Minutes of Pre-bid Meeting - Supply of Sufficient Number of fully covered closed container trucks/vehicles for transportation of banknotes, Chandigarh

The pre-bid meeting for the captioned work was held at RBI, Chandigarh on February 14, 2023 at 03:00 PM in the presence of Reserve Bank of India (hereafter called as the Bank) officials where the following prospective tenderers participated.

The following queries were raised by the tenderers in the meeting and the Bank’s response to the same is provided below.

Sr. No. Requirement of the Bank as per Tender Document Queries raised RBI Remarks
1. Section III, 1 The tenderer shall supply sufficient number of fully covered closed container trucks/vehicles having metallic body of sufficient thickness, preferably bullet / tamper proof with secure tamper proof double locking arrangement, enabled with Global Positioning System (GPS), CCTV Surveillance System, Wireless Mobile Communication System with hooter and Fire Extinguisher for the transportation of banknotes packed in boxes. How many cameras are to be installed and what will be their positions on the trucks? It was informed that the trucks must have at least 4 cameras installed and to make necessary arrangements for appropriate surveillance of CCTV recordings.
2. Section III, 4 (xiii) The vehicles supplied by the contractor shall be of less than ten years old during the entire period of the contract and must be roadworthy and in good condition. These vehicles shall either be owned or leased by the contractors. In case of leased vehicles, the lease of vehicles shall not expire during the contract. Whether any relaxation in the age of the container trucks can be granted? It was informed that containers trucks/ vehicle should not be more than 10 years old throughout the period of contract. No relaxation can be granted in this criterion.
3. Section III, Para 5 (iii) The contract price/rate shall be all inclusive consisting of fixed & operating charges and based on the Scope of Work, vehicle being supplied and also include inter-alia, Drivers including other workmen’s salary/ uniform/ food/ allowances etc., Employees’ State Insurance Corporation (ESIC) payment, Employee Provident Fund (EPF) payment, Bonus payment, Gratuity, insurance & overtime wages, if any, parking charges, toll gate fees & all other levies/ charges.

(A) Previously, the toll charges and entry permits rates were quite relaxed, however, currently these rates are very high. It was suggested that toll charges, entry permit fees and parking charges may be paid on actual basis.

(B) What are the provisions for overtime charges/wages to be paid to drivers, in case, the remittance get delayed?

For both the cases, it was informed that contract price/rate shall be inclusive of such charges, if any.
4. Section III, 7 (ii) The workmen should be paid the minimum wages under the Minimum Wages Act, 1948 & the updated rules made thereunder. What are the Minimum Wages to be paid to the personnel employed by the contractor? It was informed that the contractor should adhere to Minimum Wages Act, 1948 and guidelines issued regarding the same by the concerned authority.
5. - - If, in future, some new taxes are implemented or permit fees are enhanced by the state or UT governments, whether they will be paid on actual basis, considering the same were not accounted for while forming the price bid? It was informed that all the aspects to be taken into account while furnishing price bid have been clearly indicated in the tender document in details. Please refer tender document for the same.
Further, all perceived hypothetical changes in rates cannot be commented.

  • The above minutes of pre-bid meeting shall form the part of bid document / Agreement.

  • The above amendments / clarifications are issued for the information of all the intending bidders.

  • The submission of bid by the firm shall be construed to be in conformity to the tender document and amendments / clarifications given above.
