Minutes of the Pre-Bid Meeting

1. Reserve Bank of India invites online e-tenders for Supply, Installation, Testing & commissioning of 400 KVA Diesel Generator Set with AMF Panel and Acoustic Enclosure, Bank’s Main Office Premises at Bhubaneswar. The work is estimated to cost Rs.42 lakh and is to be completed within 90 days.

2. The e-tender is to be submitted through the website www.mstcecommerce.com/eprochome/rbi. Tenders will be available to view/download as per the schedule given in the attached Schedule of tender (SOT). Only those bidders who comply following Pre-Qualification (PQ) criteria will be allowed to bid online:

(i) Bidder should have minimum 5 years’ experience in the field of undertaking similar works (works completed on or after March 31, 2017).

(ii) During last 5 years (work completed on or after March 31, 2017), bidder should have successfully completed

(a) Three similar works each costing not less than 40% of Estimated cost

OR

(b) Two similar works each costing not less than 50% of Estimated cost

OR

(c) One similar work costing not less than 80% of Estimated cost

AND

(iii) Bidder should have a minimum yearly turn-over of 100% of Estimated cost during the last 3 financial years (ending March 31, 2022)

AND

(iv) Bidder should submit solvency certificate from his Banker for the estimated cost of work

AND

(v) Bidder should have a full-fledged service set up in Bhubaneswar wherefrom required quality after sales services can be regularly provided.

Definition of similar work

Supply, Installation, Testing & commissioning of 400 KVA Diesel Generator Set with AMF Panel and Acoustic Enclosure.

The required documents evidencing above Pre-Qualification Criteria including work orders, completion certificates, TDS certificates etc, shall be submitted by the firm on or before the specified date as mentioned at para 6 below.

Note: Please Don’t attach unrelated papers. Papers supporting Pre-Qualification Criteria only need to be attached which include work orders with completion certificate, TDS certificates, CA certificates, certified balance sheets etc.

3. The contractors shall also be required to furnish, at the time of submitting Pre- Qualification papers, the following information in writing along with documents to satisfy the Bank about their eligibility for participating in the tendering process:

(a) Composition of the firm Full particulars (whether contractor is an individual or a partnership firm or a company etc.) of the composition of the firm of contractors in detail should be submitted along with the name(s) and address(es) of the partners, copy of the Articles of association/power of Attorney/any other relevant document
(b) Work experience and completion of similar works of specified value during the specified period Copies of the detailed work orders for the qualifying works indicating date of award, value of awarded work, time given for completing the work, etc. and the corresponding completion certificates indicating actual date of completion and actual value of executed similar works should be enclosed in proof of the work experience.
    The details along with documentary evidence of previous experience if any, of carrying out works for the Reserve Bank of India at any centre should also be given.
(c) Creditworthiness of the contractor & their Turn over during the specified period Copies of the Income Tax Clearance Certificates/Income Tax Assessment orders along with the latest final accounts of the business of the contractor duly certified by a Chartered Accountant should be enclosed in proof of their creditworthiness and turnover for last three financial years.
(d) Name(s) and address(es) of the Bankers and their present contact executives Written information about the names and address of their bankers along with full details like names, postal addresses, e-mail IDs, telephone (landline and mobile) nos., fax nos. etc. of the contact executives (i.e. the details of persons who can be contacted at the office of their bankers by the Bank, in case it is so needed) should be furnished
(e) Details of bank accounts Full particulars of their bank accounts, like account no., type, when opened etc. should be given
(f) Name(s) and address(es) of the Clients and their present contact executives. Written information about the names and addresses of their clients along with full details, like names, postal addresses, e-mail IDs, telephone (landline and mobile) nos., fax nos. etc. of the contact executives (i.e. the details of persons who can be contacted at the office of their clients by the Bank in case it is so needed) should be furnished.
(g) Details of completed works The client-wise names of work(s), year(s) of execution of work(s), awarded and actual cost(s) of executed work(s), completion time stipulated in the contracts (s) and actual time taken to complete the work(s), names and full contact-details of the officers/authorities/departments under whom the work(s) was/were executed should be furnished.

4. In the event of intending tenderer’s failure to satisfy the Bank, the Bank reserves the right to refuse their participation/reject their tender.

5. e-tenders in prescribed form shall be submitted in two parts. Part-I of tender will contain the Bank's standard technical and commercial conditions for the proposed work, tenderers' covering letter, tenderers' additional conditions, if any, and the EMD ₹ 84,000/- in the form of an irrevocable bank guarantee issued by a scheduled bank in the Bank's standard Proforma which is available in the tender-form OR a demand draft drawn on a scheduled bank favoring Reserve Bank of India payable at Bhubaneswar OR through NEFT as per details given below.

Part-II of tender will contain no conditions but Bank's Schedule of quantities, tender drawings, if any, and tenderers' priced bid only.

6. Tender forms will be available for downloading as described in SOT. A pre-bid meeting will be held at Estate Department, RBI, Bhubaneswar on the specified date in SOT.

7. The Pre-Qualification papers Superscribed as “Pre-Qualification documents for tenders of SITC of 400 KVA DG set at Main office premises at Bhubaneswar” addressed by name to Regional Director, Reserve Bank of India, shall be submitted to DGM, Estate Department, 2nd Floor, Reserve Bank of India, Bhubaneswar as per SOT for Bank's examination. The EMD of Rs. 84000/- only by way of online deposit or in the form of an irrevocable Bank Guarantee issued by a scheduled bank in the Bank's standard Proforma which is available in the tender-form is also to be submitted in an envelope superscribed as “EMD for SITC of 400 KVA DG set at RBI Main office premises at Bhubaneswar” and to be submitted before last date as per SOT. After scrutiny, if any of the contractors are not found to possess the required eligibility, their tenders will not be considered by the Bank for further processing.

8. Tender in prescribed form shall be submitted in two parts in online mode. Part-I tender will contain an online undertaking towards acceptance of Bank's standard technical and commercial conditions for the proposed work, tenderers' covering letter (Scanned copy to be uploaded) and Part-II (Price bid) to be filled and submitted online.

Tenders will be opened as described in the attached Schedule of Tender.

9. The applicant/tenderer shall also submit to the Bank as per the Schedule of tender:

(i) Client’s report(s) for the qualifying work(s) in the format given in the tender in a sealed envelope

(ii) Banker’s report in the format given in the tender in a sealed envelope

The Bank shall verify and evaluate the said reports before opening of the Part – II of the tenders. The Bank may also obtain Client’s and Banker’s reports independently for verification. If any tenderer is not found to possess the required eligibility for participating in the tendering process at any point of time and/or his performance reports received from his clients and/or his bankers are found unsatisfactory, the Bank reserves the right to reject his offer even after opening of Part - I of the tender and under such circumstances, Part-II of his e-tender shall not be opened. EMD shall be returned to him as it is.

10. The Bank is not bound to accept the lowest tender and reserves the right to accept either in full or in part any tender. The Bank also reserves the right to reject any or all the tenders without assigning any reason therefor.
