Minutes of the pre-bid meeting - Publication of advertisement in newspapers regarding Redressal of complaints against entities regulated by RBI on any Sunday of January 2026 – RBI Kanpur

According to the schedule of the e-Tender, Pre-Bid meeting for the captioned tender was held between 11:00 am to 12:00 pm on November 26, 2025 in online mode through Webex. Participants are as follows:

2. After a brief introduction by the Bank regarding the e-Tender, six queries were raised by prospective bidders, which were clarified by the Bank. Summary of the same is furnished below:

1. What is the last date for submission of quotation? It was clarified that the last date of submission of bid is December 15, 2025 up to 02:00pm, the same has been mentioned in NIT uploaded on MSTC and RBI website. M/s Lodestar (Media Division FCB Ulka Advertising Pvt. Ltd
2. What will be the criteria for deciding final bidder as the rates for different newspapers may be quoted by vendors for 1st and 2nd leading newspapers as asked in the price bid. It was clarified that as mentioned in tender terms and conditions at point number-6 the successful bidder has to provide the circulation figures (collected from trusted source) for 1st and 2nd leading newspapers for Uttar Pradesh state for each daily. The successful bidder may be selected on the basis of lowest bid, provided fulfilling all the terms and conditions of tender. M/s Concept Communication Ltd
3. It was asked that the name of newspaper may be provided for quoting rates at the place of 1st leading and 2nd leading newspapers. It was clarified that the quotes have been asked for top two leading newspapers in terms of circulations in Uttar Pradesh state. Accordingly, vendors have to provide rates for 1st and 2nd leading newspapers of Uttar Pradesh state for each daily. Please refer point number 1 & 6 of tender terms and conditions. 4. Is it possible to provide names of newspapers now? It was clarified that the name of newspapers is not finalized by the bank as the bids are asked for top two leading newspapers, as the same may be kept on changing. Therefore, in terms of tender conditions point number-6 the successful bidder may be asked to provide the Name and circulation figures of 1st and 2nd leading newspapers (collected from trusted source). 5. Is final cost also required to be submitted and Whether taxes have to be included while quoting rates per sqcm size of advertisement? It was clarified that the vendors have to quote the rates for each daily for per sqcm size of advertisement and quoted rates would be aggregated automatically for 1st leading and 2nd leading newspapers separately. Further it was clarified that the quoted rates should be including GST and other charges. Both the points have already been mentioned in tender terms and conditions, point number-5. 6. Whether the size of advertisement will finalize later? It was clarified that the size and date of advertisement would be communicated to the successful bidder through work-order for the said tender. 3. Further, it was clarified to the vendors that successful bidder may be advised to publish advertisement in Hindi or English language in English as well as Financial daily, and in Hindi language in Hindi daily, as mentioned in tender terms and conditions point number-1

4. The above minutes may be treated as part of the tender. All terms and conditions of the tender shall remain unchanged.
