Minutes of Pre-Bid Meeting - Facility Management Service (FMS) and Annual Maintenance Contract (AMC) for Computer Hardware, Software and IT Peripherals at Reserve Bank of India, Chennai

The pre-bid meeting for the above Tender was conducted online on February 01, 2022, at 11:00 AM through CISCO WebEx. The meeting was attended by Officials from RBI, Chennai and representatives of Vendors. The list of participants is given in Annex. The queries raised by the Vendors and clarifications given by RBI are listed below.

(1) Wages and payment
(a) Whether wages are to be paid as per minimum wages prescribed by Central Government or State Government? Wages are to be paid as per minimum wages prescribed under Minimum Wages Act, 1948 issued by the Central Government.
(b) The majority of the cost of Tender will be on account of the cost of wages if calculated as per minimum wages prescribed by Central Government. The Vendor is required to quote the total cost taking into account all the items of the scope of work and terms and conditions of the Tender.
(c) If there is any increase in the minimum wages during the contract period, whether RBI will pay additional charges? This has been explained under Section II- Para 8 (iii)(a) that during the Contract, increase in the minimum wages, if any, as announced by the Central Government will be borne by the Bank, to the extent of meeting the minimum wages requirement, subject to producing documentary evidence for disbursing the increased wages to the Resident Engineers (REs) deployed.
(d) Whether the payment to Vendor can be made on a monthly basis? As mentioned under Section II- Para 16.4, the payment to the Vendor shall be done on a quarterly basis.
(e) ESI will not be applicable to high-skilled workers. Whether separate insurance cover should be availed? Any insurance on the top of it can be provided to the employee by the Vendor at its discretion. However, the Bank shall not bear any cost of it.
(2) Assets
(a) (i) Provide the details of asset covered under warranty (ii) After the warranty period, whether the asset will be covered under AMC.

(iii) Whether the same Vendor will provide service for such assets?
(i) The list of assets under warranty along with its make and model has been given in Annexure VIII of the Tender document.

(ii) After the warranty of an asset is over, the Bank will decide regarding the inclusion of such asset into the AMC list. In case of any such inclusion, the Vendor will be duly informed and AMC charges will be revised on a pro-rata basis. This has been explained under Section II-Para8(iii)(b).

(iii) The same Vendor will provide the service for such assets.
(b) Whether assets like IPad, Macbook, Microsoft Surface, currently under Warranty, will be brought under AMC in future? The Vendor shall provide basic L1 support under FMS during warranty period of assets like IPad, Macbook, Microsoft Surface. Since such assets will need service from Authorized Vendor only, these assets will not be covered under AMC.
(c) What type of support is required for handling high-end critical system like Servers? The Vendor should provide back-to-back support in case of such assets.
(d) Number of assets under AMC during the contract period may be fixed. The list of assets under AMC and Warranty has been provided in Annexure VIII of the Tender document. However, the list is dynamic and is subject to change based on replacement policy of the Bank. On inclusion of more assets in AMC, the Vendor will be duly informed and AMC charges will be revised on a pro-rata basis.
(e) Whether the consumables are covered under AMC? As stated in Section II- Para 15(vii), the consumables will not be covered under AMC. However, in case there is a need for replacement of such part, the Vendor shall replace it at an additional cost to the Bank on submission of proper bills.
(3) Software
(a) What kind of support is expected vis-à-vis Oracle Software? Basic L1 support like installation, updation etc is expected.
(4) Manpower
(a) Category of Resident Engineers (REs) is not specified in the Tender document The categories of REs have been clearly mentioned in the Tender document (Section II; Para 16.3; Page No-20)
(b) What experience and type of Skill is required in case of Helper? This has been mentioned under Section II-Para 16.3. The Helper shall be treated as a semi-skilled worker.
(c) From which date will REs be required to be deputed? As explained in the para 1 of NIT, the period of contract is for one (01) year from April 01, 2022, to March 31, 2023. Hence the deployment of requisite number of REs will be required from April 01, 2022.
