The Pre-bid meeting for the captioned work was held at 15:00 hrs on August 14, 2025 (Thursday), at Office Building, as per the Notice Inviting Tender published in RBI website and MSTC Portal.

2. List of Bank’s Officials/ bidder’s representative who attended the meeting:

3. The participants of the meeting were welcomed by Shri Moirangthem Amarjeet Singh, Manager, RBI Gangtok and the participants were briefed about the important aspects of the tender process. Following changes/ additions were also informed:

  1. Uniform Charges: Bidders shall not quote more than ₹11,856/- (Rupees Eleven Thousand Eight Hundred and Fifty-Six only) in the price bid/ financial bid for uniform charges per manpower per year exclusive of GST.

  2. Manpower deployed shall be rotated after every 179 days.

4. Subsequently, queries were invited from the participants regarding the captioned tender. The details of the queries raised by the representative and clarification of the Bank are tabulated below:

1 The vendor asked whether the requirement for obtaining confirmation from the bank regarding the banker’s certificate and performance feedback from the client can be relaxed, provided that the Bank had already received such confirmation during a previous tender in which the vendor had participated, and that tender was subsequently cancelled. It was informed that as the amount in Banker’s Certificate i.e. Annexure VI shall change, Bank shall be obtaining confirmation from the issuing bank.

Further, with regards to confirmation of performance feedback from vendor’s client, if there is no change in the performance feedback submitted by the bidder in the ongoing tender (i.e. certificate or feedback is the same as the ones submitted during the last cancelled tender), Bank shall accept the said performance feedback without getting confirmation from the client, provided Bank had earlier received the confirmation of the said feedback in the last cancelled tender and the certificate submitted meets the current criteria of ongoing tender.
2 The vendor stated that as he is currently providing the housekeeping services to the Bank. He stated that as per the ongoing current tender document, payment to workers deployed (skilled, semi-skilled, unskilled, etc.) shall be on the basis of biometric attendance sheet or as per para 7 of General Instructions mentioned in page 15 of the tender document.

Further, he sought clarity on the word “maintenance staff” mention in para 7 of the General Instructions if it pertains to all categories of worker or only unskilled.
Maintenance staff will be paid based on their attendance.

Further, it was clarified that maintenance staff pertains to all categories of workers.
3 What is the amount of Solvency Certificate? Solvency certificate’s amount should be equal to the amount of estimated cost of tender.

Note:

  1. This document (Minutes of the Pre-Bid Meeting) shall form a part of the tender document.

  2. Rest of the terms and conditions of the Tender Document shall continue to remain the same.

  3. The above clarifications are issued for the information of all the intending bidders.

  4. The submission of bids shall be construed to be in conformity with the bid document and above clarifications.
