Minutes of the Pre-Bid Meeting - Installation of Coffee/Tea Vending Machine, Pantry Services and Catering for Officers at Officers’ Lounge and Dining Room (OLDR), Reserve Bank of India, Chennai

In terms of E-Tender No. RBI/Chennai Regional office/HRMD/6/25-26/ET/1034 dated February 20, 2026, a pre-bid meeting was held at the Hindi Classroom, 2nd floor, Reserve Bank of India, Chennai, on March 17, 2026, at 11:00 AM. The list of participants from the Bank and vendors is given below:

2. The queries raised by the participants during the meeting vis-à-vis the clarification given by the Bank are given below:

i. Standard serving size for Tea/Coffee and ratio for Butter Milk preparation. Tea/Coffee to be served in 150 ml biodegradable cups (cup & saucer for senior officers). Standard serving size: 130 ml (or as per employee preference). Curd preparation ratio: 40% curd: 60% water.
ii. Infrastructure for Tea/Coffee preparation and supply of crockery, cutlery, furniture at OLDR Tea/Coffee must be prepared in pantry rooms on 1st, 2nd, and 3rd floors of main office premises. Contractor must arrange freezer/refrigerator for milk and curd storage. Refer to Section V, Para 5(n) for crockery and cutlery details.
iii. Provision of gas cylinders LPG refilling cost to be borne by Contractor. Bank has a centralized gas bank supplying to pantries and OLDR. Contractor responsible for operation, refilling, and daily management. Bank will handle repairs and upkeep.
iv. Frequency of buttermilk service Initially served daily along with tea/coffee. After ~6 months, frequency will be reviewed based on feedback and demand.
v. EMD, Security Deposit (SD)/Performance Bank guarantee (PBG), Retention Money Deposit (RMD) EMD: 2% of contract value via NEFT (applicable to all bidders). Refunded (without interest) after submission of SD/PBG for the successful bidder. EMD of the unsuccessful bidders will be refunded after award of contract without any interest.

SD/PBG
5% of contract value & RMD 5% of the contract value is applicable only to the successful bidder. RMD will be recovered from each on-account bill until the total recovery amounts to 5% of the contract value.
vi. How are Service charges calculated? Please refer to Annexure VI, para 7 (page 63) of Tender Document. Service Charges include the Contractor’s Profit, Overhead Charges, Insurance, and other incidental expenses and is only applicable on Labour component.

Minimum: 3%, no upper limit. Vendors must quote only % value. Formula: Service Charge % × 10 months × 1.18 × ₹6,18,354 (total minimum wages/quoted rates by vendor of 28 labour per month).
vii. Will the wages to be paid to the workers be revised as and when minimum wages are increased or kept same for the period of the contract? Contractor must comply with Central Government minimum wage notifications. Any increase will be reimbursed upon document submission. Please refer to Annexure XVI (page 78 &79) of Tender Document.
viii. During submission of bids in MSTC portal, do we have to quote the rates including GST? No. The rates may be quoted excluding GST. Please refer to Annexure VI (pages 60&63) of the Tender Document.
ix. Is the submission of a Banker Certificate mandatory? Yes, mandatory. Kindly refer to Section IV, S.No. 4 (page 14) under pre-qualification Criteria of the tender document. The certificate must be uploaded to the MSTC portal on or before 18:00 hrs. on April 06, 2026.
x. Whether the maintenance charges of the Tea/Coffee Vending Machine be refunded? The installation and maintenance of the tea/coffee vending machine will be carried out by the Vendor and the cost for the same shall be borne by the Vendor. One freezer/refrigerator for storing milk packets near coffee vending machine to be procured and maintained by the Vendor.
xi. Whether Manpower should work in shift basis? No. The manpower would be required to work from 9:30 AM to 5:30 PM, and all administrative work must be handled by the Supervisor. To ensure seamless service, the vendor may deploy two of their staff members on staggered shifts.
Corrigendum

i. Annexure VI – Unpriced Bid (Page 60, Para 1–3) The earlier wording indicating “floor rate” has been revised. Vendors are now required to quote rates on per person per day basis. The total cost will be calculated as: (Quoted Rate × Number of Manpower × 1.18 [GST]).
ii. Annexure VI – Unpriced Bid (Page 63, Para 18) The formula for calculation of service charges has been revised for clarity. The correct formula is: (Service Charge % × Quantity × 1.18 × ₹6,18,384) Here, ₹6,18,384 represents the monthly minimum wages for 28 workers (4 skilled, 1 semi-skilled, 23 unskilled) as per Central Government notification. Vendors must quote only the percentage (%) of service charges.
iii. Floor rate clarification The floor rate is only an indicative benchmark provided by the Bank and not a fixed or mandatory quoting value. Vendors must ensure that their quoted rates are above the floor rate. Any bid quoting below the floor rate will be rejected outright during evaluation.
iv. Price increase request clarifications Any request for revision or increase in quoted prices at the time of contract renewal shall be considered only in consultation with the bank. The revision request would be considered based on general feedback, performance and applicable terms and conditions.

3. The above amendments/ clarifications are issued for the information of all the intending bidders. Minutes of pre-bid meeting cum Corrigendum shall form the part of tender. Hence, it shall be signed and submitted along with the tender by the tenderers. Rest of the terms and conditions and specifications as mentioned in the tender documents shall continue to remain the same. The submission of bid by the firm shall be construed to be in conformity to the bid document and amendments/ clarifications given above.
