The ‘Pre-Bid Meeting’ for the captioned tender was conducted as per schedule at 11.00 AM, on October 15, 2025, at Conference Room, HRMD, Reserve Bank of India, Imphal.

The following staff members of RBI and representatives of the prospective bidders were present during the pre-bid meeting:

3. The following queries / issues were raised / discussed during the meeting. The clarifications given by the Bank with respect to each of these queries / issues are as follows:

1 Is the requirement of 15 unarmed guards, as outlined in the tender document, is absolute? The exact number of unarmed guards required will be communicated at the time of award of the tender, based on the office’s actual requirements. The office shall not be bound to engage or deploy 15 unarmed guards.
2 How is the rate for the Supervisor to be determined? Is it to be fixed at the discretion of the agency? The rate for the Supervisor shall be fixed uniformly at exactly 10% above the statutory basic minimum wages plus Variable Dearness Allowance (VDA) prescribed for Watch and Ward Services (Without Arms), as on April 01, 2025. Bidders are required to strictly adhere to this rate.
3 For the purpose of calculating the total minimum wages per person per month, should 30 working days be considered, and are relieving charges to be excluded from the calculation? For the limited purpose of calculating the minimum wages per person per month, 30 working days shall be considered. Relieving charges may be excluded while preparing the price bid. However, as per statutory requirements, the agency shall adhere to the prescribed 26 working days and 4 paid weekly offs in a month.
4 Is there any prescribed minimum ceiling for quoting agency (service) charges, or can the agency quote the rate at its own discretion? No. There are no prescribed minimum ceiling for quoting agency (service) charges.

The agency may quote the rate at its own discretion.

Note: Above amendments / clarifications are issued for information to all intending bidders. Minutes of the pre-bid meeting shall form part of tender. All other parts of the tender document continue to remain unaltered. Submission of tenders shall be construed to be in conformity to the bid document and amendments/clarifications
