In line with E-tender No - RBI/Mumbai Regional Office/Others/10/25-26/ET/833 dated January 28, 2026, a pre-bid meeting was held on February 24, 2026, at 11:00 am in ‘Amaltas’ HRMD Conference Room, 1st Floor, Main Office Building in presence of DGM and AGM, P&SE.

2. Queries for pre-bid meeting were received from bidder(s) on e-mail up to the scheduled date and time given in the tender document. The clarification in this regard is mentioned below along with the queries sought by the bidder present in Pre-Bid Meeting.

3. The details of the queries raised by the vendors and the Bank’s clarification/ comments are given below –

1. Clarification sought on Insurance Policies Please refer to Clause J (pg. no. 39) of Section–IV (Articles of Agreement) of tender document.
2. Whether cost of waste management and waste disposal cost to be borne by Vendor. “…. Segregation of the waste collected from flats into dry and wet waste (as per applicable BMC norms) and disposal of the same is to be done on daily basis…...”

“…. It is the sole responsibility of vendor to segregate (dry and wet waste) and dispose the same as per BMC norms…...”

3. How will Gratuity be paid Amount of gratuity will be reimbursed by the Bank to the Contractor provided following conditions are fulfilled:

(i) The worker completes the period of one year working in RBI with contractor.

(ii) Attendance sheet submitted to the Bank certifying that the worker has worked for one complete year in RBI.

(iii) NEFT Report submitted to the Bank indicating that the gratuity has been paid to the worker by contractor.

Minimum Wages will be paid as per new labour code
4. It is requested to reimburse the revised wages from April onwards. The rates/quotes in the Financial Bid shall be firm and final and will not be enhanced under any pretext during the period of the contract and as such the bidders may quote their rates taking into account the probable future revisions in wages.

The escalation should be given for “Labour Component” mentioned under Sl. No. 1 and 2 of price bid, whenever the notification issued by Chief Labour Commissioner (Central), Ministry of Labour & Employment.

5. Whether Survey of the premises is possible before submitting Bid. Bidder may submit their request for site survey of RBI properties before submission of quotation at given below mail ID: psemro@rbi.org.in;
6. Whether POSH training to be imparted? Please refer to Clause H (pg. no. 37-38) (Sexual Harassment) of Section - IV (Articles of Agreement)
7. Clarification regarding Leave Wages / National Holidays/ Earned Leave was sought The working hours shall be arranged in shift duty (Two shift) i.e., for each 8.00hrs for all 7 days in a week. The duty hours in a particular shift can be altered according to Bank’s requirement.

8. Register to be maintained at site Please refer to clause (iv) List of documents to be maintained at site (pg. no. 92) of Section-VII (Detailed Scope of Work)
9. Whether submission of EMD is compulsory The Tender Application must be submitted along with Earnest Money Deposit (EMD) amounting ₹16,66,000/- (₹Sixteen Lakh Sixty-Six Thousand only) payable through NEFT /DD or Bank Guarantee furnished in respect of the said amount before the close of business hours on 09/03/2026 up to 12:00 PM. Failure to comply with this condition will render the tender void and the tender will be rejected. Please note that the bidders will have access to online e-tender only after receipt of Transaction fee by NEFT in favour of MSTC Limited.

10. Please clarify, under which Zone/Area(A/B/C) to be considered Central Minimum Wages for all the 15 Colonies. The bidders may submit their bid considering Zone-I (Area A).
11. Clients are denying for issue certificates at multiple times, request to Consider the previously issued certificates from the clients and required information are already mentioned in the certificate. The bidder may submit the Client’s feedback report as per format mentioned in the tender document.

Queries raised by M/s Blueprint Enterprises Limited who was not present in pre-bid meeting, were also cleared.

The above-mentioned clarifications are issued for information of all the intending tenderers. Minutes of the pre-bid meeting shall form part of the tender. The submission of bid by the tenderer shall be construed to be in conformity to the bid document and clarifications given above.
