the currency of the committed contract period subject to renewal formulae indicated in the tender.
6 Section-VI
SYSTEM REQUIREMENT AND SPECIAL CONDITIONS
Please specify the quantum of work to ascertain major expenses if any. It was clarified that rates should be inclusive of minor civil works necessary to accomplish the task not specifically mentioned but are compulsory for completing the work.
7 Section-VI
SYSTEM REQUIREMENT AND SPECIAL CONDITIONS
Panic switch is not a part of the tender BOM, and we understand the same is not required to be supplied under the current scope of work. It was clarified to include the cost of panic switch in item Sr. No. 1.
8 Section-VI
SYSTEM REQUIREMENT AND SPECIAL CONDITIONS
In case of additional material required same will be supplied at extra cost. It was clarified that successful bidder shall carry out the work as per the quantity specified in tender. Bank will pay additional amount for the extra quantity to be executed, for which Bank’s prior approval is required.
9 Section-VI
SYSTEM REQUIREMENT AND SPECIAL CONDITIONS
Please share the details of the existing system to be dismantled along with number of detectors & devices and other equipment’s installed. As requested by all participants site visit has been carried out and briefed about existing system.
10 Section-VII
TECHNICAL SPECIFICATIONS & SCOPE OF WORK
We understand the mention of Odisha Fire Prevention & Fire Safety Rule-2017 is typo error, because as a standard IS & NFPA guidelines are followed for the design and installation of Fire Alarm Systems. Kindly remove Odisha Fire Prevention & Fire Safety Rule-2017 from the specifications. This is a typographical error. Please read Maharashtra Fire prevention and Life safety Measures act 2006 and instead of Odisha.
11 Section-IX Total no. of Detector and devices are only 1500 Nos. but GUI software requirement mentioned is for 15000 Detector and Devices points so we request you to make it around 2000 or 2500 Detector points which is sufficient considering the system requirement. It was clarified that the request for 2500 devices has been accepted.
12 PART – II: Bill of Quantity (BOQ) As per the site conditions there are 3 Buildings in the campus so we recommend to go for 3 different panels of suitable size around 3 -4 loop panel for each building and all the 3 buildings panel will be on Network and share the information on peer to peer basis. It was clarified to follow tender requirements.
13 PART – II: Bill of Quantity (BOQ) LPG gas detectors are special detectors which are generally conventional and not addressable. These detectors are integrated with the proposed Fire Alarm system by adding modules. Hence, kindly remove the word addressable from the description of the Gas detector. It was clarified that analog addressable LPG detectors should be provided. The cost of required module to make LPG detector addressable shall be included in the quoted rate of LPG detectors.
14 Section-VII
TECHNICAL SPECIFICATIONS & SCOPE OF WORK
Kindly accept a protection category of IP52 for indoor applications and IP54 for outdoor applications. Additionally, we understand that all MCPs are proposed to be installed in indoor areas; therefore, IP52-rated devices may please be accepted for this requirement. It was clarified that protection category IP 52 is acceptable for indoor Manual Call Points.
15 Section-VII
TECHNICAL SPECIFICATIONS & SCOPE OF WORK
We understand the MCP's are to be quoted as per the quantities mentioned in the tender BOM and anything required over and above the BOM quantity shall be charged extra. Accepted.
16 Section-VII
TECHNICAL SPECIFICATIONS & SCOPE OF WORK
Monitor modules are not included in the tender BOM. Kindly confirm whether bidders are required to quote for the monitor modules and, if so, please specify the required quantity. It was clarified that analog addressable LPG detectors should be provided. The cost of required module to make LPG detector addressable shall be included.
17 General As per the MSME guidelines - We request you to waive of the EMD Amount against MSME certificate. Please follow tender conditions.
18 General-Solvency,banker certificate We have Solvency certificate dated -10/12/2025 of Rs.28 cr. we can submit this certificate for this tender, please confirm. Please follow tender conditions.
19   Participants have requested to provide Approved makes for LPG detectors in the list of approved makes / Brands. It was clarified that following are the approved make for LPG detectors.

20   Participants have requested to include Asus make Computer (PC) in list of approved makes. Accepted.

All terms and conditions of the tender shall remain unchanged.
