Cancellation of Tender (E-tender No. - RBI/DSIM-Central Office Departments/Others/5/24-25/ET/737[Empanelment of Survey Agencies) Pre-bid meeting of the captioned tender was convened as per schedule on January 24, 2025, at C9, 3rd Floor, Bandra Kurla Complex, RBI, Mumbai. 2. The session commenced with Shri Tushar B Das, Director, extending a warm welcome to all participants, inviting them to share any doubts or queries related to the captioned tender, whose subsequent clarifications are outlined as follows: | S. No. | Queries by Companies | Clarification by RBI officials | | I. | Whether exemptions (in terms of EMD, tender fee etc.) are available for MSMEs registered under Udyog issued by GoI in the tendering process. | No exemptions are provided for the EMD. For any inquiries related to tender fees, applicants are advised to contact M/s MSTC Ltd. | | II. | Is the cost of the tender uniform across all locations in India, or does it vary from one location to another? | The cost is determined per successful interview, regardless of the survey location. | | III. | Whether any specialized technical tools, software, or equipment are mandatorily required to conduct the surveys. | Survey investigators need to carry tablet/ mobile phone equipped to conduct Computer-Assisted Personal Interview (CAPI) by visiting households as per the sampling plan. | | IV. | Does the RBI provide the necessary software or hardware to survey agency for conducting CAPI-based interviews, or are these to be procured independently? | The survey agency shall have the responsibility for arranging sufficient hardware and relevant software to complete the survey within the specified time (refer para 4.2 and 4.4 of NIT). | | V. | Can the Certificate Requirements for Survey Experience be relaxed? | No. Please refer ‘Chapter 5: Eligibility Criteria for the Agency to Bid’ in this regard. | | VI. | Explain the process of conducting enterprise survey. | The surveys are conducted through e-mail/ telephone/ personal visit. The information will be obtained using the survey schedule placed in Annex-J. Feedback need to be collected from responsible top/senior management officials of the selected companies in manufacturing, services and infrastructure sectors targeting industry-wise large companies, and representations from MSMEs are also required. The database of the targeted companies will be shared by the RBI for conducting survey. At present the open-ended questions are very few. The survey schedules/questionnaires are available on the RBI website for reference, which may undergo changes depending on the requirement of the RBI. The details of the enterprise surveys are indicated in para 3.2. However, additional regular/ad-hoc surveys could also be included as decided by the RBI from time to time. | | VII. | Explain the process of conducting household survey. | Household surveys shall be conducted by personal interview method, in which the interviewers are required to visit households (i.e., respondents) for carrying out the interviews using the CAPI system. The minimum age for a respondent to participate in a household survey is 21 years. All relevant information regarding the category of respondents is available in the detailed questionnaire provided in Annex J. The length of each interview should not be less than 7 minutes. The details of the existing household surveys conducted presently are indicated in para 3.1. However, additional regular/ ad-hoc surveys could also be included as per the requirement of the Bank. | | VIII. | Can an agency submit bid for both household and enterprise surveys? | Yes. An agency can apply for any one or both ‘Household’ and ‘Enterprise’ surveys. In case it applies for both the surveys, it should submit separate Application Form for each survey (refer para 1.5 of the NIT document). | 4. The following clarification sought through e-mail was provided by the RBI officials: - With reference to paragraph 5.6 of the NIT document, the specified criteria will apply uniformly to both household and enterprise surveys.
5. Above clarifications are issued for the information for all intending bidders. Minutes of the pre-bid meeting shall form part of the tender. All other parts of the tender continue to remain unaltered. Submission of bid shall be construed to be in conformity to the tender document and amendments/ clarifications.
