Gist of the queries raised by the prospective bidders and Bank’s clarification on the same is as follows.

1. Query: Is there any exemption on submission of EMD for the captioned tender?

Bank’s Clarification: There is no exemption on submission of EMD.

2. Query: What are the options available for submitting the EMD amount?

Bank’s Clarification: As per tender, EMD should be submitted in the form of Demand Draft/ NEFT/ Irrevocable Bank Guarantee and should reach the Bank on or before 2.00 p.m. on 31.10.2022

3. Query: What is the frequency of cleaning the panels and inspection / servicing of the plant?

Bank’s Clarification: Monthly or earlier, if required.

4. Query: Whether Site visit can be done to get the idea for execution of work?

Bank’s Clarification: Bank has arranged site visit for participants of the pre-bid meeting on October 19, 2022 and for others on October 25, 2022 at 11.00 am.

5. Query: Whether installation of Solar Optimizers or Micro-inverters in a ratio of 2:1 to the PV modules will be accepted?

Bank’s Clarification: Installation of Optimizers in 2:1 ratio is accepted. However, microinverters shall be installed in 1:1 ratio.

6. Query: Will there be any relaxation on penalty for reduced generation during initial 5 years?

Bank’s Clarification: Penalty for reduced power generation will be applicable as per terms and conditions of the contract.

7. Query: Whether Degradation factor will be taken into account on solar generation for the calculation of guaranteed average annualized energy?

Bank’s Clarification: Degradation factor of 0.7% per year from the second year of installation of the plant will be considered. For the first year, any degradation factor will not be considered. Minimum power generation should be 90% at the end of 10 years and 80% at the end of 25 years.

8. Whether guaranteed annualized AC energy output be kept between 1400 KWH to 1500 KWH per year per KWp?

Bank’s Clarification: Guaranteed annualized AC energy output is revised as 1480 Kilo watt hour (KWH) per year per KWp.

9. Query: Whether pre-delivery inspection of equipment at the factory premises is required?

Bank’s Clarification: Solar panels will be inspected at factory premises. Inverter will be checked at site.

10. Query: Whether Solar panels of less than 535 Wp capacity will be considered for the work? Whether string inverter will be accepted if microinverters / optimizers are not available?

Bank’s Clarification: There will not be any change in the technical specifications mentioned in the tender.

11. Query: Whether Bank will provide Wifi connection for the Solar Power Plant?

Bank’s Clarification: Bank will not provide any Wifi connection. Firm has to make their own arrangement of internet connection to the plant.

a. These minutes of pre-bid meeting shall form the part of bid document/Agreement.

b. Rest of the terms and conditions and specifications of the bid document shall continue to remain same.

c. The above amendments/clarifications are issued for the information for all the intending bidders.

The submission of bid by the firm shall be construed to be in conformity to the bid document and amendments/clarifications given above
