Corrigendum - Design, Supply, Installation, Testing and Commissioning of Crash Rated Electro – Hydraulic Bollard System at entry gate of Reserve Bank of India, Kochi

E-TENDER NO.RBI/Kochi/Estate/224/22-23/ET/342

With regard to the captioned tender, it is informed that, the queries raised by some of the interested bidders by e-mail and the Bank’s remarks/clarifications to the queries are as follows.

2 Change in Payment Terms & Conditions. Mode of payment as mentioned in the tender Part- I, Section II of General Instructions to Tenderers and Special Conditions (3.30) - Page No: 24 are applicable to all intending bidders.
3 “Hydraulic Circuit: Inbuilt hydraulic power unit with each single bollard or Common Hydraulic Power Unit and must be IP67 / IP 68 certified” In this connection, it is clarified that the bidders may quote for “Hydraulic Circuit: Inbuilt/External hydraulic power unit with each single bollard and must be IP 67 / IP 68 certified”.
4 1) “Both variants of hydraulic units design acceptable – Separate hydraulics per bollard or a common Hydraulic unit for all bollards. This addition helps RBI in cost upfront and in needing maintenance spares for only one common unit.
2) Weather ratings – Most devices come with IP 67 ratings, and it is adequate for most applications”
In this connection, it is clarified that the bidders may quote for “Hydraulic Circuit: Inbuilt/External hydraulic power unit with each single bollard and must be IP 67 / IP 68 certified”.
5 “Hydraulic Circuit: Inbuilt hydraulic power unit with each single bollard or Common Hydraulic Power Unit and must be IP67 / IP 68 certified”. In this connection, it is clarified that the bidders may quote for “Hydraulic Circuit: Inbuilt/External hydraulic power unit with each single bollard and must be IP 67 / IP 68 certified”.
6 1. In internal units, hydraulic unit & 230VAC/415VAC connection is under the ground thereby exposing itself to India’s strong rains, sludge & mud. We are of the submission that over the years if insulation ever fails, 3Phase / single phase electricity will be in contact with bollard’s metal body which could be fatal to any operator. In External Power pack, only hydraulic fluid & 24VDC supply is below ground. Therefore, there no chances of electrocution.

2. Secondly in internal hydraulics if one hydraulic unit fails the whole bollard lane is to be stopped in order to take out the hydraulic unit from the ground. In case of external power pack, service can easily be done externally without the operations of lane being affected as all hydraulic component is above ground.

3. Weather enclosure has also been asked in Section VI point no. 2.2.2. it is to note that the same is applicable for external power pack only. We therefore request to make internal & external as both option and not be specific to only one option.

4. Hand pump has also been asked in Section VI point no. 2.1.11 to allow the Bollards to be raised manually in the event of a prolonged power interruption. it is to note that the same is applicable for external power pack only. We therefore request to make internal & external as both option and not be specific to only one option."
Both Internal & External are accepted.

In this connection, it is clarified that the bidders may quote for “Hydraulic Circuit: Inbuilt/External hydraulic power unit with each single bollard and must be IP 67 / IP 68 certified”.

It is also clarified that Emergency Diesel Generator supply as a backup will be provided by RBI in case of Power failure.

2. The yearly average rainfall data for the area is 3600 mm, instead of 1100 mm as mentioned in Section VI under Technical Specifications in Clause 2.1.16 of the tender -Environmental Data-

3. The clarifications offered vide this corrigendum are supplementary to the tender document and will form part of the tender document.

4. Based on the notified changes as per this corrigendum, bidders who have already finalised and submitted bids may revise the bid accordingly, if they desire so. MSTC portal has the option to “delete” bid and resubmit the bid.

5. All other terms & conditions of the tender remain unchanged.
