Minutes of Pre-Bid Meeting - Supply of Sufficient Number of Trucks/Vehicles for Transportation of Notes and Coins and Supply of Labourers (Mazdoors) for handling Notes Boxes and Coin Bags, Ahmedabad

The captioned e-tenders were published on February 06, 2023, on RBI website and MSTC portal (e-Tender Nos.- RBI/Ahmedabad/Issue/25/22-23/ET/635, RBI/Ahmedabad/Issue/26/22-23/ET/637 and RBI/Ahmedabad/Issue/27/22-23/ET/638). The Pre-Bid meeting for the same was held at RBI, Ahmedabad on February 28, 2023 at 12:00 PM in the Meeting Room (4th Floor).

2. The following queries were raised by the representatives of the firms in the meeting and the Bank’s response to the same is provided below:

1 Is it mandatory to apply for all the three tenders or one can apply for any one of them. No. It is not mandatory to apply for all the three tenders. One can apply for any/all of the three tenders.
2 Whether the labour related work of loading/unloading of note boxes/coin bags is to be done by the labour contractor in case of award of transportation tender to separate vendor. The work related to loading/unloading of note boxes/coin bags shall be done by the vendor to whom the tender for supply of mazdoors is awarded.
3 Whether the bills for charges relating to loading/unloading of note boxes/coin bags at Currency Chests (CCs) is to be submitted to RBI, Ahmedabad or to the concerned CC for reimbursement. The bills for charges relating to loading/unloading of note boxes/coin bags at Currency Chests (CCs) is to be submitted to RBI, Ahmedabad for reimbursement. These charges shall be borne by RBI, Ahmedabad as per the contracted rates.
4 Whether the bills for charges relating to transportation of note boxes/coin bags to Currency Chests (CCs) is to be submitted to RBI, Ahmedabad or concerned CC for reimbursement. The bills for charges relating to transportation of note boxes/coin bags to Currency Chests (CCs) is to be submitted to RBI, Ahmedabad for reimbursement. These charges shall be borne by RBI, Ahmedabad as per contracted rates.
5 Whether the payments will be made for travelling of empty trucks. The payments will be made for trucks loaded with treasure only. No charges shall be paid for travel of empty trucks.
6 How many trucks will be required for transportation of remittance at a time. The requirement of trucks shall depend on the size of remittance (number of note boxes/coin bags).
7 On what basis the rates for transportation of notes/coins will be calculated. These rates shall be calculated on per Kilometre basis.
8 Whether charges other than loading/unloading of note boxes/coin bags like physically carrying of note boxes/coin bags from one floor to another at CCs will be paid by RBI. RBI shall bear the labour related expenses for loading/unloading of note boxes/coin bags at CCs. The charges for physically carrying the boxes from one floor to another at CCs shall be borne by the concerned CC.
9 Who shall be contacted in case of facing any technical difficulty while applying/bidding for tenders. The MSTC officials can be contacted as per contact details given in tender documents for any such technical difficulties. The tenderers may also contact RBI officials for any clarifications/difficulties faced regarding all three tenders.
10 Is there any requirement of minimum number of trucks for transportation. There shall be a minimum requirement of five fully covered container trucks/ vehicles of up to 9 MT Capacity.
11 How many vehicles will be required for Escort/Potdar accompanying remittances of Fresh Notes. Minimum of one vehicle each for Police Escort and Potdar will be required with each remittance of Fresh Notes.
12 What is the maximum distance that Trucks/Vehicles will be required to travel. The remittances shall be covering the entire State of Gujarat and UT of Daman and Diu and Dadra and Nagar Haveli or at any other place identified by RBI, Ahmedabad.
13 What is payment mode of EMD. The EMDs for all three tenders shall be paid through NEFT only.
