Minutes of Pre-Bid Meeting - Design, Supply, Installation, Testing and Commissioning (DSITC) of Intelligent Analog Addressable Fire Alarm System for RBI CAB Pune

The pre bid meeting of the captioned tender was scheduled at 11.00 am on February 09, 2026 at Reserve Bank of India, College of Agricultural Banking, Pune. The meeting was chaired by Shri Narendra Dhone, Assistant General Manager.

2. The following staff members of RBI and representatives of the prospective bidders were present during the pre-bid meeting:

3. At the outset, the Chairman welcomed the participants and advised them to put forth their doubts/ queries, if any. The doubts / queries raised by the representatives were clarified / noted. The clarifications to the points raised are furnished in table below.

1 Kindly confirm whether the associated hardware, in the form of the required relay modules to achieve the specified functionality, has already been considered in the tender BOM, or whether the bidder is required to consider and quote these modules additionally. Compatibility of adding relay module should be available in Fire alarm system for future expansion
2 Please share the detailed breakup of the detectors and devices to be dismantled. The detailed breakup of existing detectors and devices is already mentioned in the tender document under heading "Existing FAS locations" (Refer Page no. 96 to 98)
3 Kindly accept a protection category of IP52 for indoor applications and IP54 for outdoor applications. Additionally, we understand that all MCPs are proposed to be installed in indoor areas; therefore, IP52‐rated devices may please be accepted for this requirement. It was clarified that there is no change in the Tender Specifications.
4 Monitor modules are not included in the tender BOM. Kindly confirm whether bidders are required to quote for the monitor modules and, if so, please specify the required quantity. Compatibility of adding monitor module should be available in Fire alarm system for future expansion.
5 Kindly note that the requirement for a Control Module, as per the tender BOM, is specifically for Hooter‐cum‐Strobe operation. In case the bidder is quoting an EN/VdS‐approved system where a separate control module for the hooter is not required, should the bidder leave the corresponding BOQ line item blank and not quote for it? Kindly clarify. In such case, the cost should be inclusive of both Hooter cum strobe and control module.
6 Additionally, we understand that the requirement for the control modules is specifically limited to the Hooters, and that no control modules are required for any other function, action, or application. Yes. Currently the requirement of control module is for hooters.
7 Kindly note that the requirement for a Fault Isolator Module is applicable to UL/FM‐approved systems only. In case a bidder is quoting an EN/VdS‐approved system where Fault Isolator Modules are not required, should the bidder leave the corresponding BOQ line item blank and not quote for it? Kindly clarify. In such case, the cost should be inclusive of both fault isolator and detector.
8 We understand EN/Vds approved systems are also acceptable. Kindly confirm. Yes. UL & FM/EN/Vds approved systems are acceptable.
9 Kindly do not mandate 5000 points, as the device count is relatively low as per the current BOM. Bidders may kindly be allowed to quote software with the minimum required number of points suitable for the proposed system. It was clarified that there is no change in the Tender Specifications.
10 We understand the MCP's are to be quoted as per the quantities mentioned in the tender BOM and anything required over and above the BOM quantity shall be charged extra. Please refer to the BOQ (Price Bid) of tender document for quantity.
11 Kindly confirm the minimum addressable detectors & devices per loop shall be 250 or 256 nos. as in the scope & BOM it is mentioned as 256 nos. Minimum addressable detectors and devices per loop shall be 256.
12 LPG gas detectors are special detectors which are generally conventional and not addressable. These detectors are integrated with the proposed Fire Alarm system by adding a relay module. Hence, kindly remove the word addressable from the description of the Gas detector. LPG gas detectors must be addressable. Necessary arrangement may be made to make LPG gas detectors addressable.
13 Kindly accept upto 10000 detection points enabling all the approved OEM's to qualify. It was clarified that there is no change in the Tender Specifications.
14 We have UAM Certificate in Small category as Services EMD exemption against this certificate, Please confirm Pursuant to the tender specifications, all bidders are required to submit the Earnest Money Deposit (EMD). No exemptions from EMD submission are permissible, irrespective of possession of MSME or Udyam Registration (UAM) certificates.
15 We have solvency of Rs. 28 Cr, dated‐ 10/12/2025, HDFC Bank. Kindly confirm the submission the same The bidder can submit the proposed solvency certificate.

Gist of the queries raised by the other prospective bidders through email and Bank's clarifications for the same are as follows:

2. Glyptic Kindly include an "Equivalent Make" option in the approved make list. The list of Approved Makes for Fire Equipment as specified in tender remains the same and is as follows: Honeywell/ Siemens / Bosch / Edwards / Tyco / Johnson Control

4. The scope of the contract was explained to the participants. Further, participants were informed to go through the entire document carefully before submitting their bids. It was also advised to carefully undertake the bidding on the MSTC (version 3) and ensure that they are registered on the MSTC Portal (version 3)/ Website.

5. The participants were also advised to ensure uploading duly filled tender with all requisite/supporting documents well before the last date i.e., 12:00 PM of February 17, 2026, to avoid any last-minute errors/rush.

6. These minutes of pre-bid meeting shall form the part of Bid document/ Agreement. Hence, it shall be signed and uploaded on MSTC along with the tender by the tenderers.

7. Rest of the terms and conditions and specifications of the Bid document shall continue to remain the same.

8. In case of any issues faced while undertaking the bidding for the captioned e-Tender, the vendors may contact the following officials as per the details given in the tender document:

  1. MSTC Support Team for issues during registration or bidding in the MSTC portal.

  2. Estate Department Officials of the Bank for tender-specific clarifications

9. The above clarifications are issued for the information for all the intending bidders.

10. The submission of bid by the firm shall be construed to be in conformity to the Bid document and Amendments / Clarifications given above.
