Minutes of Pre-bid meeting - Supply, Installation, Testing and Commissioning (SITC) of domestic (RO + UV + UF + mineral enhancer based) storage type water purifier in Bank’s Staff Quarters ‘Utkarsh’ at Subhash Bridge in Ahmedabad

In terms of Schedule of Tender of Part-I of the tender document on the captioned subject, a Pre-bid meeting was held on September 30, 2020 at 11:30 a.m through Cisco Webex App.

2. 04 firms participated and attended the said meeting. The list of participants is given below:-

3. The meeting was presided over by AGM(ED) and it began with introduction of team members from Estate Department .AM(Technical) asked if the participants are having any doubts/queries with regard to Terms and Conditions of the Tender. Thereafter, the participants were asked to raise queries.

4. Various queries were raised by the participants during the meeting and were addressed. The issues raised by them regarding the Technical and Commercial Specifications and other Terms and Conditions were clarified and the same was agreed upon by all the Participants. The clarifications to the points raised by the vendors are furnished in the Annex.- A.


Annex - A

The queries raised by the vendors and their clarifications are furnished as under:

1. Para 3.1.2 of Section III of the Tender Document The participants enquired about details of Completion Certificate for the qualifying works? It was clarified that in order to be eligible to participate in the Tender, the firm has to submit completion certificates as per the Tender Terms and Conditions.

The completion certificates should be signed and stamped by the Competent Authority.
2. Clause 7 of Schedule of Tender of the Tender Document The participants enquired about exemption of Micro, Small & Medium Enterprises from furnishing Earnest Money Deposit (EMD)? As per conditions laid down in the tender, MSEs (Micro and Small Enterprises) are exempted from submission of Earnest Money Deposit. However, firms falling under this category and claiming the exemption are required to upload MSE registration certificate on MSTC portal.
3. Clause 3.1.2 of Section-III of the Tender Document The participants enquired about relevant previous experience with similar works? Yes, the work experience in public as well as private sector organizations will be considered for the purpose. However, in case the work has been carried out for a private organization/ customer, the bidder needs to submit payment advice and TDS certificates for the payment made, for the work to be counted as relevant experience in carrying out similar works.

Also, the term “similar works” means supply of domestic water purifiers. Experience claimed towards supply of industrial purifiers or RO systems/ water coolers/ water dispensers shall not be considered relevant while evaluating the bids.
4. Clause 3.24 of Section-III of the Tender Document Instructions given to all the participating vendors in the meeting. The participating vendors were informed that the Tender will be evaluated on the basis of Total cost of ownership which shall be arrived at after taking into account rates quoted for all three items of Part –II (Price Bid) of the tender, as per formula given therein.

The Original Equipment Manufacturer (OEM) can participate in the tendering process directly or through one of its authorized dealers. However, in the latter case, the authorized dealer needs to upload a letter of authorization from OEM for participating in the tendering process. Additionally, the participating firm, whether OEM or its dealer, must submit an undertaking from OEM for providing maintenance support during the service life of the product i.e. minimum 6 years from the date of virtual completion of the captioned work as per the format given in Annex A.

4. This document of Pre-Bid Meeting shall form a part of the tender and a duly signed & stamped copy of the same has to be uploaded by the bidder along with Part-I of the tender. Any bid received without a duly signed and stamped copy of this document is liable to be rejected.
