Minutes of Pre-Bid Meeting - Supply of Sufficient Number of adult and able bodied labourers for handling of coin bags and note boxes, Chennai

Pre-bid meeting for the captioned tender was held on July 29, 2019 at 3 PM in Issue Department, RBI Chennai. List of officials from Issue Department, Chennai and representatives from interested agencies who participated in the meeting is given in the Annex.

2. The discussions held with the agencies’ representatives and clarifications arrived thereof are mentioned hereunder.

i. Whether it is mandatory to have a representative office in Chennai while applying for tender? In case of successful award of contract, the tenderer is required to have a representative office in Chennai. The tenderer need not have an office in Chennai at the time of applying for the tender.
ii. Who shall bear the stamp duty / other charges? Stamp duty and other ancillary charges shall be borne by the contractor.
iii. Is it mandatory to have the antecedents of the labourers verified before submitting the bid? The tenderer may upload a ‘Letter of Intent’ in this regard with the Technical Bid Form. He should give the complete names and addresses of labourers employed by them along with recent passport size photographs and police verification certificate before the commencement of the contract.
iv. Prospective bidders enquired the number of labourers to be deployed on any particular day. Number of labourers required is dependent on the work scheduled for the particular day. On any particular day, labourers required can range from zero to thirty. The Contractor shall supply approximately ten adult and able bodied labourers for the first seventy five boxes and one additional able bodied labourer for every subsequent thirty five boxes. Further, the Contractor shall supply approximately five adult and able bodied labourers for the first thousand coin bags and one additional able bodied labourer for every subsequent three hundred coin bags.
v. Prospective tenderers enquired about the volume/frequency of work It was clearly mentioned to the prospective tenderers that frequency of work depends entirely on the supply and demand for currency in the Chennai Circle. Reserve Bank of India is not under any obligation whatsoever to provide any minimum value of work to the winning bidder.
vi. Prospective tenderers enquired about the intimation time that will be given They were asked to refer Point (i) and (iii) under Duties of Contractor in Section III of the tender document.
vii. Prospective tenderers enquired about the place of work Labourers may be required to work at RBI Office, railway stations or any other place identified by the General Manager, / Deputy General Manager-in-Charge, Reserve Bank of India, Issue Department, Chennai or any of his subordinate officer(s).
viii. Is it mandatory to pay ESI and PF to all the labourers? Tenderers were advised to refer the head Compliance with Statues in Section III of the tender document. All relevant laws in force in the country and state(s) concerned will have to be complied with by the contractor.
ix. What will be the working hours of the labourers? Labourers are usually required to work on week days from 9:45 AM to 5:30 PM depending on the position of work. However, as mentioned in Point (ii) of Duties of Contractor under Section III of the tender document, Contractor will have to supply labourers even if it requires working beyond ordinary business hours or on day/days declared as Public Holiday/s under the Negotiable Instruments Act, 1881 or any other extant statute / provision applicable in this respect.
x. Whether MSMEs are exempted from EMD, tender fee and security deposit? Only tenderer falling under the Micro and Small Enterprises (MSEs) category and holding a valid Udyog Aadhar Certificate shall be exempted from paying Earnest Money Deposit, and meeting the minimum prior work experience and turnover clauses. To avail these benefits, the tenderer will have to upload along with a valid Udyog Aadhar certificate, necessary proof to the effect that it is a MSE and a declaration stating the same with the Technical Bid Form.

No exemption is granted for paying the tender (MSTC) fees, security deposit, etc. Further, the benefits mentioned above are only for Micro and Small Enterprises and not for Medium Enterprises.
xi. Should the prices be quoted inclusive of GST? All rates quoted under Price Bid should be inclusive of all applicable taxes and charges.
xii. What if the Contractor is not able to deploy the requisition number of labourers? In event of any delay by the contractor in complying with any requisition issued by the Bank for supply of labour or any breach of instructions of the contract, considered by the General Manager / Deputy General Manager – in - Charge, Issue Department, Reserve Bank of India, Chennai to be grave enough to attract penalty, the aforesaid General Manager / Deputy General Manager – in - Charge in consultation with Regional Director may impose a fine not exceeding Rs. 10,000 (Rupees ten thousand only) on the contractor.

In this connection, the words “supply of vehicles” mentioned in Point (iii) under the head Disqualification / Termination / Penalty in Section III of the tender document may henceforth be read as “supply of labour”
xiii. Will it be possible for RBI to arrange a training workshop on how to use the MSTC portal for e-tendering? RBI Chennai will be organising a four hour workshop to acquaint prospective bidders with the e-procurement portal of MSTC on August 07, 2019, 1:30 PM onwards. Interested tenderers are requested to send their confirmation before 3 PM of August 01, 2019 to tejkankaria@rbi.org.in.

Note:

  • The above minutes of pre-bid meeting shall form the part of bid document / Agreement.

  • The minutes are also uploaded on MSTC portal.

  • Rest of the Terms and conditions and specifications of the tender document shall continue to remain same.

  • The above amendments / clarifications are issued for the information of all the intending bidders.

  • The submission of bid by the firm shall be construed to be in conformity to the tender document and amendments / clarifications given above.
