Minutes of the Pre-Bid Meeting & Corrigendum - Providing Integrated Facility Management Services (IFMS) at College of Agricultural Banking (CAB), Reserve Bank of India, Pune

E-Tender Number - RBI/CAB Pune/402/21-22/ET/402

The captioned meeting was held on January 24, 2022 at 11.00 am through Cisco WebEx. Shri Narayan, DGM led the discussions and the meeting was attended by the Principal, Vice-Principal and other officials of CAB and prospective bidders. While welcoming the participants, Principal shared his views and expectations from the vendors. All the vendor representatives were requested to put forth their doubts / queries which were discussed and are clarified as below. It was reiterated that this is supplementary to the tender document and will form part of the tender. In case there is any conflict between the tender document and the corrigendum, the latter shall prevail:

2. Part-1 Bidders Eligibility Criteria Para 1.3 (f) Whether requirement of total workforce of 25000 and above may be reduced? The conditions stipulated in para (f) of Part 1- Bidder’s Eligibility Criteria should be strictly followed.
3. Existing number of work force in Pune As regards workforce in Pune, whether number of employees attached with IFMS projects in Pune is required to be given or number of all employees posted in Pune may be given? Total number of workforce in Pune and number of employees associated with IFMS projects in Pune may be given separately.
4. Part II - Price Bid Sr.No.2 Clarification was sought on 15% over and above the minimum wages. It was clarified that 15% is the maximum limit of service charges the vendor can quote over and above the Annual Cost of deploying manpower.
5. General Query Whether IT assets like PC, laptops etc. would be provided by CAB? CAB will provide one PC and one printer for front office. The remaining IT assets will be arranged by the vendor.
6. Part-1 Bidders Eligibility Criteria Para 1.3 For establishing the experience whether agreement in place of work order can be treated as valid document? Agreement can be treated as proof of work if supported with documents like invoices/ Yearly Turnover certification in client certificate (on client’s letterhead) corresponding to agreement period.
7. Part-1 Bidders Eligibility Criteria Whether combination of Housekeeping and Electrical services will come under category of IFMS? Please refer to Section III (Part 1- Bidder’s Eligibility Criteria) of the tender document (Page No. 13) wherein minimum work areas and mandatory work areas for IFMS have been clearly defined.
8. Part-1 Bidders Eligibility Criteria Point (j) The tenderer should have a Mobile application-based Complaint Management system. Whether it will be on chargeable basis? The vendor has to provide mobile based Complaint Management System at own cost.
9. Section IV – Part I Para No. 18 Whether the WC Policy is applicable to all even if employees are covered under ESIC. Yes, all the conditions mentioned in para no. 18 on page 21 of tender document are to be strictly followed.
10. Section IV – Part I Para No.52 The successful Bidder is bound to carry out all items of work necessary for performance of the job even though such items are not included in the quantities and rates. Schedule of instruction in respect of such additional items and their quantities will be issued in writing by the College. Please elaborate the additional items of work activity and the same will be chargeable or not. The vendor is required to carry out all activities as per tender documents including repair works. While the CAB reserves the right to modify/change the scope of work as per its needs, no additional payment will be made for minor works assigned in addition to original work. In cases of major works, the same will be paid by CAB.
11. Section V – Broad Scope of Work Point No. 1.4 Cleaning Materials - do we need to consider the same in tender Bid? Cleaning material will be provided by CAB. In case it is supplied by the vendor, amount will be reimbursed. However, for services like washing / cleaning of linen, curtains etc., no cleaning material will be provided by CAB as rates for laundry services are being quoted separately. Please refer to Corrigendum.
12. Section V – Broad Scope of Work Point No. 1.6 Whether charges for AMC of OWC are to be included in the quotation? The cost of repairing of the OWC, if required, will be borne by CAB. However, all materials required for composting of waste, running of OWC plant, etc. will be supplied by the vendor.
13. Section VI – Detailed Scope of Work Point No. 15 With respect to Medical Check-up the Fitness certificate and other required medical test will be done once in a year or once in 6 months - please clarify. Medical certificate for all will be required at the time of Joining and thereafter once in a year. Further, fitness certificate will be required in case any new staff member joins later on.
14. Section VI – Detailed Scope of Work Point No. 15 What will be the frequency of the Covid test (RT-PCR)? It is mandatory for all to produce the results of RT-PCR test at the time of joining and thereafter all symptomatic persons will be required to undergo RT-PCR test. In case the test is conducted by the Bank in camp mode, it will be mandatory for all to undergo RT-PCR test, for which the Bank will bear the cost.
15. Section VI – Detailed Scope of Work Point No. 20 The rates shall be applicable for attending complaints at all heights, floors, levels and the contractor has to make his own arrangements of ladder /scaffolding, etc. - if any Heavy equipment's required the same will be provided by CAB or need to be arranged by Vendor. To be arranged by the vendor. To assess the requirement, the vendor may seek appointment to visit CAB campus and the colonies.

Cleaning of Under Ground Sumps & Over Head Tanks
Please provide details Under Ground tank and overhead tanks with capacity in litter. There are about 45 water tanks including ten underground tanks in the CAB campus and other colonies. For complete assessment, vendor may seek appointment to visit CAB campus and the colonies.

Plumbing & Sanitary Installations.
Electrical & Electro Mechanical Installations.
Consumables and Materials will be provided by CAB - please clarify. Small consumables like white cement, nails, screws, thread, sealing paste, Teflon tapes, joint fillers, bolts, nuts, washers, etc. required for attending day to day maintenance work are to be provided by the vendor. Other major consumables will be provided by CAB.

General Query Toiletries Like, Toilet Papers, Tissue Papers, M-Fold / C-fold, Soap hand wash, garbage bags, Toilet Air Fresheners etc. - CAB will provide or contractor to provide on reimbursable basis? These items will be provided by CAB. If any such item is provided by the vendor, the cost of the same will be reimbursed.
19. Annex B
Transportation Charges
Transportation will be provided by CAB for Staff to commute from one facility to another. No transportation charges will be paid for the same.

Plumbing & Sanitary Installation Point No. iv
Cleaning of Sewer Lines, removal of sludge from manholes to septic tanks up to municipal manhole and disposing will be charged at actual or need to consider in the quote. The charges need to be considered in the quote. To assess the requirement, the vendor may seek appointment to visit CAB campus and the colonies.
21. Annex C
Upkeep and maintenance of Garden
Details required of Potted Plants in Numbers and Categories. The vendor may visit CAB campus and the colonies with prior appointment.
22. Section IV General & Special Conditions Point. No.13 As per the Tender Documents, the wages to be considered on Central Minimum Wages, however if any vendor considers any other structure of minimum wages for lower cost, will that be considered for financial Evaluation. Central Minimum Wages will be considered.
23. Annex D Provision of Golf Cart The vendor should be in a position to provide the same at mutually agreed rates. However, CAB may submit the requirement one month in advance.
