Minutes of the pre-bid meeting - Providing Catering Services and Maintenance of Officers’ Lounge and Dining Room (OLDR) at Reserve Bank of India, New Delhi

The pre-bid meeting for the captioned tender (Tender Reference No: RBI/New Delhi/HRMD/3/19-20/ET/12) was held on July 23, 2019 at 02:30 p.m. in the Conference room, 1st floor of the MOB. The list of participants is as under:

2. It was clarified to the representatives of prospective Bidders that the purpose of the meeting was to give them an opportunity to clarify any doubts/queries regarding the tender process including bidding documents. Queries received from prospective bidders in response to the tender and the replies thereto are as under:

1 Technical Evaluation criteria Para 9 (Annexure-I) Points during the technical evaluation will be awarded to the tenderers based upon the site inspection of their one of the existing clients in Delhi-NCR.
2 Request related to synchronization of experience and audited financial statements required for the pre-qualification criteria. Para 1 & 2 (Pre-qualification Criteria) It was clarified that the Bank will notify the tenderers, in response to the request raised by the tenderers for submission of audited financial statements for FY 2018-19 instead of FY 2015-16 for pre-qualification criteria. The same will be uploaded as corrigendum on the Bank’s website and MSTC portal.
3 Categories of manpower required Para 9 (Annexure-II) As indicated in the e-tender document, it was explained to the participants that the contractor is required to deploy thirty to thirty five staff in the Bank premises for providing smooth catering services. The category of staff required may be decided upon by the applying tenderer. However, they have to comply with all the statutory laws pertaining to Contract Labour. The tenderers were advised to visit the Bank in the working hours to assess the requirement of desired manpower (catering staff, cooks, utility staff etc.).
4 Query related to tentative consumption. Part-II (Financial Bid) It was clearly mentioned to them that the consumption figures provided in the e-tender document are indicative and may vary slightly depending upon the number of working days in a month and requirements based on meetings/events held during that particular month.
5 Indicative rates for canteen Annexure-V The rates for canteen items as mentioned in Annexure-V of the e-tender document are indicative and will be decided upon by the Bank with the successful bidder (L1) on mutual terms and conditions. It was also briefed to the participants that the rates for canteen items must be reasonable.
6 Query related to infrastructure provided by the Bank Para 5 (Annexure-II) The provisions of infrastructure to be provided to the contractor was explained to the participants.
7 Monthly billing of PNG consumption Para 5 (Annexure-II) It was clarified that the monthly PNG consumption billing is approximately ₹ 35,000/- to ₹ 40,000/- per month.
8 Tenure of contract Para 1 (Annexure II) It was clarified that the contract will be initially for a period of one year which may be annually renewable for two more years at the discretion of the Bank on mutual terms and conditions.

3. Shri Pankaj Gupta, Assistant Manager briefed the participants regarding certain important points related to the e-tender document, which are as follows-

a) The last column in the Annexure-V of the e-tender document uploaded on MSTC portal may be read as "Indicative rates inclusive of all applicable taxes (INR)” instead of "Maximum rates inclusive of all applicable taxes (INR)”. Document uploaded on the Bank website is correct.
b) Pre-qualification criteria
(i) Consecutive experience of three years or more as on 01.07.2019
(ii) Min. turnover Rupees 1 crore and must be in profit (FY 2015-16, 16-17, 17-18). However, any change regarding the same will be intimated through the Bank website and MSTC portal.
(iii) EMD – ₹ 2,20,000/- ; MSE’s exempted on submission of valid documents.
(iv) Audited financial reports.
(v) Tenderer must have an office/establishment in Delhi-NCR.
(vi) Should also have one of their existing clients in Delhi-NCR.
(vii) Non fulfillment of pre-qualification will lead to rejection.
c) Performance Bank Guarantee as per Annexure-VI only (1 year plus 6 months)
d) Scope of work - bank premises structure, timings, infrastructure (table cloth and frills), billing, uniform, name tags, hygiene.
e) Storage and distribution of water bottles and biscuits
f) Annexure -III (Indicative Menu) is purely indicative in nature. Variety and quality in the same has to be ensured by contractor.
g) The staff deployed by the contractor shall be 30-35 on any single day.

4. The meeting concluded at 03:30 p.m. with remark that the prospective bidder who did not attend the pre- bid meeting were also eligible to submit their bids.
