Annual Maintenance Contract for Plumbing & Sanitary Works / installations at Main Office Building and Residential colonies of Reserve Bank of India, Kochi

Reserve Bank of India, Kochi, (hereinafter referred to as ‘the Bank’) invites e-Tenders from eligible tenderers for the work of “Annual Maintenance Contract for Plumbing & Sanitary Works/ installations at Main Office Building, Officers Quarters and Staff Quarters of Reserve Bank of India, Kochi”. The tendering would be done through the e-Tendering portal of MSTC Ltd (http://mstcecommerce.com/eprochome/rbi).

Tenders are invited under two-bid system, from reputed companies/agencies/firms for the work by deploying experienced & skilled plumber and helper for a period of 14 months from February 01, 2026, to March 31, 2027. The contract may be renewed annually for a further period of two years from the ending of the initial contract period, on mutual consent, subject to the contractor’s performance, the Bank’s administrative convenience and requirement.

Part-I of the tender contains the Bank’s standard technical and commercial conditions for the proposed work, which must be agreed to by the tenderers and Part-II of the tender contains the Bank’s schedule of quantities.

The firms fulfilling the eligibility criteria and desirous of being considered for award of the work shall upload all the required documents including duly filled, signed and stamped Tender documents at https://www.mstcecommerce.com/eprocn/ on or before 14:00 hrs of January 01, 2026.

2. The important details of e-Tender are as follows:

f Earnest Money Deposit (EMD) ₹44,400/- (Rupees Forty-Four Thousand Four hundred only) in the form of NEFT in favour of RBI, Kochi.

There is no exemption to MSME / UDYAM registered bidders from the payment of EMD.

3. Intending tenderers should meet the following eligibility conditions to qualify for participation in the tender:

A. The bidder must have experience of minimum 5 years in the field of undertaking similar works viz; Annual Maintenance Contract of Plumbing & Sanitary Works/ installations for the office buildings/commercial premises/industrial houses. For establishing the same, the bidder should submit copies of work orders & respective completion Certificates for such work/s, issued on or before October 31, 2020.

B. The bidder must have successfully executed similar works during last 5 years, ie; works completed after October 31, 2020, individually costing as under:-

i. Three works, each costing not less than the amount equal to 40% of the estimated cost

OR

ii. Two works, each costing not less than the amount equal to 50% of the estimated cost.

OR

iii. One work costing not less than the amount equal to 80% of the estimated cost.

C. The bidder shall have a minimum yearly turnover of 100% of the estimated cost during last 3 financial years, ending March 31, 2025, (2022-23, 2023-24, 2024-25) supported by audited financial statements (Balance sheet, P & L Statements).

D. The bidder shall furnish a solvency certificate issued by the respective banker for an amount equal to 100% of the estimated cost.

E. The bidder shall have service setup in Kochi.

The firms which do not comply with the said eligibility criteria and/or do not submit EMD will not be considered for opening of their tender Part-II (Price Bid):

4. The duly filled in tender documents and price-bid shall be uploaded on MSTC site before 14:00 hrs. on December 31, 2025. Detailed guidelines on submission of the e-Tender by the firms have been given in the Tender. Any tender received without EMD shall be treated as non-bonafide and shall be rejected from participating in the tender process. Tenderers can either chose to be present at the Bank during the Tender opening event or view it online at their locations.

5. Interested bidders are requested to attend the pre-bid meeting to clarify their doubts, if any, regarding the Tender. Part-I (Technical and Commercial Bid) of the e-Tender will be opened on December 31, 2025 at 15:00 hrs. at Office Building, RBI, Kochi. After scrutiny of part-I of the e-Tender document along with the supporting documents, if any of the firms is not found to possess the required eligibility as specified in the Tender, the Bank reserves the right to reject the tender submitted by such tenderers.

6. Part-II (Price Bid) of only those Tenderers, who possess the requisite eligibility as per the eligibility criteria specified in the Tender, shall be opened on a subsequent day, with due intimation of the same to the qualified Tenderers.

7. Any amendments / corrigendum to the tender, if any, issued in future will only be notified on the RBI website and MSTC website as given above and will not be published in the newspaper.

8. The Bank is not obliged to accept tender of lowest value. The Bank reserves the right to accept a tender in whole or in part thereof and also reserves the right to reject any or all the tenders without assigning any reason thereof.

9. The manpower requirement indicated in Part II is tentative only. The Bank reserves the right to decrease the quantity (including cleaning work) detailed in the Bill of quantities (Part II) during the contract period without any claim for compensation by the successful bidder, other than for the actual deployment/work executed at the agreed rates.
