The pre-bid meeting of the e-Tender for Service Contract for Deployment of Trained Fire Safety Personnel (Fire Supervisors and Fire Guards) at Reserve Bank Staff College (E-tender No. RBI/Reserve Bank Staff College/HRMD/1/24-25/ET/194[FireSupervisorsFireGuards]) was held as per schedule on July 31, 2024 at 11:30AM. The meeting was conducted in Conference Room of the College presided over by Smt Sasirekha V, Assistant General Manager and attended by representatives from two companies. As the value of the contract is more than ₹10 lakh, vendors are required to submit requisite EMD for participation in the tender. | | 2. | Whether security services or any other similar service other than fire safety will be taken into consideration for previous experience? | Only vendors with prior experience in deployment of fire fighting personnel will be eligible for participation in the tender process. | | 3. | Whether contractor can deploy his own guards or should utilize existing guards? | Considering the significant investments made to train existing fire safety personnel deployed in the College, few existing personnel shall be retained by the College taking into consideration feasibility and administrative convenience of the successful bidder. | | 4. | Whether previous experience should be produced in the format given in NIT? | It is clarified that previous experience should be submitted as per the format in Annex IV A & B of Tender Document. | | 5. | Is there any minimum ceiling for service charge in Part II bid? And suggested to fix minimum ceiling for service charge to avoid incompetent bidder winning the bid by quoting lower price and failing to provide proper service. | No such minimum service charge has been fixed for Part II bid. However, suggestions by the vendors were noted and was clarified that Service Charge is fixed for the contract period and upon renewal of the contract, service charge for the renewed contract period will be arrived at after giving benefit of indexation. | | 6. | Whether quote for Part II bid is to be submitted considering the revision of minimum wages by Ministry of Labour and Employment, Government of India in October 01, 2024? | While no comments on quote for Price bid was specified, it was clarified that in case of enhancement of minimum wages by the Central Government during the course of the contract, such enhancement shall be effected by the College, to the extent of meeting the payment of at least minimum wage requirement. | 3. All the above-mentioned points were noted and agreed by the representative of the firm: i. These minutes of pre-bid meeting shall form a part of tender document / Agreement. ii. Rest of the terms and conditions and specifications of the tender document shall continue to remain same. iii. The above clarifications are issued for the information of all the intending bidders. iv.
