Cancellation of Tender Event No. - RBI/Mumbai Regional Office/HRMD/7/24-25/ET/706 The pre-bid meeting of the e-Tender for supply of drugs & medicines and non- medical items to Bank’s dispensaries in Mumbai and Navi Mumbai for FY 2025-26 was held on February 06, 2025, at 11:00 AM. The meeting was conducted offline at Bank’s premises and was attended by six prospective bidders. Shri Subhan Basha D.B., AGM, CES presided over the meeting. The list of participants is given in Annexure I. 2. At the onset of the meeting, the AGM welcomed the participants and briefly explained the various aspects of the tender process and Bank’s requirements, which needed to be considered while bidding. The participants were advised to go through the tender document thoroughly before submitting the tender online and to comply with the guidelines and terms and conditions mentioned therein. The bidders were also advised not to wait till the last date for submitting the technical bids and price bids to avoid any last-minute glitches. Further, he invited queries, if any, from the prospective bidders regarding the tender. 3. The major queries put forth by the prospective bidders and the clarification provided are tabulated below: | Sl. No. | Queries | Clarification | | 1. | All the participated bidders except one informed that the eligibility criterion regarding value of similar work undertaken by the bidders during the last five years appears to be difficult to meet. | Regarding eligibility criterion of value prescribed for similar works, bidders were advised to refer to Para (c) of Eligibility Criteria mentioned in the tender document. Similarly, with respect to Solvency Certificate, they were advised to refer to Para (e) of Eligibility Criteria mentioned in the tender document. Further, it was advised that bidders have to ensure that they meet all the eligibility criteria, including that of similar works and solvency certificate before uploading their bids. | | 2. | The participated bidders except one requested that solvency certificate prescribed in the tender document may be done away with as obtaining a banker’s certificate for an amount of Rs 14.50 crore would not be feasible for all. In many cases despite having a reasonable turnover the vendors use CC facility judiciously. Thus, the Banker would never be able to issue solvency certificate beyond what has been utilized or sanctioned limit. | | 3. | The prospective bidders enquired about the date on which Integrity Pact (IP) would come into effect and would be binding on them. | The IP is applicable from the stage of invitation of bids till the complete execution of the contract and payment of final bill. All participants are, therefore, advised to sign the IP on a convenient date prior to the submission of bids on MSTC portal. | | 4. | Whether the rate quote should be made at a uniform discount or item wise discount for the listed drugs & medicines and non- medical items. | The vendors were advised to quote item wise discount rate. | | 5 | Some of the bidders flagged that there is a mismatch between brand and its company of drugs and medicines given in the Annexure X of the tender document. | It was clarified that in such cases brand should be considered for the purpose of submitting the rate quotes. | 4. The above clarifications are issued for the information of intending bidders. Minutes of the pre-bid meeting shall form part of the tender document / agreement. All the terms and conditions and specifications of the tender document and corrigendum issued, if any, shall continue to remain the same. Hence, it shall be signed and submitted along with the tender by the bidders. Submission of bids shall be construed to be in conformity with the bid document and the above clarifications. 5.
