Minutes of Pre-Bid meeting - Management and Housekeeping (including catering) of Bank’s Visiting Officers’ Flats (VOF), Transit Holiday Homes (THH), Trainee Flats & Medical Flats at Sarojini Nagar, New Delhi and VIP Suites & Guest rooms at Bank’s Main Office Building, Sansad Marg & Rabindra Nagar, New Delhi

Corrigendum

The Pre-Bid meeting on the captioned subject was held on February 01, 2022 at 3.30 pm in RBI, New Delhi.

2. The queries raised by the prospective bidders and clarifications given thereof are as under:

1 Whether the MSEs exempted from depositing the EMD in the tendering process. No.
As per our tender document, MSEs are required to deposit EMD of ₹3,64,000/- in RBI Account.

2 Security Amount as per Ministry of Finance shall be @3% of the total tender Value. Will the same be considered in RBI? No.
The Successful Applicant shall furnish Security Deposit to RBI. The Security Deposit will be 10% of the tender value (rounded off to nearest ten thousand rupees).

3 How many rooms are there in each facility? 113 rooms- Sarojini Nagar
9 rooms- Rabindra Nagar
6 rooms- Main Office Building

4 Will there be any change in the manpower requirement of 50 workers? Initially, manpower of 50 workers is required. However, it may be increased on need basis by the Bank and wages for additional number of workers will be reimbursed accordingly by the Bank.

5 There are 3 region-wise categories (A, B & C) notified by Central Govt. according to which the wages are paid.
Which category rates are required to be quoted in the tender?
As the services are required in Delhi, the rates applicable to Delhi region are required to be quoted while bidding for the said tender.
6 Is the Bonus component paid to the worker required to be included while bidding for tender? Salary is inclusive of and in accordance with Minimum Wages Act, Employees Provident Fund and Miscellaneous Provision Act, Payment of Wages Act, Payment of Bonus Act, Payment of Gratuity Act, ESIC, etc., therefore, rates may be quoted accordingly.

7 Whether the quoted rates are valid if a bidder does not include bonus component and arrives as L1 in the tender process? The rates quoted are required to be inclusive of all the components as mentioned in point no.7 above. Therefore, application will summarily be rejected if any salary components mentioned in the tender document are found missing.
Calculation of each component may be asked for by the Bank, if desired.
8 Whether a company having experience of only Housekeeping and no experience of Catering or vice-versa, would be eligible? The bidders should have experience of having carried out similar works i.e. Management & Housekeeping (including catering).

9 What would be the criteria to employ worker by any contractor? All the workers employed by the contractor must have proper police verification and medical fitness certificate. The Vendor shall provide a certificate in this regard to the Bank. No worker may be employed without Bank’s consent.

10 Whether a firm having experience of similar work as mentioned in tender document in area outside Delhi are eligible to apply? As per the tender document experience of similar work is mandatory and there is no restriction on having the experience outside Delhi area. However, the tendering firms/companies should have an office in Delhi as on the date of the publication of this advertisement.

11 What items will be provided by RBI to run the facilities? All basic necessary items and infrastructure will be provided by RBI on as-is, where-is condition.
Damages/ breakages in crockery due to normal wear and tear will be viewed leniently by RBI, however, damages to any item due to reckless handling will be recovered from the contractor.

12 Minimum wages are required to be paid in which category viz. Skilled, Semi-Skilled or Unskilled? Staff to be categorised on the basis of the skill set required for a task and accordingly applicable wages are to be paid.

4. In addition to above, following points were also clarified in the meeting:

  • Only the Technical bid will be opened on February 16, 2022, therefore, Technical bid is to be filled in folder uploaded as Cover 1 on MSTC Website and Price bid is to be filled in separate folder uploaded as Cover 2 on MSTC Website. The bid from any bidder will summarily be disqualified if price bid is found filled in technical bid folder i.e. Cover 1.

  • The Price Bids shall be opened publicly on March 07, 2022, only for those bidders who qualify in Technical bid, in the presence of the bidder/bidders’ representative who choose to attend (only one representative per bidder). An intimation is required to be sent to Bank on the given e-mail id to attend opening of Price Bid. The combined score, qualitative score as assigned by the Technical Committee and the price bid, shall be reckoned to arrive at the final score of a bidder.

  • Plastic bottles are restricted for usage in any of the facilities. Water is required to be provided through jugs by filling it through Water dispensers in Sarojini Nagar and through RO in Rabindra Nagar and Main Office Building.

  • There is no Tender fee charged by RBI, however, amount of transaction fee mentioned in the tender document is charged by MSTC.

  • The contractor shall ensure that his workers observe cleanliness, maintain hygiene by wearing proper apparels and gear, and are properly dressed in clean uniform with identity cards (to be provided by the contractor), etc. during their hours of service.

5. All the bidders were suggested to visit VOFs, THHs, etc. at New Delhi to assess the work, if desired. A prior approval may be obtained from the Bank in this regard.

6. The meeting concluded with remarks that the prospective bidder who did not attend the pre-bid meeting today may refer to pre-bid meeting minutes which will be uploaded on RBI/ MSTC Website shortly.
