The pre-bid meeting for the captioned tender was conducted at 3:00 pm on June 18, 2026 at Reserve Bank of India, Andhra Pradesh Regional Office, Stalin Central, 27-37-158, M.G. Road, Governor Pet, Vijayawada-520002.

2. The representatives from the following CPSUs participated in the pre-bid meeting:

(i) Offline:

(a) M/s. National Projects Construction Corporation (NPCC) Limited;

(b) M/s. NBCC (India) Limited;

(c) M/s. RITES Limited;

(ii) Through Webex:

(a) M/s. MECON Limited;

(b) M/s. Engineers India Limited (EIL);

(c) M/s. HLL Infra Tech Services (HITES) Limited;

(d) M/s. RITES Limited;

(e) M/s. NBCC (India) Limited; and

(f) M/s. NPCC Limited.

3. All the major terms and conditions were explained to the CPSUs in detail. The queries received through emails and raised during the pre-bid meeting from/by the CPSUs were deliberated and clarified to their satisfaction. The representatives of CPSUs were advised to visit the site for having a clear and better understanding of the scope of work.

4. The following queries were raised by the CPSUs vide emails and during the pre-bid meeting and the clarifications furnished by the Bank are as under:

Column D: Quoted percentage It is requested to clarify whether the "Agency charge" in Column ''D'' has to be quoted including GST or excluding GST. It is to be quoted excluding GST as there is a separate row given below for entering the GST percentage based on the applicable percentage of GST for the various components as per extant Government norms for the CPSU.
Pre-GST amount shall be considered for comparison if the bidders are under variable slabs of GST.
(ii) M/s. NBCC (India) Limited Clause 3. Broad Scope of the works/ Project Description
3.1 Objective:

[Note: Changes may be likely in the number of residential flats and configuration of the office building specified in the Architect Brief (Annexure XII). Changes, if any, will be communicated before the PMC floats the tender for the appointment of the Project Architect.] In the financial bid (Annexure II), PMC has to quote its price in %age. Also Clause 9 (Agency charges) states that PMC shall be paid the agency charges at the quoted %age (in the financial bid) of the actual cost of the project or expenditure sanction whichever is lower.
Further as per Clause 3.1, the project cost is tentative and may vary due to change in scope (i.e. likely change in no. of flats to be constructed).
However, as per Annexure XIV (Articles of Agreement), PMC shall get the total contract price as sum stated in the LOA.
It appears that PMC shall get the lump sum amount for work done whereas the scope may vary in later stage.
In view of the above, it is requested to modify the said clause of agreement as under:
"In consideration of the payments to be made by RBI to the PMC as hereinafter mentioned, the Project Management Consultant hereby covenants with RBI to execute and complete the Project by (date) (30 months from 15th day of issuance of Letter of Award) and remedy any defects therein in conformity in all respects with the provisions of the Contract. RBI hereby covenants to pay the PMC in consideration of the execution and completion of the Project and the remedying of defects therein, the total Contract Price at the quoted percentage (in the Financial Bid) by the PMC of the actual cost of the project as per Clause 17.2 excluding GST hereinafter or expenditure sanction (excluding PMC/ agency charges granted by the Bank based on the Preliminary Architectural Drawings and Preliminary estimate at the time of Administrative Approval, and excluding GST) whichever is lower subject to such additions thereto or deductions there from as may be made under the provisions of the Contract at the times and in the manner prescribed by the Contract. Both parties shall have obligations as per the Contract."
The payable amount to PMC agency shall be as per Clause 9 of the Tender. The text "of Rs_____ being the sum " mentioned in the format of agreement may be considered as deleted.

9.1 Agency charges/PMC’s charges shall be the charges to be paid, from time to time, by Bank to PMC for providing end to end services by them to the Bank as stipulated in the tender and at the quoted percentage (in the Financial Bid) by the PMC of the actual cost of the project as per Clause 17.2 excluding GST hereinafter or expenditure sanction (excluding PMC/ agency charges granted by the Bank based on the Preliminary Architectural Drawings and Preliminary estimate at the time of Administrative Approval, and excluding GST) whichever is lower, qualifying for determination of the total extent of these charges to PMC as per the related terms of payment.

In consideration of the payments to be made by RBI to the PMC as hereinafter mentioned, the Project Management Consultant hereby covenants with RBI to execute and complete the Project by (date) (30 months from 15th day of issuance of Letter of Award) and remedy any defects therein in conformity in all respects with the provisions of the Contract RBI hereby covenants to pay the PMC in consideration of the execution and completion of the Project and the remedying of defects therein, the total Contract Price of Rs ________ being the sum stated in the Letter of Award subject to such additions thereto or deductions there from as may be made under the provisions of the Contract at the times and in the manner prescribed by the Contract. Both parties shall have obligations as per the Contract.
(iii) M/s HLL Infra Tech Service Limited (HITES) Submission of Presentation (Page 25, Para 13.2) A detailed presentation by the eligible bidders will be held on the date and venue intimated to the bidders who have submitted a responsive bid/valid bid. The presentation will be part of technical bid and will be evaluated accordingly. Kindly confirm whether the presentation indicated in paragraph 13.2 must be uploaded online with the technical bid, or if it is only required at a later stage. The presentation need not be uploaded online along with the technical bid. The same is to be submitted at a later stage.
(iv) M/s HLL Infra Tech Service Limited (HITES) Timeline for Presentation Kindly clarify if this same presentation is to be delivered during the detailed presentation session called by the evaluation committee, or if the bidder can make changes to it.
(v) M/s HLL Infra Tech Service Limited (HITES) Missing Annexures   Annexures XII A and B, 3A, 3B, 1, 2, 2A, 2B and 2C are blank in the tender documents. The tentative site layouts are also not visible. Please provide. The representative of HITES was guided over telephone for downloading the proper document which was confirmed by their representative during pre-bid meeting.
The name of the document is Signed_Tender_Document present in the list of documents as Corrigendum.
(vi) M/s HLL Infra Tech Service Limited (HITES) Exemption of the fees of the Project Architect Comprehensive Planning and Designing of the project through engagement of Project Architect Comprehensive planning, designing, detailed engineering and statutory approval process, etc. of the Project shall be done by the PMC by engaging an experienced and competent Project Architect and consultants
(viz. Liasion Architect, MEP, structural, HVAC, green building, firefighting,horticulture and/or any other as required). The Project Architect shall be engaged by PMC through design competition by public advertisement.
Reference to the meeting with the Executive Director of RBI and all empanelled CPSU's at the Central Office Building, Fort, Mumbai on 13.05.2026 it is requested that the fees for the PMC consultancy services exclude the Project Architect fees. However, the tender for the selection of the Project Architect by competition shall be undertaken by the PMC. (Refer Clause: 15.1.1.5, Clause 9 and Clause 1.iv). The decision on the request from CPSUs in the referred meeting is yet to be concluded. The clause shall continue in this tender unaltered.
(vii) M/s RITES Limited Clause No. 15.1.3.15 (Page 43) of the RFP (Annexure VI- Format of Professional Indemnity Bond). PMC shall indemnify the BANK on infringement of any patent, copyright, intellectual property, royalty issue and also for any disputes due to any violation of labour laws in connection with the project. The indemnity bond as per Format
provided in Annexure VI of this tender duly registered shall be submitted before commencement of work.
It is submitted that the role of a Consultant/ PMC is fundamentally distinct from that of a contractor. The PMC acts in an advisory and supervisory role on behalf of the Client, with its fee structure primarily comprising manpower deployment and associated establishment costs which is more than 90% of net consultancy fee, and with only a limited margin constituting profit. Furthermore, issues arising during project execution may not necessarily arise from deficiencies in consultancy services, but could be influenced by site conditions or contractual interpretations during implementation.
In view of the above, it is kindly requested that
1) the overall liability of the PMC Agency under the aforesaid Clause No. 15.1.3.15 (Page 43) mentioned above, may kindly be restricted to not more than 10% the total PMC/ Consultancy Fee only payable under the contract.
2) Bid submission date may be extended by 10 days beyond July 06 2026.
1. Request for 10% capping in liability and extension of bid submission date is not acceded to.
2. The clause 15.1.3.15 may read as under: 15.1.3.15 - PMC shall indemnify the BANK on any breach of the design responsibility as well as on infringement of any patent, copyright, intellectual property, royalty issue and also for any disputes due to any violation of labour laws in connection with the project. The indemnity bond as per Format provided in Annexure VI of this tender duly registered shall be submitted before commencement of work. If necessary, the PMC Agency may include suitable clauses in their agreements with the Project Architect/ Contractor.
3. The text in 3rd para in Annexure VI may be read as under:
AND WHEREAS the ............ (name of the Indemnifier) shall indemnify the RBI against any damage, expense, liability, loss or claim which the RBI might incur, sustain or be subject to arising from any breach of the (name of the Indemnifier) design responsibility (including architectural, structural and MEP, firefighting) as well as on infringement of any patent, copyright, intellectual property and royalty issue till completion of service life of the project. The ............ (name of the Indemnifier) shall also indemnify the RBI against any disputes due to any violation of labour laws in connection with the project.
(viii) M/s NPCC Limited Mode of Construction It is requested to please clarify which EPC mode of Construction is being used.   The scope of work and the payment terms and conditions are clearly elaborated in the tender clauses. The work is to be executed as per the scope of work specified in the tender.
(ix) M/s NPCC Limited Architect
Selection Criteria
It is requested that the selection criteria for the Architect be clarified.   The selection criteria for the Architect may be worked out by the PMC agency in compliance to the Terms of Reference (Clause 15.1.1) mentioned in the tender. Emphasis shall be given to have onboard the best suitable project architect (out of the prospective participants) compatible to handle the project planning, designing and the roles and responsibilities entrusted to it as per Bank’s requirements mentioned in the Architect Brief (Annexure XII) including proposal of the concept design which is in most proximity to Bank’s requirements. Accordingly, the methodology/selection criteria so prepared by the PMC agency shall be approved by the Bank.
(x) M/s NPCC Limited Clause 5.4 Part I/Technical BID Following documents shall be submitted by the Bidder as part of Technical Bid

iii) Bidders shall upload detailed writeup of following information along with their Part I of the bid/ Technical bid:

b. Architectural vision
It is requested to please consider deferring the "Architectural Vision" from the Technical Bid (Part-I) write-up to the presentation stage. Given that architectural vision is inherently an evolving concept that continues to mature and improve through the design thinking process, capturing it at the bid submission stage may not reflect the bidder's true potential. Evaluating it during the presentation would allow for a more dynamic, refined, and comprehensive assessment.
So, please consider making it a part of the presentation stage.
The Architectural Vision may be given in brief by the bidder in the technical bid which can be detailed later during presentation.
Queries during the pre-bid meeting
(xi) M/s MECON Ltd Digital Signature   Please confirm whether the tender documents are to be digitally signed and uplaoded in MSTC Portal All the pages of the tender document are to be either physically signed and stamped or Digitally Signed and uploaded. However, Digital Signature Certificate (DSC) shall be required for accessing the tender in MSTC portal.
(xii) M/s EIL Ltd and M/s MECON Ltd Timelines (Annexure X) Timeline for commencement of construction is 06 months from the Date of Agreement Please consider extension of this timeline to 8-9 months. The terms and conditions shall remain unaltered.
(xiii) General query from all participants Location Map and Coordinates   Please share the location map and coordinates of both the Office and Residence sites to enable site visits of the bidders The location map and coordinates of both the Office and Residence sites are attached for reference.
Other clarifications and instructions
(xiv) It is further clarified that the date and time for receiving Bank Guarantee in lieu of earnest money deposit (EMD) physically at the Bank specified in the tender document is also applicable in case of submission of EMD in the form of demand draft (DD).
(xv) All the prospective bidders were requested to adhere to the timelines specified in the tender.

Please note:

(i) This document (minutes of the Pre-Bid Meeting) shall form a part of the tender.

(ii) Rest of the terms and conditions and specifications of the bid document shall continue to remain unchanged;

(iii) The above amendments / clarifications are issued for the information of all the intending bidders; and

(iv) The submission of bid by the firm shall be construed to be in conformity to the bid document and amendments / clarifications given above.
