Cancellation of tender Extension of Last Date of Submission dated March 20, 2023 Extension of Last Date of Submission dated March 01, 2023 e-Tender No: RBI/Bhubaneswar/Estate/380/22-23/ET/571 The Pre-bid meeting for the captioned e-tender was held on February 13, 2023 at 11:00 AM in the VC Room, 2nd floor, RBI, Bhubaneswar, to discuss some clauses of the tender and to clarify queries, if any, raised by the interested vendors/ bidders. Discussions were held among the representatives of the Bank and Vendor, clarifications arrived thereof are tabulated below: | S.N. | Subject matter of the discussion/ Queries raised by the interested bidders | Clarification provided by the Bank | | 1. | Queries regarding factory inspection and testing | The vendors were clarified that, before dispatch of the DG set along with AMF from the factory, the same shall be tested as per tender terms and conditions.
Further it was clarified that the contractor shall provide all the consumables like fuel, lubricant (including one initial charge) necessary for this testing. | | 2. | Queries regarding the certification of statutory authorities during of installation and commissioning of DG set | The bidders were clarified that they shall arrange for inspection of the installations by the statutory authorities and the entire installation should get certified. Defects, if any, pointed out by the above authorities shall be rectified free of cost. The fees to the statutory authorities only, if any, payable in this connection will be reimbursed by the Bank subject to submission of original receipt issued by the authority.
Further, it was clarified that wherever any statutory approval/ license/ NOC is required at any stage either before commissioning or after commissioning of the equipment/ system, the Contractor shall obtain the same by paying the requisite statutory fees/ deposit to the statutory authority directly and shall submit the original receipt to the employer for reimbursement. The Contractor shall be responsible for the liaison and follow-up with the statutory authority concerned for the purpose. | | 3. | Queries raised about terms of payment. | The bidders were advised that the payment shall be released as per the Clause SC 10 (viii) of Special Conditions of Contract of Part I of tender document | | 4. | Queries raised regarding the PBG terms. | The participants were clarified that the successful tenderer shall furnish on award of the works, an amount equal to 10% (ten percent) of the contract value for the work in the form of a Performance Bank Guarantee (PBG) from any commercial bank in the form prescribed by the Bank. This PBG shall be valid from entire contract period till the date of handing over of the newly installed DG set and further extend to cover DLP period of 2 (two) year as mentioned in the General Rules and Instructions to Bidders of the Schedule E | 3. Further, bidders were advised to carefully undertake the bidding on the MSTC and ensure that they are registered on the MSTC Portal/ Website. Bidders were asked to coordinate with MSTC Support Persons and Estate Department Officials if they face any issue while undertaking the bidding for the captioned e-Tender. 4. All the above-mentioned points were noted and agreed by the representative of the firms: -
These minutes of pre-bid meeting shall form the part of Bid document/ Agreement. -
Rest of the terms and conditions and specifications of the Bid document shall continue to remain same. -
The above clarifications are issued for the information for all the intending bidders. -
