Minutes of Pre-Bid Meeting - Comprehensive Annual Maintenance (Service) Contract for providing Pest control services in Bank’s Main Office Premises at Chennai

The Pre-Bid meeting for the captioned work was conducted as per schedule on March 20, 2026- 11:00 PM at ZTC Lecture Hall-2, Reserve Bank of India, Chennai. The following staff members of RBI and firms/intending bidders were present during the pre-bid meeting:

The following queries were raised during the pre-bid meeting. Clarifications given by the Bank are as follows:

1. In which account Earnest Money Deposit should be deposited? The EMD should be remitted to Bank Account of Reserve Bank of India, the details of account number and IFSC are mentioned at ‘Section B- Important Instructions for e-Procurement’.
2. Whether exemption in submission of Earnest Money Deposit (EMD) is applicable for the MSME bidders having Udyam Registration Number? Yes, the exemption is applicable for MSE bidders as the estimated cost of the tender is ₹ 9 lakh. As per extant instructions, the relaxation is applicable only to Micro and Small Enterprises (MSEs) having Udyam Registration Number (Udyog Aadhar Memorandum Number) in all the procurements (goods, services or work contracts) having an estimated cost up to ₹ 10 lakh (including all taxes, duties, etc.)
3. What shall be the Insurance Period for the contract? The insurance should cover the total contract period i.e. October 01, 2026 to March 31, 2027.
4. What is the total drainage area of the premises as it is not mentioned in the tender document? The drainage and sewage system in the premises cannot be quantified. The intending bidders can visit Bank’s premises after obtaining prior approval from the Bank vide official communication and acquaint themselves of the area before submitting the tender.
5. Sought for clarification regarding frequency of various treatments. It is clarified that the frequency is given at ‘Section H- Scope of Work’ of the tender document. The bidders may go through the scope and then make the quotes, any changes in quotes after closing of bidding period will not be accepted.
6. Whether termite treatment will be paid separately? Termite treatment is included in the scope of work as mentioned at ‘Section H’ and will not be paid separately.
However, Special treatment against termites to be carried out if, required by the Bank and advised in writing, will be paid separately.
7. Whether any additional chemicals can be added to make the treatment effective? It is clarified that the chemicals specified for various treatments are indicated in the tender document and any other eco-friendly chemicals/materials approved by the Government/ statutory authority required for effective control of the pests shall be provided and used by the contractor at his/her/their risk and cost.
8. Whether catching of snakes is within the purview of this contract? As per ‘Section H- Scope of Work’ preventive reptile control using herbal/ chemical repellents is to be covered. Catching of snakes/ reptiles is not under the scope of contract.
9. At what rate the contract will be renewed for next Financial Year? As per ‘Section E- General Instruction to Bidders’ the AMC shall be considered for further renewal for the years, 2027-28 and 2028-29, on same terms and conditions, with the maximum permissible increase in the rates which will be based on CPI and WPI indices, as decided by the Bank, provided the Bank finds the services of the Contractor satisfactory.
10. What will be the duty hours? The visiting hours for operation shall be during daytime i.e., 10:00 am to 06:00 pm. However, the timings can be modified as per the discretion of Caretaker / Bank’s Engineer/ Officer.

Note: Above amendments / clarifications are issued for the information for all intending bidders. Minutes of the pre-bid meeting shall form part of the tender. All other parts of the tender document continue to remain unaltered. Hence, it shall be signed and submitted / uploaded along with the tender by the bidders. Submission of bids shall be construed to be in conformity to the bid document and amendments/clarifications.
