Minutes of Pre-bid meeting - Supply, Installation, Testing & Commissioning of SMF batteries in FR casing for UPS systems of Bank’s Main Office Building in Ahmedabad

Corrigendum

In terms of Schedule of Tender of Part-I of the tender document on the captioned subject, a Pre-bid meeting was held on September 30, 2020 at 03:00 pm through Cisco Webex App.

2. Five firms participated and attended the said meeting. The list of participants is given below:-

3. The meeting was presided over by AGM(ED) and it began with introduction of team members from Estate Department present in the meeting. AM (Technical) asked if the participants are having any doubts/queries with regard to Terms and Conditions of the Tender. Thereafter, the participants were asked to raise queries one by one.

4. Various queries were raised by the participants during the meeting and were addressed. The issues raised by them regarding the Technical and Commercial Specifications and other Terms and Conditions were clarified and the same was agreed upon by all the participants. The clarifications to the points raised by the vendors are furnished in the Annex.- A.

The queries raised by the vendors and their clarifications are furnished as under:

1. Introductive para and para 2 of Section II of General Instructions to tenderer(s) & special conditions The participants inquired about details of Completion Certificate for the qualifying works? It was clarified that in order to be eligible to participate in the Tender, the firm has to submit completion certificates as per the Tender Terms and Conditions.

The completion certificates should be signed and stamped by the Competent Authority.
2. Point (e) of introductory para of Section II of General Instructions to tenderer(s) & special conditions The participants inquired about requirements of having a service setup in Ahmedabad. It was informed that in order to be eligible to participate in the Tender, the firm must have in place, a service set up in Ahmedabad for rendering after sales service.
3. Para 13 of Section II of General Instructions to tenderer(s) & special conditions Participants inquired if it was mandatory to provide batteries with FR casing, in case they are to replace defective batteries during the DLP or warranty period. The participating firms also raised concern over the time given to provide a replacement to defective batteries, citing lack of ready availability of batteries with FR casing. It was informed to all the participants present in the meeting that only batteries with FR casing will be accepted as a replacement to defective batteries. However since these batteries are to be specially manufactured and are not readily available, as pointed out by the participants, it was decided that the replacement battery which will be provided immediately (within 48 hours) of receiving the complaint, need not be the one with an FR casing. However this shall be treated only as a temporary arrangement till batteries with FR casing are supplied by the firm within 30 days from the date of receipt of complaint. All other clauses, including Penalty Clause, shall remain unaltered.
4. Introductive para and para 2 of Section II of General Instructions to tenderer(s) & special conditions The participants inquired about relevant previous experience with similar works? It was informed to the participating firms that work experience in public as well as private sector organizations will be considered for the purpose. However, in case the work has been carried out for a private organization/ customer, the bidder needs to upload (apart from copies of Work/ Purchase Order) TDS certificates for the payment made, for the work to be counted as relevant experience in carrying out similar works.
5 Para 14 of Section II of General Instructions to tenderer(s) & special conditions Participants asked questions on selection whether it will be on performance based or it will be given to L1. The participants were informed that selection will be based on L1, which shall be arrived at after taking into account rates quoted for supply of new batteries as well as buyback for the old batteries. However, the Bank reserves the right to reject single or all the e-Tenders without assigning any reason there for.
6 Para 16 of Section II of General Instructions to tenderer(s) & special conditions Para 24 of SECTION III: The Conditions Hereinbefore Referred To Participants asked to explain about insurance policies and time for submitting policies. The participants were informed that the insurance policies shall have to be taken by the successful bidder after award of work, in accordance with conditions laid down in the tender and shall have to be submitted within stipulated time.
7. E- Tender Notice and SECTION V: Technical Specifications The participants asked about eligibility criteria for Authorized dealers. The participants were advised that only OEM or its Authorized dealer (with valid Authorization certificate from the OEM for participating in the tender process) having minimum 5 years of relevant experience (as on August 31, 2020) in the field of undertaking similar work will be eligible for the work.
8 Approved Make in Section V: Technical Specifications M/s Exide has requested to include their brand in list of approved makes. The Bank will issue corrigendum regarding the same subject to M/s Exide meeting all the eligibility criteria stipulated in the tender.

4. This document of Minutes of Pre-Bid Meeting shall form a part of the tender and a duly signed & stamped copy of the same has to be uploaded by the bidder along with Part-I of the tender. Any bid received without a duly signed and stamped copy of this document is liable to be rejected.
