Minutes of the Pre-Bid Meeting - CHRS – Request for Proposal for AMC of User Acceptance Testing, Mumbai

As per the schedule of the tender, Pre-Bid Meeting was conducted on February 4, 2026 at 3:00 PM in the Conference Room, Reserve Bank of India, 5th Floor, C-7, E-Block, Bandra Kurla Complex and also on Webex. The following staff members of RBI and representatives of the prospective bidders were present during the pre-bid meeting:

2. The following queries/issues were raised and discussed during the pre-bid meeting. The clarification given by the Bank with respect to each of these queries/ issues are as follows:

1. Query relating to eligibility Criteria # 1: Whether the bids from entities having performed UAT for HRMS implementation in last 5 years outside India be considered. It was clarified that the Bidder must have performed UAT for an HRMS implementation (completed assignments only) in the last 5 years in India as on December 31, 2025.
2. Query relating to eligibility Criteria # 1: Will the email certifying value of work awarded, the scope of work, region coverage, number of branches etc. suffice instead of acknowledgement Letter on the client’s letterhead It was suggested that it is advisable to submit the acknowledgement letter on the clients’ letterhead or Work order indicating the value of work awarded to the Bidder by its clients along with work completion certificate.
3. Whether the RFP is for UAT of support of CHRS or the implementation of new CHRS system. It was apprised that the Bank is having a SAP ERP 6.0 based CHRS. Further, the Bank is in the process of developing new Java based CHRS. The bids are being invited for UAT of support of the existing CHRS and upcoming Java based CHRS. The bid is not for the development of the new CHRS.
4. The estimated cost mentioned in the RFP was inclusive or exclusive of the applicable taxes. The estimated cost mentioned in the RFP was per year cost for four resources and two UFT One tool licenses and is inclusive of the applicable taxes.
5. Will the current test scenarios and scripts be shared with the vendor. The current test scenarios and scripts developed over the period will be shared with the selected bidder. Further, the new test scenarios and scripts will have to be developed by the vendor for the new changes/ developments.
6. Whether the new upcoming CHRS is based on Agile model or waterfall model It was clarified that the upcoming CHRS application will be based on the Agile model.

3. All the above-mentioned points were noted and the following was informed:

(i) These minutes of pre-bid meeting shall form the part of Bid document/ Agreement.

(ii) Rest of the terms and conditions and specifications of the Bid document shall continue to remain the same.

(iii) The above clarifications are issued for the information for all the intending bidders.

(iv) The submission of bid by the firm shall be construed to be in conformity to the Bid document and Amendments / Clarifications given above.
