Minutes of Pre-Bid Meeting - Internal renovation (civil) work for CRPC at 5th floor, Main Office Building, RBI, Chandigarh

(e-tender no. RBI/Chandigarh/Estate/151/22-23/ET/234)

Pre bid meeting for the captioned work was conducted as per schedule at 11:30 Hrs on August 16, 2022 in the Estate Department, 3rd Floor, MOB, RBI, Chandigarh. Meeting was chaired by DGM, Estate Department. Full list of the participants is provided in Annexure-I.

2. Works to be done under all the items mentioned in Part-II of the tender document were explained to all the participants by AM (Tech. Civil) and JE (Civil). Make / models of various material to be used during the execution of work were intimated to the participating firms which are as follows:

3. The following queries / proposals were raised during the pre-bid meeting. The clarifications given by the Bank are as follows:

(a) M/s Ruprah Constructions Item no. 2.1 and 2.2 Please explain the difference in description of the two items. JE (Civil) clarified that in Item no. 2.1, gypsum plain board false ceiling system is to be provided (including suspension system for false ceiling).

Whereas in Item no. 2.2, only gypsum plain boards are to be provided and fixed for repairing an already existing false ceiling system. No work for suspension system for false ceiling is to be done under this item.
(b) M/s Rattan Builders Pvt. Ltd. Item no. 1.2 Please explain the work to be done in Item no. 1.2. JE (Civil) thoroughly explained the description of item. Also, the participating firms were informed that layout of the raceways will be shared during the execution of work. Similar work done in other parts of the Bank building were shown to the participating firms.
(c) M/s Ravish Iqbal Item no. 4.1 and 4.2 Please provide make of uPVC doors and windows. AM (Tech. Civil) explained the various make of uPVC doors and windows as mentioned above.

It is also clarified that the size / design of uPVC windows will be same as per the existing windows on site.
(d) M/s Ravish Iqbal General query Basic rates of few items are mentioned in Part-II of the tender. Will Bank pay the difference amount between basic rate mentioned in tender and rate at which item was procured to us? Manager, Estate Department advised all the participants that the lowest bidder must obtain prior written approval of the make / model to be used along with the market price from the Bank. If the invoice rate is lower than the basic rate, the difference will be adjusted from the payment of bill.
(e) M/s Ravish Iqbal Item no. 3.1 (i) Whether vertical hollock wood battens are to be provided OR vertical as well as horizontal members will be provided in wooden partition?

(ii) Is it a glazed partition?
(i) As mentioned in the description of the item, vertical as well as horizontal hollock wood battens are to be provided in partition.

(ii) Yes. As mentioned in the description of the item, 12 mm thick toughened glass is to be used in the same pattern as on existing other partitions at the site.
(f) M/s Ravish Iqbal General query Is there any drawing available of the site? AM (Tech. Civil) informed that drawing will be shared during the execution of the work. However, the site was visited by all the participating firms along with Bank’s Engineers.
(g) M/s Ravish Iqbal Item no. 4.1 Is there any requirement of granite projections over sill / jamb of the windows? No granite will not be used over sills / jambs. Only plaster is required. Also, no projections are to be made using cement plaster.

4. In addition to the above, all the participants were also advised that-

  • The successful bidder would be required to take measurements of windows in Day 1 so that the work will not delay on this account.
  • The contractor will be provided 10 days (from award of work) time for the purpose to get approved the basic items rates, material to be used during the execution of the Bank, to execute contract agreement with the Bank in the format provided in the tender document.
  • All statutory insurance covers / requisite documents would be required before starting the work and only then the contractor would be permitted to start the work.
  • The contractor has to apply for passes of workers, permission for working late, etc. well in advance.
  • Lift will not be used for shifting of heavy loads / construction material.
  • No compromise in quality and terms of the tender was be reiterated.
  • If the Contractor fails to complete the works within stipulated time, Bank may deduct liquidated damages from any moneys due to the Contractor @ 0.25% of the gross amount payable and subject to a maximum 10% of the gross amount payable as per Clause 27 of Section D of tender document.
  • Efforts to be made for supplying construction materials on holidays/beyond office working hours to avoid inconvenience in banking services.
