Minutes of Pre-bid Meeting - Supply, Installation, Testing and Commissioning of 50 KWp Grid Connected SPV Based Solar Power System for Reserve Bank of India Main Office Building, Thiruvananthapuram

The pre-bid meeting for the captioned e-tender was held on November 6, 2019 at 11.00 AM in Video Conferencing Room of Reserve Bank of India, Thiruvananthapuram. The meeting was chaired by Shri V.R. Praveen Kumar, General Manager. Officials from Estate Department and Representatives from five companies (as per Annex) participated in the meeting.

2. Smt.T K Shailakumari, Asst. Manager attached to Electrical Division welcomed the participants to the meeting and briefed about the proposed work She requested Shri Sureshkumar, AM(Tech) to explain our requirement towards installation of 50 KWp Grid Connected SPV Based Solar Power System and requested the prospective bidders to come out with their queries, if any, after going through the tender document.

Details of queries raised by representatives of various companies/agencies and clarification/ comments of the Bank are summarized below:

  1. Shri Visal Varghese, representative of M/s Go Green Solar, enquired about the termination point provision. It was clarified by AM (Tech- Electrical) that the AC cable up to SFU near AC panel of solar system will be arranged by the Bank and that from SFU to panel should be done by the agency. It was also explained that reverse relay mechanism is not included in the work.

  2. Shri. Vignesh of M/s Team Sustain enquired about the brand specification for panels/inverter and it was clarified that any brand as per MNRE standard should be used.

  3. As regards the query raised about GST, Shri R Sureshkumar, AM (Tech- Electrical) clarified that the Rates quoted online by the Tenderers in the “Rate Column” should be excluding GST. GST and multiplying factor (for AMC charges) will be factored in automatically by the system (which can be viewed by the tenderer while filling rates online) during furnishing of Price Bid to arrive at the Final/Gross Amount. The tenderers must submit all the required documents supporting the prequalifying criteria, as per Annexures given in tender while uploading the tender document.

General Manager enquired about the timelines about the execution of work and requested that the successful bidder need to complete the work at the earliest. He also emphasized about the need to take necessary insurance cover to the workers with RBI as the principakl employer before staring the work.

The meeting concluded at 11.30 am.
