2. The following queries/proposals were raised in the pre-bid meeting:

| i. | Will the Bank pay contractor cost towards medical insurance for Security Guards? | Kindly refer to Clause 24 of Section J “General Instructions to Tenderers and Special Conditions of the Contract” (page no. 48) of the tender document for details. Intended bidder are advised to include cost of insurance policies (Contractor All Risk Insurance, workmen compensation Act, Public Liability/ Third Party Insurance Policy) for security Guards when quoting percentage service charge in their Price Bid. |
| ii. | Will the Bank consider changes in costs/ operations as per new Labour Law Reforms including Gratuity payments etc? | Bank will adhere to the New Labour Law reforms as applicable upon implementation and as per instructions of Central Government and RBI, Central Office. Any subsequent increased cost incurred towards implementation of these reforms will be eligible for reimbursement subject to the prior approval from the Bank. |
| iii. | Can bidders submit old Client Certificate and, in a format, other than one prescribed by the Bank? | Client certificate should be submitted preferably in the format provided by the Bank (Annexure-V). Any other format may be accepted provided it fully covers all the aspects and parameters mentioned in the Bank’s prescribed format. |
| iv. | Will the Banker’s certificate issued to us for some other tender in the past will be accepted? | Banker’s certificate should be submitted in the format provided by the Bank (Annexure-VII) specifically for this tender and in the letter head of the issuing bank addressed to the Regional Director, RBI Nagpur. |
| v. | What are the shift details of Security Guards to be deployed? | Kindly refer to Clause A of Section I “Scope of Work and Schedule of Quantities” (page no. 53) of the tender document for details. |
| vi. | Why is Retention Money Deposit being asked in addition to Performance Bank Guarantee? | Kindly refer to Clause 13 & 15 of Section J “Terms & Conditions of Contract” (page no. 59) of the tender document for details. Successful tender shall submit Performance Bank Guarantee 5% of the contract value and Retention Money Deposit 5% of the contract value as per RBI, CO policy. |
| vii. | As mentioned in Evaluation Criteria of the tender, “the bidder with the highest marks will be declared successful in the tender process”. Kindly provide clarification on this point. | In case two or more tenderers become the lowest (i.e., in case of a tie), for the purpose of selection of successful bidder, all the tenderers becoming lowest bidders will be evaluated on the basis of criteria given in Clause 2.k of Section F “Bid Evaluation Criteria” (page no. 30-32) of the tender document. the bidder with the highest marks as per this criteria will be declared successful in the tender process. However, Bank’s decision in this regard will be final and it shall not be open to arbitration. |

| xi. | Can bidders submit Client Certificate from Private organization? | The intending bidders can submit Client's Certificate issued by private organization which shall be accompanied by TDS Certificates. |
| xii. | Has bank put any minimum ceiling for quoted service charge percentage? | Kindly refer to Clause 2 of section F “Bid Evaluation Criteria” (page no. 30) of the tender document for details. |
| xiii. | What is the procedure for site visit? | Intending tenderers are advised to perform a site visit at their own cost before the last date of submission of tender during office hours (preferably from 10:00 Hrs to 15:00 Hrs) on the Bank’s working day (Monday- Friday). You may send an email in advance carrying the names and contact number of the personnel identified for visiting the Bank premises. Kindly ensure that the personnel visiting the Bank must be carrying their valid photo ID Card. |
| xiv. | Will bank reimburse cost incurred towards purchase of uniform for security guards? | Kindly refer to Clause 10 of Section J of “Terms & Conditions of Contract” (Page No.58) of the tender document for details. Intended bidder are advised to consider cost towards purchase of uniforms. The same will not be reimbursed by the Bank. Also, it should not be charged to the staff employed. |
| xv. | What is the validity period for Bank Guarantee to be submitted towards EMD? | Kindly refer to Clause 6 (b) of Section E “Eligibility Criteria for participating in the e-Tender” (Page No.28) of the tender document for details. The Bank Guarantee submitted towards Earnest Money deposit must be valid for the validity period of the tender (3 months from the date of opening of Part-I) plus additional 45 days. |
| xvi. | Can we submit expired PSARA License along with renewal application? | You are advised to submit the documents are mentioned in the checklist of the tender document. Bank will decide eligibility of the tenderer for participating in the tendering process upon scrutiny of the documents submitted. |
3. All the above points were noted and agreed by the firms. Firms were advised to adhere to the prequalification criteria and all terms & conditions mentioned in the tender documents.
