(e-Tender No.: RBI/Bhubaneswar Regional Office/HRMD/2/24-25/ET/200) Pre-Bid meeting for the captioned tender is held on August 05, 2024 at RBI, Bhubaneswar from 11.00 AM onwards. This meeting was attended by three representatives from two Chartered Accountant firms and officials from the Bank. The list of participants is enclosed as Annexure I to this document. 2. The meeting started with a brief introduction of the e-tender by AGM, ABCC. The participants were informed that the last date for submission of the e-tender on MSTC portal, as indicated in the tender document, was August 19, 2024 till 12.00 PM. As mentioned in the tender, in the eventuality of the afore-mentioned date being declared as a holiday, the next working day shall become operative for the respective purpose mentioned therein. Considering August 19, 2024 being a holiday and the Bank remains closed on the said date, it was clarified that the last date for submission of the e-tender shall be the next working day viz. August 20, 2024 till 12.00 PM and Part-I (Technical Bid) of the e-tender will be opened on August 20, 2024 at 03.00 PM. 3. Subsequently, the queries raised by the prospective bidders / interested firms were clarified by the Bank’s officials, which are as under: | Sr. No. | Query | Clarification | | 1. | The concurrent audit report should be submitted to the Bank in the prescribed format. What is the periodicity and cut-off date for submission of the report? What is the format of the above report? | Please refer to the reporting requirements of the ‘Indicative Scope of Work’ mentioned in the tender (Page No. 24). The concurrent audit report should be submitted to the Bank in the prescribed format and the same should be uploaded in the Bank’s AMS portal within 10 working days from the end of the month to which the report pertains. The checklist for concurrent audit report is indicated as Annexure II. The checklist is subject to revision as per the extant instructions of the Bank issued from time to time. | | 2. | Whether Performance Bank Guarantee has to be submitted by all the bidders? | Please refer to Para VIII of the ‘Schedule of Tender’ indicated in the tender (Page No. 4). An amount equal to 5% of the contract value is required to be submitted as Performance Bank Guarantee by the successful bidder. | | 3. | Can the firms quote a price lower than the minimum monthly remuneration given in the tender? | Please refer to Paras 6 & 7 of the ‘Eligibility Criteria’ indicated in the tender (Page No. 15). The remuneration indicated in the tender document is minimum monthly remuneration i.e., ₹74,000 (excluding GST). The applications indicating less than the minimum monthly remuneration will be out-rightly rejected.
The firms may quote remuneration greater than or equal to the minimum monthly remuneration as per their commercial decision. | | 4 | Whether the presence of Chartered Accountant in the office is mandatory? | Please refer to Para 7 of the ‘Terms & Conditions’ indicated in the tender (Page No. 36). The presence of Chartered Accountant/ Partner of the firm on all working days during working hours is mandatory. | 3. The interested participants were advised to register on the MSTC portal, without which, bidding for the captioned tender is not possible. They were advised to contact MSTC personnel for any technical issues during the registration process or uploading of bid on the portal. 4. In case of any other query regarding the scope of audit or tendering process, the firms were advised to reach out to ABC Cell through the email ID and phone numbers mentioned in the tender document. 5. Minutes of the pre-bid meeting shall be treated as a part of the tender. All terms and conditions of the tender remain the same.
