Clarifications/Corrigendum - Hiring of Consultant for conducting Assessment Centres for officers in Grade ‘C’/Assistant General Manager rank of Reserve Bank of India, Pune

(E-Tender No.RBI/CAB Pune/10/19-20/ET/10)

Pre-bid meeting in connection with the captioned e-tender was held on July 31, 2019 at 1200 hours in the Iravati conference room of College of Agricultural Banking, Reserve Bank of India, Pune. Prospective bidders attended the meeting and a few bidders had emailed their queries. The queries raised by the prospective bidders and the clarifications/corrigendum are as under:

1. “3 works of at least 40% of estimated cost”- Here estimated cost is the tender value (60 Lakhs as mentioned by them) or Bidder’s quoted cost for this project? (Reference: Notice inviting e-Tender & Schedule of Tender (SOT))

Estimated Cost is Rs. 60 Lakh (exclusive of GST).
2. Can we consider clients with whom we have successfully completed AC/DC projects after March 2018? (Reference: Section – I Eligibility Criteria & Important Information, Para 1.1.1)

No. Contracts completed as on March 2018 will only be considered for technical evaluation purpose. However, it is open for the bidder to submit details regarding the contracts successfully executed during the year ending March 31, 2019 for our information purposes.
3. Can we include clients for whom we have done Online Development Centre and Virtual Assessment Centre? (Reference: Section – I Eligibility Criteria & Important Information, Para 1.1.1)

No. Bidders should exclude clients for whom Online Development Centre and Virtual Assessment Centre were conducted.
4. Eligibility Criteria: e) The bidder should have a pool of at least 3 assessors on its roll;

Can the remaining 3 be external, empaneled assessors?
(Reference: Section – I Eligibility Criteria & Important Information, Para 1.1.1, ‘e’)

Yes. The bidder should have a pool of at least 3 assessors on its rolls.

(Reference: Section – I Eligibility Criteria & Important Information, Para 1.1.1, ‘f’)

The remaining 3 assessors could be contractual/empanelled/ad-hoc, provided they possess the profile and experience data indicated in Para 1.1.1 ‘e’.
5. Under Section V on pg 30, the subject line reads: “Tender for hiring of Consultant for conducting Assessment Centre for AGMs and GMs of Reserve Bank of India.” Can we manually edit the same, as we understand this is only for promotion of AGMs? (Reference: Section V- Form of Tender)

The words “Tender for hiring of Consultant for conducting Assessment Centre for AGMs and GMs of Reserve Bank of India.” in section V of tender document will be read as
“Tender for hiring of Consultant for conducting Assessment Centre for AGMs of Reserve Bank of India.”
6. Under Section II: 2.1.d- “In addition, the executives are also to be provided with feedback of their assessment in the form of a competency-wise report.” Are assessors required to give one to one/group feedback to the participants after the AC? (Reference: Section - II: Scope of Work, Para 2.1 ‘d’)

No feedback would be required to be given. The successful bidder is required to submit an individual report for each assessee and a consolidated report for all the iterations of AC. The successful bidder shall obtain prior approval of the Bank for the format of the reports, both the individual reports and consolidated reports as mentioned in section II (Scope of work) of the tender document.
7. What can be the maximum number of participants in each AC? (Reference: Section - II: Scope of Work, Para 2.2 ‘b’ , ‘c’)

The maximum number of participants for each AC would be 18.
8. Are the participants from the same functions? If not, would you want the consultants to come up with one set (comprising of 4 to 5 exercises) for all the participants or different sets for different functions. (Reference: Section - II: Scope of Work, Para 2.2 ‘c’)

The participants are not from the same function. The successful bidder should come up with one set for all the participants.
9. We have undertaken ADC for very well known companies in India. However, we are under NDA (Non Disclosure Agreement) and shall not be able to furnish the Client performance certificate. How the same would be treated? (Reference: Section – I Eligibility Criteria & Important Information, Para 1.1.1 ‘b’)

In case of any practical difficulty in obtaining the client certificate in the format prescribed, it is open for the bidder to submit the completion certificate issued by their client which indicates the level of performance by the bidder. As per section I of the tender document, “the Bank reserves the right to obtain client reports directly from the clients of the bidders.”
10. When is the contract required to be completed? (Reference: Section - II: Scope of Work, Para 2.3)

The time-line for each activity is prescribed in the tender document. The first iteration of AC is likely to commence by the first week of September 2019 and the last iteration is likely to be completed by the end of September 2019. However, the exact dates shall be finalised by the successful bidder in consultation with the Bank.
11. Whether Behaviourally anchored rating scale (BARS) is available? (Reference: Section - II: Scope of Work, Para 2.2 ‘c’)

The behavioural indicators are available. However, the scale and the indicators shall be finalised by the successful bidder in consultation with the Bank after award of contract.
12. Whether the signed Articles of Agreement at Annex 14 is required to be submitted along with the technical bid? (Reference: Section III: General instructions to Bidders, Para 3.20)

No. The articles of agreement would be executed with the successful bidder after the award of contract.
