Extension of Time As part of the tendering process Pre-Bid Meeting for the Tenders floated by Issue Dept. namely (i) Supply of labourers for handling of coin bags and note boxes (ii) Supply of Cars and Tempo Travellers for accompanying remittance and (iii) Supply of sufficient number of fully covered Trucks for transportation of coins was conducted on January 21, 2020 at 15.00 hrs at Conference Room, Issue Department, RBI, Bengaluru. The list of RBI officials and representatives of prospective bidders who were present for the pre-bid meeting is given at the Annexure-I. 2. The participating agencies were briefed about the nature and scope of the work as also the bidding procedure and prerequisites for registering in the MSTC e-commerce portal. 3. The following points were discussed and clarified during the meeting: | Sl. However, the trucks should have metal body. Further since transportation of coins is carried out without any police escort, it is preferable to have a metal body with bullet proof covering which makes the movement of treasure more secure. | | 2 | Whether Bank Guarantee is mandatory since Security Deposit is in place? | Bank Guarantee (BG) and Security Deposit (SD) are meant for two different purposes. BG is for covering the value of coins under transportation while SD is the Performance guarantee for the work rendered by the vendor.
Hence both BG and SD are required. | | 3 | Whether uniforms are required for the contract mazdoors? | Two to three sets of uniforms should be provided to the mazdoors by the contractor to identify them in the Bank premises. | | 4 | What methodology will be adapted while settling the bills for Transportation of coins | Based on the report generated by GPS device fitted in the trucks, distance travelled by trucks will be calculated and bills will be settled electronically. Further the agency should submit itemised GST bills with breakup of rates and taxes. | | 5 | Whether any rise in the contract rates will be there while renewing the contract? | Initially Contract will be awarded for one year and thereafter will be renewed for two more years one at a stretch based on the satisfactory service provided by the contractor.
Any hike in the rates while renewing the contract will be based on the extant formula and change in CPI index. | | 6 | Whether any reference rates are provided? | Yes, reference rates are provided in the tender document based on the market survey conducted in this regard. Bidders are advised to consider the reference rate before quoting their bidding rates. Variations less than or more than 25% of the reference rate attracts clarification. | | 7 | Whether Truck drivers hired should be on permanent basis or can be taken on ad-hoc basis? | Minimum 5-6 drivers should be on permanent basis and other drivers can be hired on ad-hoc basis. | | 8 | Whether Toll charges are exempt while remitting coins? | Toll charges are not exempted while remitting coins and all such charges should be factored while quoting the rates. | | 9 | Whether car hire charges are paid Garage to Garage? | Car hire charges will be paid by calculating the Bank as starting point and not garage to garage. While quoting the rates vendors should factor the distance between the garage to the Bank and other charges if any. | The meeting ended at 16.00 hrs.
